Library Board Minutes
MEETING DATE/TIME: Wednesday, September 14, 2022 6:30 p.m.
MEETING LOCATION: Virtual Teams Meeting with phone bridge for public listening.
1. CALL TO ORDER:
Vice Chair Kate Ristau called the meeting to order at 6:31 p.m.
2. ROLL CALL

3. APPROVE LIBRARY BOARD MINUTES
The Board reviewed the minutes from the August 10, 2022 Tigard Public Library Board
meeting. No changes were suggested. Motion by Chris Allen. Second by Jim Ivler to
approve the August 10, 2022 minutes as written. Motion was approved unanimously.
The minutes will be posted on the City website. They will include the redlined copy of
the Bylaws.

4. AGENDA ADDITIONS, DELETIONS, AND FOLLOW-UP ITEMS
There were none.
5. ICE BREAKER
The group was asked to share their favorite chore. Library Director Bernard explained
she had read the book “How to Keep House While Drowning: A Gentle Approach to
Cleaning and Organizing” by KC Smith in which the author refers to chores as “care

tasks.” These could be self-care tasks or tasks you do for loved ones. Choices for each
member’s favorite “care task” were enlightening and motivating.
6. MEET THE TEAM: ELENA GLEASON: ADULT SERVICES SUPERVISOR
Our guest tonight, Elena Gleason, joined us as our Adult Services Supervisor in
December 2021. Prior to joining us she worked as a Reader Advisory Librarian at the
Hillsboro Public Library. She has also worked in libraries in Coos Bay, Wyoming, and
her home state of Minnesota. Her favorite part of her job is supporting her teammates
in the work they find enjoyable—she appreciates the opportunity to enable her direct
reports to be successful. Elena also shared information regarding our Shelf Talkers;
Banned Books week taking place from September 18-24; and our newly reinstated
Innovation Team. The Library Board expressed an interest for a six-month check-in on
what the Innovation Team has been working on.
7. LIBRARY PUBLIC POLICY UPDATE DISCUSSION
Fee-Based Services Policy
This policy was last presented to the Library Board on February 12, 2020. The Board
reviewed and discussed this policy. Motion by Candice Coleman. Second by Shirley
Edwards to approve the Fee-Based Services policy as written. Motion was approved
unanimously.
8. ALA POLICY REVIEW
American Library Association (ALA) Freedom to Read Statement
The ALA Freedom to Read Statement was last reviewed by the Library Board on
September 8, 2021. Motion by Shirley Edwards. Second by Chris Allen to endorse and
reaffirm the ALA Freedom to Read statement. Motion was approved unanimously.
9. DIRECTOR’S REPORT
Library Director Bernard presented the Director’s Report, which contained updates on
library services and programs.
Board Member Candice Coleman had inquired about the Parks and Rec Board (PRAB)
having a hybrid meeting this past week. She asked if the Library Board could start
having hybrid meetings. Unfortunately, PRAB’s hybrid meeting did not work the way
it was supposed to, so they will be going back to virtual meetings. We are required to
provide a way for the public to be able to call in and at least be able to listen to the
meeting. This is why the all-remote Teams meeting works—because we have the
phone bridge for the public to call in on.

A total of 1,243 meals were served to kids this summer in partnership with
Tigard/Tualatin School District (TTSD). 560 meals were served in August. Teammates
assisted with setting up free water and ice pops at the summer meals site on days the
library was a cooling space for the community.
Our Adult Services Senior Library Assistant Emily Parrish created a work of art with her
signage for the adult graphic novel section! When you have an opportunity, check it
out.
10. OTHER BUSINESS
No other business was discussed.
11. ADJOURNMENT
Vice Chair Kate Ristau adjourned the meeting of the Tigard Library Board at 7:21 p.m.
The next meeting is scheduled for Wednesday, October 12, 2022 at 6:30 p.m. Our
meetings will continue to be virtual until city management transitions our boards and
committees to hybrid meetings or COVID distancing requirements are lifted.
