TREE AND STAND PROTECTION SPECIFICATIONS
1.TREE PROTECTION ZONE. THE PROJECT ARBORIST SHALL DESIGNATE
THE TREE PROTECTION ZONE (TPZ). WHERE FEASIBLE, THE TPZ SHALL
BE ESTABLISHED AT THE DRIPLINE OF PROTECTED TREES AS A
MINIMUM. IF INFRASTRUCTURE MUST BE INSTALLED CLOSER TO THE
TREES, THE TPZ MAY BE ESTABLISHED WITHIN THE DRIPLINE AREA IF
THE PROJECT ARBORIST DETERMINES THAT THE TREES WILL NOT BE
UNDULY DAMAGED. THE LOCATION OF THE TPZ SHALL BE SHOWN
ON CONSTRUCTION DRAWINGS.
2.PROTECTION FENCING. ALL TREES TO BE RETAINED SHALL BE
PROTECTED BY CHAIN LINK FENCING SECURED TO STEEL POSTS
PLACED NO FURTHER THAN 8-FEET APART AND SHALL BE INSTALLED
AT THE EDGE OF THE TPZ.
3.PRECONSTRUCTION CONFERENCE. THE PROJECT ARBORIST SHALL
BE ON SITE TO DISCUSS METHODS OF TREE REMOVAL AND TREE
PROTECTION PRIOR TO ANY CONSTRUCTION.
4.PRUNING. THE PROJECT ARBORIST CAN HELP IDENTIFY IF AND
WHERE PRUNING IS NECESSARY ONCE TREES RECOMMENDED FOR
REMOVAL HAVE BEEN REMOVED AND THE SITE IS STAKED AND
PREPARED FOR CONSTRUCTION. PRUNING SHALL BE PERFORMED BY
A QUALIFIED TREE SERVICE.
5.TREE PROTECTION ZONE MAINTENANCE. THE PROTECTION FENCING
SHALL NOT BE MOVED, REMOVED, OR ENTERED BY EQUIPMENT
EXCEPT UNDER DIRECTION OF THE PROJECT ARBORIST.
6.STORAGE OF MATERIAL OR EQUIPMENT. THE CONTRACTOR SHALL
NOT STORE MATERIALS OR EQUIPMENT WITHIN THE TPZ.
7.EXCAVATION. EXCAVATION WITHIN THE TPZ SHALL BE AVOIDED IF
ALTERNATIVES ARE AVAILABLE. IF EXCAVATION WITHIN THE TPZ IN
UNAVOIDABLE, THE PROJECT ARBORIST SHALL EVALUATE THE
PROPOSED EXCAVATION TO DETERMINE METHODS TO MINIMIZE
IMPACTS TO TREES. ALL CONSTRUCTION WITHIN THE TPZ SHALL BE
UNDER THE ON-SITE TECHNICAL SUPERVISION OF THE PROJECT
ARBORIST.
8.TREE PROTECTION INSPECTION. THE PROJECT ARBORIST SHALL
INSPECT AND VERIFY THE LOCATION OF PROTECTION MEASURES
PRIOR TO CONSTRUCTION, MONITOR TREE PROTECTION MEASURES
REGULARLY, AND PROVIDE BIWEEKLY WRITTEN REPORTS TO THE
CITY DURING PERIODS OF ACTIVE CONSTRUCTION.
9.FINAL REPORT. AFTER THE PROJECT HAS BEEN COMPLETED, THE
PROJECT ARBORIST SHALL PROVIDE A FINAL REPORT THAT
DESCRIBES THE MEASURES NEEDED TO MAINTAIN AND PROTECT THE
REMAINING TREES.

WET WEATHER
CONSTRUCTION PAVEMENT SECTION NOTES
1.IF PAVEMENT AREAS ARE TO BE CONSTRUCTED DURING WET WEATHER, THE SUBGRADE AND
CONSTRUCTION PLAN SHALL BE REVIEWED BY THE PROJECT GEOTECHNICAL ENGINEER AT THE TIME
OF CONSTRUCTION SO THAT CONDITION SPECIFIC RECOMMENDATIONS CAN BE PROVIDED.
