THE PURPOSE OF THE PARK AND RECREATION ADVISORY BOARD IS TO ADVISE AND ADVOCATE FOR PARK AND
RECREATION OPPORTUNITIES FOR A GROWING TIGARD.

1. Call to Order and Roll Call
The meeting was called to order at 7:00 PM, by Chair Wayne Gross.

2. Approval of Minutes: August 08, 2022
The minutes from August 08, 2022, were reviewed. Ellen Seminara moved to approve the minutes.
Sean Ernes seconded the motion. The motion carried with all present board members voting yes.
3. Comments from the Audience
There were no comments from the audience.
4. NRPA Agency Performance Review — 2022
Tigard Parks and Recreation Manager, Rick Gruen, updated PRAB on key findings from the 2022
National Recreation and Parks Association (NRPA) Agency Performance Review with comparisons to
Tigard Parks and Recreation metrics. The Tigard metrics include indirect costs, so an accurate
comparison cannot be made without knowing if the respondents to the survey included their indirect
costs. In most categories, Tigard Parks and Recreation is between the lower quartile and median

ranges compared to the variety of Parks and Recreation departments surveyed across the United
States.
The conclusion is that Parks and Recreation has made progress but still has more to do, including
hiring additional staff, in order to get close to what neighboring Parks and Recreation are providing
to the public. PRAB will use the information presented during the next budget cycle.
5. ORPA Leadership Academy Capstone Project
Item 5 has been amended from updates to the River Terrace Community Park project.
Recreation Coordinator, Kaitlyn Leaf, presented her capstone project from the ORPA Leadership
Academy. The six-month cohort required participants to design a project out of their scope of work.
Her project involved developing and implementing a senior community garden pilot program. The
program is meant to fill in gaps in community garden offerings as well as providing programming
with the Tigard Senior Center is closed due to the ongoing affordable housing project construction.
The goal of the program was to lead a team to create a community garden designed for seniors 55
and older to provide healthy nutrition and programming opportunities in a fun, safe, and healthy
environment while taking into consideration the specific needs of seniors. She sought input from
local seniors, who provided beneficial advice culminating in running an intergenerational pilot
program that teamed children and seniors in a hands-on educational and fun opportunity to learn
about garden. Going forward, work will continue to develop and program the garden space.
6. Parks and Recreation Manager Update
Parks, Recreation, and Green Infrastructure Manager, Rick Gruen, provided updates on the following:
• The Steve Street project is moving forward; Tigard has received tentative approval from Metro.
There will be a public engagement pop-up event on October 22nd in order to gather additional
public opinion and demographic data to provide to Metro.
• Implementation Plan has been temporarily put on hold due to staffing changes.
• The plumbing for the water feature at Universal Plaza has been put in and the trail connection
has been finished. Estimated Plaza completion is March 2023.
• February 22, 2023, is the delivery date for the Inclusive Playground (Cook Park) equipment.
• The Cook Park Dock Project application for the joint federal-state permit is being worked on
and should be completed soon.
7. Recreation Updates
Recreation Coordinator, Kaitlyn Leaf, provided the following updates:
• Summer camps have ended. There were some new challenges, but the summer program was
very successful. The department received a lot of positive feedback.
• The 5K Fun Run was just held (September 10, 2022). It ended at the Tigard Street Fair. Ninety-
six people registered; those that attended enjoyed the event.
• The last Movie in the Park is on September 17. It will be at Cook Park.

• On the Friday before the movie, Recreation is hosting the return of Kids' Night Out and Tween
Game Night. Both activities are full.
• Hispanic Heritage Month is September 15 — October 15; Recreation is provided free, themed
grab-and-go craft kits. They will be on the front porch of Fanno Creek House.
• Hosting a small Pop-Up in the Park at The Crossings River Terrace Park. Recreation will be
bringing field games and crafts on October 6.
• Fall Festival will be held at Cook Park on October 8.
• The first ever No School Day Camp is on October 12. Recreation and the library have received
feedback from parents asking what they can do with their kids on no school days. The camp
should fill quickly as soon as promotions have started.
• Recreation will have a booth with prizes, games, and crafts at the City of Tigard EI Tigre Fest
on October 15.
• The Howl O'Ween canine costume contest is on October 29. To help the event run smoother,
there is an option to pre-register.
Recreation Administrative Specialist, Melissa Heine, updated PRAB on the final numbers from the
2022 Park Passport special event. The event ran May — August; each participant had to fill out a
passport by visiting 10 parks and drawing pictures. Once they submitted the passport, they were
eligible to pick up a prize bag and entered into the drawing for one of eight gift cards from local
companies. There were 15 entries with 24 participants. Brainstorming has begun to make some
adjustments for 2023.
PRAB member Natalie Newgard complimented Recreation on the Parks Passport.
8. Parks Updates
Parks Supervisor, Martin McKnight, provided the following updates:
• There has been an uptick of vandalism at Cook Park. IT has received a proposal to install
additional cameras in the park. The cameras offer real time activity and license plate capture.
Most of the vandalism has been tagging the restrooms and doing doughnuts on the soccer
fields.
o Parks is working with the police department to increase patrols, but they are often
pulled away for emergencies.
o There was discussion with PRAB about hiring a park ranger/security to be a presence
at the park. They would not have the authority to make arrests.
o PRAB approved of the plan citing that the money spent on repairs could be mitigated
by hiring a park ranger.
• Seasonal shelter rentals end at the end of September. The majority of rentals remaining are
for Cook Park and Summerlake. The reservation season runs April-September.
• Soccer, baseball, and softball continue for another six-eight weeks.
• Usage at the current Cook Park dock has increased with additional kayak and paddleboard
users. The new, accessible dock will be useful.

• Shelter 3 at Cook Park remains first come, first serve due to high traffic from people using the
river access which causes parking issues.
• The student-based summertime help has ended. They were on a three-month assignment. Six
or seven of the six-month people will remain until Thanksgiving.
Darlene Dick spoke about issues with off leash dogs at Englewood Park, near 1081h. She has requested
additional signs regarding the leash laws be put in place.
Additional discussion was held on advocating for hiring of a park ranger and additional Parks & Rec
FTE.
9. Non-Agenda Items
Scott Winkels requested an update on the Lasich Property at the October meeting.
Natalie Newgard requested support to nominate Recreation Coordinator, Kaitlyn Leaf to the National
Parks and Recreation recognition of the 30 Under 30 Parks & Rec professionals. She cited the great
job Kaitlyn has done growing the Recreation department, especially during COVID. She will take the
lead and present it to the rest of PRAB at the October meeting.

present board members voting yes.
