(See Page 5 for further justification) Occupancy Classification When permits were issued for the 1996 addition to the Tigard United Methodist Church,the plans indicated that the "Addition" was classified as a new "Multi-Purpose Room" having 6,256 SQ.FT. The Occupancy Load for that space was calculated at 7 Sq Ft per person, which developed a load of 894 persons. That classification established the occupancy as a "Public Assembly,A2.1 occupancy". The classification of"Public Assembly" is typical for Gymnasiums, because they normally have space for seating people to view events. In this case, in this room,there is no seating space for any assembly of people. It is requested that the occupancy classification be changed to "Exercise Room" and the occupant load be recalculated at 50 Sq Ft per person. Including the area in the Alcove,that would establish a new occupancy load of 126 persons (6,336 SQ FT [a more accurate number] /50 = 126)which eliminates the original requirement for a fixed Automatic Fire Protection System. The "2 hour Area Separation Fire Wall"that was part of the 1996 addition allows the building areas on each side of that fire wall to be considered a "separate" building. The original permit construction plans for the 1996 addition notes allowable areas as follows: Allowable area: Type 5 - One Hour Construction (1994 UBC) Basic Area -10,500 SQ FT Separation on Two sides—50% increase Multi-story—100% increase Total Allowable area— 10,500 X 1.5 X 2 =31,500 SQ FT. See page 7 for Project Data sheet shown on 7/16/96 permit plans Carefully reviewing the construction plans, dated 7/16/1996 (revised 2/13/97), 1 calculate the total building area as follows: Existing building prior to addition Lower level 14,546 SG FT Upper level 12,831 SQ FT Total 27,377 SQ FT Complex after addition (With 2 Hour Area Separation Fire Wall) Area North side of 2 Hr Wall (All New) South Side of 2 Hr Wall (Old and some New) Lower level 6,336 SQ FT Lower Level 16,019 SQ FT Upper 0 SQ FT Upper Level 14,304 SQ FT Total 6,336 SQ FT I Total 30,323 SQ FT With both sections of the buildings being within the allowable area of 31,500 SQ FT, and the occupancy classification changed to Exercise Room, the total complex will be in code compliance without the Automatic Fire Sprinkler System. Fire Department Connection will be removed and the post pipe will be capped. 2. Fire Sprinkler Riser Room Signs on the exterior of riser room will be removed. 3. Main Control Valve at the riser will be closed. 4. All downstream pipes will be drained. 5. Air Compressor will be disconnected from power. 6. Dry Pipe Sprinkler Valve will have front cover removed. 7. Permanent Sign or City Permit authorizing decommission will be posted at riser. 8. Water Flow Alarm Switch will be disconnected. 9. Tamper Alarm Switches at valve pit located at Frewing Street and the Main Control Valve will be disconnected. 10. Water main from Frewing Street to on-site fire hydrant will remain in service. 11. The seven (7) Sprinkler Heads on the feed main in the lower hall will be removed. 12. All exposed Sprinkler Heads in the Exercise Room (Gym) will be removed. 13. Low point drains and Inspector Test valves will be left in the open position. 14. Action Alarm Company will be contacted to disconnect tamper and water flow automatic alarm signal devices. They will also be requested to notify Alarm Central Station of changes. 15. The annunciator panel in lobby will be updated. 16. Alarm Central Station will be notified. 17. WACCA (Dispatch Center) will be notified. 18. TVF&R will be notified. 19. TVF&R "KNOX" key Box info will be updated. 20. In August 2020 after experiencing the air compressor running excessively,the system was charged with water to help identify the location of the leak. It was located in the 3"feed main above the ceiling. The 3" sprinkler feed main had rusted through. Patch#1 was installed and the system was placed back in service. Access to the fire sprinkler feed main leak is 25 plus feet above floor in the attic. Patch#12020 k +c 4� In June of 2022 a second leak was detected and patched.The second leak is located approximately 10 feet up stream from the first leak. No seating for people viewing The Building Code does require Automatic Fire Protection System's to be installed in "Public Assembly Occupancies". This room was classified as a "Public Assembly" when it went through the plan review process when original permits were issued. The classification of"Public Assembly" is typical for Gymnasiums, because they normally have space for seating people to view events. In this case, in this room, there is no seating space for any assembly of people. 2. Two Hour Area Separation Fire Wall The Gym is separated from the remainder of the TUMC building by a 2 Hour Area Separation Fire Wall. Both openings are provided with 1%fire rated self-closing assemblies. (Double door to lower hall and rolldown fire door on viewing window). This 2 hour Area Separation Wall allows the complex to be classed as "Separate Buildings" 3. Low Fire Load The only combustible contents within the gym are the toys, matts and various storage containers used for and rtxma.hd Mf9yd dMred Methodbt Chu.ch by the TUMC"Indoor Play Park". The only time these contents would have a concentration high enough to generate sufficient heat to activate a sprinkler head would be when these items are stored in the alcove. % -- -- -- _- When these toys are spread out on the Gym floor for the enjoyments of the kids, the fire load anywhere in the gym is reduced to a point where it is questionable if there is a fire load anywhere that is sufficient to generate enough heat to activate a sprinkler head. TUMC operates the "Indoor Play Park" during the school year from 9:00 AM to 1:00 PM 4 days per week. This event is for kids through 5 years of age. A normal number of kids at one time is 30—50. Occasionally on Saturdays, the "Play Park" will be used for birthday parties. That might draw 25-30, including adults. 4. Limited numbers of occupants Outside of the "Play Park",the use of the space is typically limited to small groups including church members shooting baskets,the church youth group, volley ball or basketball team practices. United Methodist Women's Rummage sale Once a year for a period a 1 %2 weeks,the fire load would be increased during the time the UMW Rummage Sale is set up in the room. The public is invited to the sale and the total occupancy load at any one time would be less than 50-60 people. b. The last event that the church membership held in the room that had a larger number of people was 2011. About 70-80 members were celebrating the 100th year anniversary of Tigard United Methodist Church.Tables were set and a potluck meal was provided. 6. The 2 Hour Fire Separation Wall puts both section of the building within the Allowable Area. Request for Approval Because of the re-classification of the occupancy use in the gym portion and the 2 hour area separation wall,Tigard United Methodist Church requests authorization to decommission the automatic fire sprinkler system with the understanding that the items listed in the "Scope of Decommission" (page 3)are part of the authorization.