2.THESE WET WEATHER PAVEMENT SECTION RECOMMENDATIONS ARE INTENDED FOR USE IN
SITUATIONS WHERE IT IS NOT FEASIBLE TO COMPACT THE SUBGRADE SOILS TO WASHINGTON COUNTY
REQUIREMENTS, DUE TO WET SUBGRADE SOIL CONDITIONS, AND/OR CONSTRUCTION DURING WET
WEATHER.
3.A WET WEATHER SECTION WITH A MINIMUM SUBGRADE DEEPENING OF 6-INCHES TO ACCOMMODATE A
WORKING SUBBASE OF ADDITIONAL 1 1/2"-0 CRUSHED ROCK SHALL BE USED.
4.GEOTEXTILE FABRIC, MIRAFI 500X, OR EQUIVALENT, SHOULD BE PLACED ON SUBGRADE SOILS PRIOR TO
PLACEMENT OF BASE ROCK.
5.THE PROJECT GEOTECHNICAL ENGINEER SHOULD BE CONSULTED IN INSTANCES WHERE IT MAY BE
PREFERABLE TO TREAT THE SUBGRADE WITH CEMENT INSTEAD OF OVEREXCAVATION AND AN
INCREASED ROCK THICKNESS.
6.IF SOFT SPOTS IN THE SUBGRADE ARE IDENTIFIED DURING ROADWAY EXCAVATION, OR DEVELOP PRIOR
TO PAVING, THE SOFT SPOTS SHOULD BE OVEREXCAVATED AND BACKFILLED WITH ADDITIONAL
CRUSHED ROCK.
7.DURING SUBGRADE EXCAVATION, CARE SHOULD BE TAKEN TO AVOID DISTURBING THE SUBGRADE
SOILS. REMOVALS SHOULD BE PERFORMED USING AN EXCAVATOR WITH A SMOOTH-BLADED BUCKET.
TRUCK TRAFFIC SHOULD BE LIMITED UNTIL AN ADEQUATE WORKING SURFACE HAS BEEN ESTABLISHED.
IT IS RECOMMENDED THAT CRUSHED ROCK BE SPREAD USING BULLDOZER EQUIPMENT RATHER THAN
DUMP TRUCKS TO REDUCE THE AMOUNT OF TRAFFIC AND POTENTIAL DISTURBANCE TO SUBGRADE
SOILS.
8.CARE SHOULD BE TAKEN TO AVOID OVERCOMPACTION OF THE BASE COURSE MATERIALS, WHICH
COULD CREATE PUMPING AND UNSTABLE SUBGRADE SOIL CONDITIONS.
9.FOLLOWING PLACEMENT OF CRUSHED ROCK TO PROJECT SPECIFICATIONS (95% MODIFIED PROCTOR),
A FINISH PROOF-ROLL SHALL BE PERFORMED PRIOR TO PAVING.

TO REDUCE INVASIVE PLANT SPECIES OR OTHER MEASURES TO AID IN THE SURVIVAL OF THE INSTALLED PLANT MATERIAL. ENSURE THAT NO MORE THAN
20% NON-NATIVES OCCUPY THE SITE. IF IT IS DETERMINED DURING THE MAINTENANCE PERIOD THAT THE PLANT COVERAGE OF THE HERBACEOUS SPECIES
OR THE INSTALLED PLANTINGS DO NOT MEET THE CONDITIONS REQUIRED BY C.W.S. OUTLINED IN THE SERVICE PROVIDER LETTER, A PLAN WILL BE
DEVELOPED AND IMPLEMENTED TO MEET THOSE CONDITIONS.
C.W.S. CONDITIONS FOR VEGETATIVE CORRIDOR, MITIGATION AREAS AND SWALES:
1.CLEAN WATER SERVICES SHALL BE NOTIFIED 72 HOURS PRIOR TO THE START AND COMPLETION OF ENHANCEMENT/RESTORATION ACTIVITIES.
ENHANCEMENT/RESTORATION ACTIVITIES SHALL COMPLY WITH THE GUIDELINES PROVIDED IN APPENDIX A: LANDSCAPE REQUIREMENTS (R&O 17-05: APPENDIX
A).
