Meeting start: 7:03 pm
Welcome and Introductions
Dolly welcomed committee members and asked what events members attended over the
summer. Each committee member introduced themselves and shared summer events
attended.
Subcommittee Updates
Isaiah shared DEI subcommittee discussions highlighting consideration for safety, respect,
and confronting microaggressions. The subcommittee wants to seek initiatives and
opportunity to meet people from other cultures, potentially forming their own events. They
plan to table at El Tigre to be more visible as a committee asking attendees what inclusive
Tigard means to them. They also plan to meet with Kent to be on Talking Tigard podcast.
They have interest in a multicultural mixer in 2023 and working with Chamber to make th at
happen. It was suggested the City consider p roviding information through the city website
for recent immigrants to direct them to organizations. They asked why the number of City
Council members hasn’t changed even though Tigard’s population has increased over the
years. Councilor Newton mentioned the creation of the Charter Review Committee as a
platform to participate and cover those questions. Nicole mentioned this item will be
covered later in the agenda.
For volunteerism subcommittee, Connie mentioned Just Serve is an organization that
coordinates opportunities for volunteering. She is working with Just Compassion and
refugee support and can bring forward more volunteer opportunities. Dolly mentioned a
City of Portland volunteer event that Tigard could be part of.
There were no updates from the onboarding and communication and digital engagement
subcommittees. Isiah suggested we narrow down the subcommittees by removing the
communication and digital engagement. Dolly agreed and added that Kent can cover the
communication piece.
Tigard Phone App & Online Service Request Portal
Nicole came to CCE last year to discuss the online service portal and heard a desire for a
one-stop shop for services and forms. Nicole asked members what they think of when they
hear 311. Members mentioned calling 211, mental health/988, 911, emergency but not 911,
and 811. This exercised showed most know 311 is a phone number to call, the system Tigard
will have through a company called Total Tyler is called 311 but there is no phone number
so we will avoid using ‘311’ as a public name.
Nicole shared her screen and showed the online portal and phone app. She asked CCE to
test it out and email her feedback and share ideas.

CCE members noted and asked about:
• Basil asked why the city is interested in this platform
o Nicole mentioned multiple goals which includes making it easier for the
community member to request services. It also streamlines coordination
between staff to respond.
• Dolly mentioned update to City of Tigard website and the search feature. Is 311
redundant?
o Nicole said 311 is not redundant. 311 provides a ticket/tracking system, it
allows people to stay informed on their request.
• Isaiah likes the ticketing component and asked if there is an ‘other’ option.
o Nicole can add an ‘other’ category
o Basil agreed with adding an ‘other’ option
CCE brainstormed marketing and naming considerations in a white board.

Charter Review Committee
Alex shared background with the creation of a Charter Review Committee, what items they
will cover in discussion, and those applications are currently available. She shared various
ways the city has been advertising the opportunity .
Basil noted that it is dated and asked if this process modernize this? Councilor Newton said
it could and noted all changes to charter must be approved by voters. Isaiah asked if there
was a guarantee that diverse representation will be on the committee given its equity impacts.
He also noted the privilege one must have to serve and asked if there was a stipend. Alex
said that is not in place at this time, but we are having internal discussions. We do ask what
accommodations the city can provide in the application. Councilor Newton said they will
consider diversity on the board, and they want this to be a diverse group.
Alex asked the committee how we get the word out about this opportunity. Members
provided ideas through a whiteboard exercise.
Meeting Minutes
Israel made the motion, Isaiah seconded. Minutes from July 2022 were approved
unanimously.

Kent mentioned volunteer for El Tigre. No other items for open agenda.
