Page 1 of 2 CITY OF TIGARD TOWN CENTER ADVISORY COMMISSION Meeting Minutes October 12, 2022 Members Present: Scott Hancock (Vice Chair), Renette Hier, Adrian Hinckley, Carolyn Hyink (Alternate), Tom Murphy (Chair), Kate Rogers, Elise Shearer, Chris Sjolin, Justin Watson (Ex Officio), and Derrick Wright. Members Absent: Lindsay Greg, and Travis Diskin. Staff Present: Redevelopment Project Manager Sean Farrelly, Economic Development Manager Lloyd Purdy, and Sr. Administrative Specialist Joe Patton. Others Present: N/A. 1. CALL TO ORDER Chair Murphy called the meeting to order at 6:00 pm. The meeting was held remotely using MS Teams. 2. CONSIDER MINUTES The September 14, 2022, TCAC Minutes were unanimously approved. 3. CALL FOR NON-AGENDA ITEMS – N/A 4. PUBLIC COMMENT – N/A 5. FOLLOW UP FROM PREVIOUS MEETINGS – N/A 6. TIGARD LAUNCH POD (UNIVERSAL PLAZA FOOD CARTS) Lloyd gave a brief presentation and discussed using the Opportunity Café to launch a startup business which is proving successful. He secured funding to purchase two food carts for use by entrepreneurs in partnership with MESO, Livelihood NW, and SBDC to provide advice for prospective tenants. Prospective tenants will submit a readiness assessment along with other information to show they are ready to launch. They pay gradually increasing rent and after sixteen to twenty-four months they move on, and a new entrepreneur is launched. An open house of the food carts is taking place October 26th at the Universal Plaza at 8:30 am and Commissioners were invited. Suggestions included asking them to create a “Tigard” specific food, locate the carts in vacant lots, include other than food such as a retail truck, and working with developers receiving development assistance to offer space to entrepreneurs ready to move to a new location. 7. HOUSELESSNESS WORK GROUP The work group has not met since the last meeting but will within the next couple weeks. Tom will reach out to Sara Cooper to find out who to contact to voice TCAC support for the grant from the Oregon Legislature to help unhoused residents. Sean noted a houselessness service provider (including shelter) may locate in the Triangle, but it is in the initial stages. TOWN CENTER ADVISORY COMMISSION October 12, 2022 Page 2 of 2 8. EQUITABLE BUSINESS DEVELOPMENT WORK GROUP The work group met with Sean and discussed how to make clear recommendations that can be presented to Council for action at the December 6th meeting. They will conclude conversations with neighboring entities to see what they are doing. There was not enough interest from business owners or youth to hold a workshop or get their input. 9. 3RD QUARTER TCAC GOAL UPDATE Sean briefly reviewed the update included with the Agenda. No changes were requested. 10. PROJECT UPDATES Sean briefly reviewed the updates included with the Agenda. He will ask the Overlook for updates on both residential and commercial rentals. 11. LIAISON REPORTS – N/A 12. NON-AGENDA ITEMS A. Tom noted Council will discuss renter protections on October 18. B. DOWNTOWN TIGARD REIMAGINED Developer Interviews:Affordable +Market Rate ●Downtown Tigard has potential but there isn’t much “there "there yet. ●Downtown Tigards greatest assets:connectivity to other employment centers in the area,great school district,great reputation,natural assets (Fanno Creek Park +trail). ●Differing opinions on where the City should focus development energy :more Main St.east of the tracks,along Burnham parallel to the Creek,intensifying Main St.where it is today. ●Multiple participants suggested the code needs to be updated to accommodate more intense development;parking requirements need to be lowered and DU/acre allowed increased . ●Multiple recommendations to consider a form based code . ●Multiple recommendations for a City Parking Management Strategy to alleviate the parking burden for individual projects.