2.PRIOR TO INSTALLATION OF PLANT MATERIALS, ALL INVASIVE VEGETATION SUCH AS HIMALAYAN BLACKBERRY, ENGLISH IVY, AND ENGLISH HAWTHORN, WITHIN
THE VEGETATED CORRIDOR SHALL BE REMOVED. DURING REMOVAL OF INVASIVE VEGETATION CARE SHALL BE TAKEN TO MINIMIZE IMPACTS TO EXISTING
NATIVE TREES AND SHRUB SPECIES.
3.REMOVAL OF INVASIVE NON-NATIVE SPECIES BY HAND IS REQUIRED IN ALL VEGETATED CORRIDORS RATED "GOOD". REPLANTING IS REQUIRED IN ANY CLEARED
AREAS LARGER THAN 25 SQUARE FEET.
4.PLANTINGS SHALL BE TAGGED FOR DORMANT SEASON IDENTIFICATION. TAGS TO REMAIN ON PLANT MATERIAL AFTER PLANTING FOR MONITORING PURPOSES.
5.FINAL CONSTRUCTION PLANS SHALL CLEARLY DEPICT THE LOCATION AND DIMENSIONS OF THE SENSITIVE AREA AND THE VEGETATED CORRIDOR (INDICATING
GOOD, MARGINAL, OR DEGRADED CONDITION). SENSITIVE AREA BOUNDARIES SHALL BE MARKED IN THE FIELD.
6.PROTECTION OF THE VEGETATED CORRIDORS AND ASSOCIATED SENSITIVE AREAS SHALL BE PROVIDED BY THE INSTALLATION OF PERMANENT FENCING AND
SIGNAGE BETWEEN THE DEVELOPMENT AND THE OUTER LIMITS OF THE VEGETATED CORRIDORS. SIGNAGE SHALL MEET THE REQUIREMENTS OF STANDARD
DETAIL 790.
7.NO STRUCTURES, DEVELOPMENT, CONSTRUCTION ACTIVITIES, GARDENS, LAWNS, APPLICATION OF CHEMICALS, UNCONTAINED AREAS OF HAZARDOUS
MATERIALS AS DEFINED BY OREGON DEPARTMENT OF ENVIRONMENTAL QUALITY, PET WASTES, DUMPING OF MATERIALS OF ANY KIND, OR OTHER ACTIVITIES
SHALL BE PERMITTED WITHIN THE SENSITIVE AREA WHICH MAY NEGATIVELY IMPACT WATER QUALITY, EXCEPT THOSE ALLOWED BY SECTION 3.04 AND 3.05.
8.PRIOR TO ANY SITE CLEARING, GRADING OR CONSTRUCTION THE VEGETATED CORRIDOR AND WATER QUALITY SENSITIVE AREAS SHALL BE SURVEYED, STAKED,
AND TEMPORARILY FENCED PER APPROVED PLAN. DURING CONSTRUCTION THE VEGETATED CORRIDOR SHALL REMAIN FENCED AND UNDISTURBED EXCEPT AS
ALLOWED BY SECTION 3.06.1 AND PER APPROVED PLANS.
9.PRIOR TO ANY ACTIVITY WITHIN THE SENSITIVE AREA, THE APPLICANT SHALL GAIN AUTHORIZATION FOR THE PROJECT FROM OREGON DIVISION OF STATE LANDS
(DSL) AND US ARMY CORPS OF ENGINEERS (COE). THE APPLICANT SHALL PROVIDE THE DISTRICT OR ITS DESIGNEE (APPROPRIATE CITY) WITH COPIES OF ALL DSL
AND COE PROJECT AUTHORIZATION PERMITS.

20.PRIOR TO ANY SITE CLEARING, GRADING OR CONSTRUCTION, THE APPLICANT SHALL PROVIDE THE DISTRICT WITH THE REQUIRED VEGETATED CORRIDOR
ENHANCEMENT/RESTORATION PLAN IN COMPLIANCE WITH R&O 17-05.
