There will be a briefing on the Americans with Disability Act, a quarterly CIP ➢ City Council Look-Ahead update, a discussion about ODOT 2017 improvements, and a ➢ Issues and Initiatives Land Use training. ➢ Upcoming Events The August 27, 2019 meeting has been cancelled. ➢ Kudos & Communications In September, Council will receive updates on the Storm Water Master Plan, Red Rock Creek Trail, Metzger School Park, and a ➢ On the Look Out possible Diversity Equity and Inclusiveness training. ➢ Department Reports Issues • • Initiatives ➢ Announcements ➢ Attachments LEVY BOND TASK FORCE At the August 13 Council meeting, five new members were appointed to the Levy Bond Task Force.The first meeting is Llmage of the Week scheduled for next week, Wednesday, August 21 and welcoming packets were sent out to the group. Rather than hosting several department tents, we are approaching the event as "One City" and having a large tent that will house several departments and we'll engage on several topics. We've made accomodation for Council. Details coming soon! • Saturday, September 7 • 11:00 am-6:00 pm Fifth Tuesday: October 29 We are starting to explore October Outreach -five electeds partnered with a member of TPD hosting office hours in each district. KUDOS and COMMUNICATIONS • We received a thank you card from SupaFresh Youth Farm thanking the City of Tigard for the support. Card and photo attached • John Walter took time to send a letter, thanking the leadeship and staff for the repaving of a major portion of Durham Road. He felt it was a very successful project and a great use of taxpayer funds. Letter attached • A constituent send a letter thanking the Mayor and recognizing the work of our Code Compliance Department. The sender had a long standing issue with her landlord and the air conditioning unit. Thanks to Team Tigard, with a special shout-out to Ken Ross, the issue was resolved and she has a newly installed air conditioning unit. Letter attached • We will be sending out an update to those who contacted us about the solid waste rates, letting people know what was reflected on their June-July bill and that August's bill will normalize to a one-month amount. ANNOUNCEMENTS New Employees: Team Tigard is expanding. We have several new hires to announce. • Eggie Maldonado has joined Community Development as a Permit Tech Assistant • Deidra Menser is our new Circulation Library Assistant • Eduardo Ramos has completed our Design and Communications team, as out Digital Commuications Coordinator • Isidro Vengas-Maya is our new Utility Worker I • Kaitlyn Yang has been hired as our Library Assistant • And last but not least, Lloyd Purdy will be returnig to the City of Tigard on Monday, August 19, as our new Economic Deelopment Manager. The City Council reauthorized the position during this year's budget process (it was eliminated in last year's budget), and we began recruiting for the position in early July. Lloyd was the strongest candidate, having added to his prior Tigard and Oregon City experience with two years as Vice President of Regional Competitiveness at Greater Portland Inc. The main thing about this paving project is the great use of taxpayer funds for this repaving project. Instead of using a pavement grinder to completely tear off the top layer of pavement across the entire width of Durham, the pavement grinder removed bad pavement from only the main traffic lanes. The center divider and the bike lanes were not ground down and totally replaced but instead were coated with asphalt slurry. The entire road "looks" like it was totally repaved, but only the most important parts were, where the cars drive. I imagine if you compare the costs of doing a road this way with doing a total side to side repaving job that you probably only would have got a third of the distance done that you got done by repaving in this innovative way. Thank you to Brian Rager the Public Works Director for coming up with this innovative plan. Our ask of you is to please support ratification of the USMCA as soon as possible and we urge your caucus to do the same. The City of Tigard is home to over 2,500 businesses that employ more than 40,000 people from around the region. We have businesses from every sector that compete globally, and 23 percent of our businesses, representing over 9,000 jobs, are in the trade and supply chain sector. It is critical to Tigard's local economy that we have an effective trade agreement with our top trading partners, Canada and Mexico, as our economies are closely intertwined. The USMCA would modernize trade rules for the North American region, protect innovation, provide strong enforcement of intellectual property, and benefit auto manufacturers, farmers, ranchers, and American workers and businesses in general. It is an improvement over NAFTA and ratification by Congress will benefit jobs and economic growth, while also strengthening protections for workers and the environment. Mayors from around the country recently passed a resolution at the United States Conference of Mayor's Annual Meeting to urge Congress to ratify the USMCA in 2019 because so many cities across the United States are dependent on trade, and we cannot risk USMCA failing. Any delays, pushing ratification into 2020, could impede Congress' ability to approve the deal. Please move your caucus to quickly ratify USMCA. SW Commercial Street is closed between SW Lincoln Ave and SW Main St through October 12. Fern Street SW Fern Street west of 135th Ave will have half street closures with flagging during the day for a sewer line project. 74th Avenue SW 74th Ave at SW Red Cedar Way will be reduced to one way traffic next week for road work and curb installation on the Red Cedar Estates subdivision. Arthur Court Colony Creek Trail is closed between Deeann Ct and Wall St for a streambank restoration project. 124th Avenue and Ann Court A short section of 124th Ave is closed north of Ann Ct for work on a culvert replacement. The road is expected to reopen by mid-September, but may have one lane reopened earlier. Detours are provided. Beef Bend Road Culvert Washington County will be replacing a pair of failed culverts under Beef Bend Rd near SW 146th Ave. This project also includes installing a new waterline for the City of Tigard. A six-week road closure is expected during construction from 9/4/19 to 10/15/19, possibly extending to 10/28/19. SW Beef Bend Road, between SW Roy Rogers and Hwy 99W, will be open to local traffic only during the closure. Beef Bend Road, between 146th Avenue and the Oak Mont Apartments entrance, will be closed to all traffic. Pedestrians with mobility needs who travel between 146th Avenue and the Oak Mont Apartment entrance will need to contact Washington County for an escort during construction. See https://www.tigard-or.gov/river terrace.php for more information. • A new sewer line is being installed along Clementine Street, out to Roy Rogers Rd and will impact Clementine Street, a section of Pumpkin Valley Terrace, and Sabrina Ave. Expect some delays and short closures while work is in the roadway. • A contractor is building a new subdivision on the west side of 150th Ave south of Hawksridge. There are other significant road, sewer and water projects underway or planned in the area. Visit GetUsThere.org for information and updates. 69th Avenue— Hampton Inn A Hampton Inn is being constructed on 69th Avenue at Clinton Street. 69th Avenue is closed to traffic from SW Baylor Street to SW Clinton Street. 114th Place A new subdivision is being installed on 114th Place north of North Dakota Street. Contractor will be striping the roadway in the upcoming weeks. 1311t Avenue (King City) King City is constructing improvements on 13111 Ave from Beef Bend to Fischer. Lane closures are expected on 131s' between 7 AM and 8 PM. Construction is anticipated to end September 15th. It is the largest vehicle in the city's fleet and is used to maintain city sanitary sewer and storm water systems. The machine operates the valves hydraulically and ensures the valve operates correctly. Crews will flush water from a nearby fire hydrant during this activity as well. It's like an exercise program for our infrastructure! The water division has been working near highway 217 the last two weeks to inspect the waterline that crosses under highway 217. Crews are obtaining data for possible work in the future. .Wx Car vs Hydrant on Garden Park Place! Oops! The hydrant broke off correctly and crews responded the next day to complete a hydrant ` repair. >>Construtction Notice: Potso Dog Park Waterline The Water Division will complete work in Potso Dog Park on Wednesday August 21, 2019.The work will take place between 7 a.m. and 4 p.m.This project includes replacement of a waterline.
