Resolution No. 22-40 CITY OF TIGARD,OREGON TIGARD CITY COUNCIL RESOLUTION NO.22-WO A RESOLUTION THANKING JOHN GOODHOUSE FOR HIS OUTSTANDING SERVICE TO THE CITY OF TIGARD WHEREAS,John Goodhouse, downtown business owner and community advocate is retiring from service as an elected City Councilor on December 31, 2022;and WHEREAS, over the course of Councilor Goodhouse's eight years of service, the city faced unprecedented challenges from increasingly serious weather extremes,wildfire smoke's effect on air quality throughout the community, a worldwide pandemic that affected businesses throughout the state and accompanying rise in need for affordable housing, energy assistance, rental protections,business assistance, and solutions for the visible effects of homelessness; and WHEREAS,while working with his fellow city councilors to respond to social and economic challenges arising from the Covid-19 pandemic,Councilor Goodhouse helped negotiate a much needed operating agreement between Lake Oswego and Tigard as part of the Lake Oswego*Tigard Water Partnership, he strongly advocated for Tigard's needs with Southwest Corridor transportation planning, supported Downtown and Tigard Triangle Urban Renewal District planning& economic development as well as championing equal access for BIPOC entrepreneurs to access business coaching, financing, capacity building, branding and marketing services from MESO; and WHEREAS, Councilor Goodhouse faithfully served as City Council President and as Tigard's representative to several local and regional boards and committees to ensure the best future for the Tigard community;and WHEREAS,he represented Tigard's interests as Chair of the Regional Water Providers Consortium, the Willamette Intake Facility Commission representing multiple drinking water agencies, championed a Rainy Day Emergency Fund for the city and helped gain voter approval for a Tigard Safety Levy,adding officers and resources to the Tigard Police Department; and WHEREAS,Councilor Goodhouse expanded his service to the region as a member of the National League of Cities Board of Directors, the NLC First Tier Suburbs Council, the NLC Finance Committee, the NLC Transportation and Infrastructure Services Committee and the NLC Race, Equity And Leadership (REAL) Council where he joined a diverse group of local leaders to encourage collaboration, networking and development of resources and programs beneficial to communities with shared demographics; and WHEREAS, during his time in office, Councilor Goodhouse supported Tigard's youth programs and projects, advocated for the needs of homeless individuals through service on the board of Family Promise of Tualatin Valley and organized a popular Tigard Music Festival in downtown. He contributed to progress on Urban Renewal District activities in the Downtown Tigard Street Heritage Trail, Universal Plaza,AttsvellOff Main mixed use housing/retail)and the Tigard Triangle (Red Rock Creek Commons by Community Partners for Affordable Housing, master planning 'New Tigard Triangle to help guide strategic investment in diversity and vitality to transform the area into a mixed-use and pedestrian-oriented district), as well as planning for the new River Terrace community. RESOLUTION NO.22- `/O Page 1 NOW,THEREFORE,BE IT RESOLVED by the City Council that: SECTION 1: The City of Tigard City Council and city team mates hereby thank and honor Councilor John Goodhouse for his dedicated service to the community over the past eight years.