21.MAINTENANCE AND MONITORING REQUIREMENTS SHALL COMPLY WITH SECTION 2.11.2 OF R&O 17-05. IF AT ANY TIME DURING THE WARRANTY PERIOD THE
LANDSCAPING FALLS BELOW THE 80% SURVIVAL LEVEL, THE OWNER SHALL REINSTALL ALL DEFICIENT PLANTING AT THE NEXT APPROPRIATE PLANTING
OPPORTUNITY AND THE TWO YEAR MAINTENANCE PERIOD SHALL BEGIN AGAIN FROM THE DATE OF REPLANTING.
22.PERFORMANCE ASSURANCES FOR THE VEGETATED CORRIDOR SHALL COMPLY WITH SECTION 2.06.2, TABLE 2-1 AND SECTION 2.10, TABLE 2-2
23.FOR ANY DEVELOPMENTS, WHICH CREATE MULTIPLE PARCELS OR LOTS INTENDED FOR SEPARATE OWNERSHIP, THE DISTRICT SHALL REQUIRE THAT THE
SENSITIVE AREA AND VEGETATED CORRIDOR BE CONTAINED IN A SEPARATE TRACT AND SUBJECT TO A "STORM SEWER, SURFACE WATER, DRAINAGE AND
DETENTION EASEMENT OVER ITS ENTIRETY" TO BE GRANTED TO THE CITY OR CLEAN WATER SERVICES.
24.THE WATER QUALITY SWALE AND DETENTION POND SHALL BE PLANTED WITH DISTRICT APPROVED NATIVE SPECIES, AND DESIGNED TO BLEND INTO THE
NATURAL SURROUNDINGS.
25.SITE PREPARATIONS: REMOVE ALL NONNATIVE PLANT MATERIALS, INCLUDING PLANTS, ROOTS, AND SEEDS PRIOR TO ADDING TOPSOIL (SEE IVAM GUIDELINES).

DIAMETER, TO RETAIN MOISTURE AND DISCOURAGE WEED GROWTH AROUND NEWLY INSTALLED PLANT MATERIAL. APPROPRIATE MULCHES ARE MADE FROM

CONSTRUCTION BMPs NEED TO BE APPLIED
BETWEEN OCTOBER 1 AND MAY 31.
1. SEED USED FOR TEMPORARY OR PERMANENT SEEDING SHALL BE
COMPOSED OF ONE OF THE FOLLOWING MIXTURES, UNLESS
OTHERWISE AUTHORIZED:
A. VEGETATED CORRIDOR AREAS REQUIRE NATIVE SEED MIXES. SEE
RESTORATION PLAN FOR APPROPRIATE MIX.
B. DWARF GRASS MIX (MIN. 100 LB./AC.)
1. DWARF PERENNIAL RYEGRASS (80% BY WEIGHT)
2. CREEPING RED FESCUE (20% BY WEIGHT)
C. STANDARD HEIGHT GRASS MIX (MIN. 100 LB./AC.)
1. ANNUAL RYEGRASS (40% BY WEIGHT)
2. TURF-TYPE FESCUE (60% BY WEIGHT)
2. SLOPE TO RECEIVE TEMPORARY OR PERMANENT SEEDING SHALL
HAVE THE SURFACE ROUGHENED BY MEANS OF TRACK-WALKING OR
THE USE OF OTHER APPROVED IMPLEMENTS. SURFACE ROUGHENING
IMPROVES SEED BEDDING AND REDUCES RUN-OFF VELOCITY.
3. LONG TERM SLOPE STABILIZATION MEASURES SHALL INCLUDE THE
ESTABLISHMENT OF PERMANENT VEGETATIVE COVER VIA SEEDING
WITH APPROVED MIX AND APPLICATION RATE.
4. TEMPORARY SLOPE STABILIZATION MEASURES SHALL INCLUDE:
COVERING EXPOSED SOIL WITH PLASTIC SHEETING, STRAW
MULCHING, WOOD CHIPS, OR OTHER APPROVED MEASURES.
5. STOCKPILED SOIL OR STRIPPINGS SHALL BE PLACED IN A STABLE
LOCATION AND CONFIGURATION. DURING WET WEATHER PERIODS,
STOCKPILES SHALL BE COVERED WITH PLASTIC SHEETING OR STRAW
MULCH. SEDIMENT FENCE IS REQUIRED AROUND THE PERIMETER OF
THE STOCKPILE.
