Meeting Minutes
December 14, 2022
Members Present: Travis Diskin, Scott Hancock (Vice Chair), Renette Hier, Adrian Hinckley, Tom
Murphy (Chair), Kate Rogers, Elise Shearer, Chris Sjolin, Justin Watson (Ex Officio), and Derrick Wright.
Members Absent: Lindsay Gregg, and Carolyn Hyink (Alternate).
Staff Present: Redevelopment Project Manager Sean Farrelly, and Sr. Administrative Specialist Joe Patton.
Others Present: TCAC Council Liaison John Goodhouse and future TCAC Commissioners Mandy Sharp,
Bob Tomasovic, and Gabriel Velasquez.
1. CALL TO ORDER
Chair Murphy called the meeting to order at 6:00 pm. The hybrid meeting was held in person and remotely
using MS Teams.
2. CONSIDER MINUTES
The November 9, 2022, TCAC Minutes were unanimously approved.
3. CALL FOR NON-AGENDA ITEMS
Travis suggested having a mixer to get to know other Commissioners better.

6. EQUITABLE BUSINESS DEVELOPMENT WORK GROUP
Adrian thanked Commissioner Hyink for her service on the work group. He noted that Council briefly
discussed reviewing the budget to see if there are funds available to add staff. Elise suggested hiring
consultants to do the research to reduce costs. Sean will ask if Beaverton will share their contact list of
restaurants waiting to move there. Councilor Goodhouse noted that business retention is another important
aspect and he encouraged Adrian to present again to the new Council next year. Derrick reiterated his
interest in adding parking to consideration for requests for TIF grant funding. Sean said the criteria can be
changed and noted that there is also proposed changes to the TIF Building Improvement grants suggested
by this work group. He noted that the state has mandated eliminating parking minimums and Tigard will be
the first city to do so. Travis stated the elimination of parking minimums will send the wrong message to
visitors that might drive to Tigard. Parking will be added to a future agenda and Sr. Transportation Planner
Dave Roth will be invited.
7. HOUSELESSNESS WORK GROUP
Tom noted the Houselessness Coordinator position has not been posted yet. Travis attended a listening
session with downtown business owners, the Chief of Police, and other Tigard staff in October. Officers
initiated foot patrols voluntarily and worked overtime hours, but with current staffing levels they have been
suspended. Using CERT volunteers to address houslessness issues creates liability issues as there may be
illegal activities or mental health issues involved. Councilor Goodhouse suggested advocating for additional
funding to support downtown and Triangle foot patrols.

8. TIF IMPROVEMENT PROGRAM CHANGES
Sean briefly reviewed the memo he sent via email on the potential program changes to increase funding for
eating and drinking establishments and to open the program to existing businesses in the Triangle. Chris
noted since the money is awarded after the work is complete, the business owner must have the money up
front. Sean said that approach was to protect loss of funds if a business does not open but that payments in
phases may be an option.
9. PROJECT UPDATES
Sean briefly reviewed the updates included with the Agenda.
10. TCAC GOAL 4TH QUARTER UPDATE
Sean briefly reviewed the updates.
11. PLANNING FOR JANUARY TCAC GOAL SETTING MEETING
Commissioners discussed the best process to use for establishing goals for 2023. An ad hoc group met in
previous years prior to the goal setting meeting to narrow them down so they could be refined at the
meeting. The 2022 goals will be distributed to Commissioners along with space for comments to help
establish the new goals. A work group will use that information to draft them for discussion at the January
goal setting meeting. Council will ask about Key Performance Indicators (KPIs) for each goal.
12. NOMINATIONS FOR 2023 TCAC OFFICERS
Kate provided a brief description of the Chair ad Vice Chair roles and offered to discuss the roles more in
depth with any interested Commissioners. Tom was nominated as Chair and Adrian as Vice Chair.
Nominations will be held open until the January meeting, when the election will be held.

A. Councilor Goodhouse noted that the TDA hosts meetings with business owners on the third
Wednesday of each month.
B. A tour of the Overlook took place on December 7. Commissioners discussed the amenities but
noted parking was limited.
C. Outgoing Councilor Goodhouse and Commissioners Hyink and Rogers were thanked for their
service.
