A RESOLUTION THANKING CITY COUNCILOR LIZ NEWTON FOR HER ENDURING AND
INVALUABLE SERVICE TO THE CITY OF TIGARD
WHEREAS,Elizabeth A. Newton has served as a Tigard City Councilor since January 1, 2019 and will
conclude her term on December 31,2022;and
WHEREAS, Councilor Newton will be missed by the community and city teammates when her term in
office is complete as she personifies the commitment,respect and consideration that excellent public
servants bring to the community they serve; and
WHEREAS,Councilor Newton's gift for straightforward, easy-to-understand communication with
residents,her vast knowledge of municipal governance -gained through 35+ years as an employee of the
city prior to her retirement-her commonsense approach to problem solving and dedication to connecting
the dots for community members has promoted understanding and trust among residents through some of
the city's most complex projects;and
WHEREAS,Tigard residents and City Council members have faced unimaginable economic and social
challenges resulting from the Covid-19 pandemic, a public demand to address racial inequity following the
murder of George Floyd by Minneapolis Police,and pressure to quickly learn and rely on new technology
in order to conduct city business;and
WHEREAS,Councilor Newton was eager to work with the Council and community to address racial
equity through a co-design process with the Police Department that identified a community-driven solution
for police reform and racial justice with the creation of the Public Safety Advisory Board;and
WHEREAS, Councilor Newton's contributions to the Public Safety Advisory Board furthered the city's
efforts to engage diverse and under-represented community members in public policy improvements that
will ensure just and fair inclusion where all can participate,prosper, and reach their full potential; and
WHEREAS, the thoughtful and difficult work conducted by the Public Safety Advisory Board resulted in
winning the 2022 Good Governance Award from the League of Oregon Cities;and
WHEREAS,when necessary, Councilor Newton was consistently prepared to ask questions and gain
clarity on items requiring City Council action. Her commitment to being a responsible steward of the
community's financial resources resulted in projects and programs making the most of internal and external
city assets and then communicating the city's accomplishments with residents;and
WHEREAS,Councilor Newton's caring for the Tigard community remained visible in all her actions; she
valued the power and possibility of a diversity and active community sharing ideas and feedback and urged
them to get involved. Her boundless support and enthusiasm for the achievements of Tigard's youth
demonstrated the importance of involvement, setting high standards and building trusting relationships;
and

WHEREAS, her pragmatism and knowledge proved invaluable to the city as she represented Tigard on the
Community Development Block Grant Policy Advisory Board,Metropolitan Area Communications
Commission,Tigard-Lake Oswego Joint Water Partnership Oversight Committee,Tigard Social Services
Budget Subcommittee, Committee for Community Engagement, Public Safety Advisory Board and Tigard
Youth Advisory Council.
NOW,THEREFORE,BE IT RESOLVED by the City Council that:
SECTION 1: The Tigard City Council, residents and city staff,in grateful appreciation for her
contributions to the community, hereby recognize Councilor Newton for her
meritorious and enduring service to the city.
SECTION 2: This resolution is effective immediately upon passage.