6. EXPOSED CUT OR FILL SLOPES SHALL BE STABILIZED THROUGH THE
USE OF TEMPORARY SEEDING AND MULCHING, EROSION CONTROL
BLANKETS OR MATS, MID-SLOPE SEDIMENT FENCES OR WATTLES, OR
OTHER APPROPRIATE MEASURES. SLOPES EXCEEDING 25% MAY
REQUIRE ADDITIONAL EROSION CONTROL MEASURES.
7.AREAS SUBJECT TO WIND EROSION SHALL USE APPROPRIATE DUST
CONTROL MEASURES INCLUDING THE APPLICATION OF A FINE SPRAY
OF WATER, PLASTIC SHEETING, STRAW MULCHING, OR OTHER
APPROVED MEASURES.
GRADING, STREET & UTILITY EROSION
AND SEDIMENT CONSTRUCTION NOTES
1.COVER STOCKPILE WITH PLASTIC SHEETING DURING WET
AND DRY/WINDY WEATHER.
2.USE A FINE SPRAY OF WATER TO CONTROL DUST DURING
CLEARING, MASS GRADING, UTILITY INSTALLATION, AND
STREET CONSTRUCTION.
3.STRAW MULCHING TO BE USED TO CONTROL DUST DURING
FINAL STABILIZATION.
DUST CONTROL NOTES
8.CONSTRUCTION ENTRANCES SHALL BE INSTALLED AT THE BEGINNING
OF CONSTRUCTION AND MAINTAINED FOR THE DURATION OF THE
PROJECT. ADDITIONAL MEASURES INCLUDING, BUT NOT LIMITED TO,
TIRE WASHES, STREET SWEEPING, AND VACUUMING MAY BE
REQUIRED TO INSURE THAT ALL PAVED AREAS ARE KEPT CLEAN FOR
THE DURATION OF THE PROJECT.
9.ACTIVE INLETS TO STORM WATER SYSTEMS SHALL BE PROTECTED
THROUGH THE USE OF BIOBAGS OR OTHER APPROVED INLET
PROTECTION SYSTEMS. ALL INLET PROTECTION SYSTEMS ARE TO BE
REGULARLY INSPECTED AND MAINTAINED AS NEEDED.
10.SATURATED MATERIALS THAT ARE HAULED OFF-SITE MUST
BETRANSPORTED IN WATER-TIGHT TRUCKS TO ELIMINATE SPILLAGE
OF SEDIMENT AND SEDIMENT-LADEN WATER.
11.AN AREA SHALL BE PROVIDED FOR THE WASHING OUT OF CONCRETE
TRUCKS IN A LOCATION THAT DOES NOT PROVIDE RUN-OFF THAT CAN
ENTER THE STORM WATER SYSTEM. IF THE CONCRETE WASH-OUT
AREA CAN NOT BE CONSTRUCTED GREATER THAN 50' FROM ANY
DISCHARGE POINT, SECONDARY MEASURES SUCH AS BERMS OR
TEMPORARY SETTLING PITS MAY BE REQUIRED.
12.SWEEPING FROM EXPOSED AGGREGATE CONCRETE SHALL NOT BE
TRANSFERRED TO THE STORMWATER SYSTEM. SWEEPINGS SHALL BE
PICKED UP AND DISPOSED IN THE TRASH.
13.AVOID PAVING IN WET WEATHER WHEN PAVING CHEMICALS CAN
RUN-OFF INTO THE STORM WATER SYSTEM.
14.USE BMPS SUCH AS CHECK-DAMS, BERMS, AND INLET PROTECTION
TO PREVENT RUN-OFF FROM REACHING DISCHARGE POINTS.
15.COVER CATCH BASINS, MANHOLES, AND OTHER DISCHARGE POINTS
WHEN APPLYING SEAL COAT, TACK COAT, ETC. TO PREVENT
INTRODUCING THESE MATERIALS TO THE STORM WATER SYSTEM.
