Meeting Minutes
August 3, 2022
Members Present: David Burke, Maxine Chaney, Alan Eckert, Carl Fisher, Richard Keast (Vice
Chair), Shawne Martinez, and Lindsey Wise.
Members Absent: Ruth Harshfield (Chair), Michael Hendrickson, and Serge Killingsworth.
Staff Present: Senior Project Engineer Courtney Furman, Sr. Transportation Planner Dave Roth, and
Sr. Administrative Specialist Joe Patton.
Others Present: TTAC Council Liaison John Goodhouse.
1. CALL TO ORDER
Vice Chair Keast called the meeting to order at 6:30 pm. The meeting was held remotely using MS
Teams with a call-in number provided for the public.
2. CONSIDER MINUTES
The May 4, 2022, meeting Minutes were unanimously approved.
3. PUBLIC COMMENT – N/A
4. WELCOME BACK – SUMMER INFO SHARE
Carl was appointed as a Commissioner to the Tualatin Valley water District and noted there is
construction in north Tigard related to the Willamette water supply project. Members discussed.
Shawne and his family took a car free trip to Seattle utilizing Amtrak, bikes, and light rail. There was a
fatal pedestrian crash on Gaarde near Hwy 99W on July 23, 2022. The Hwy 99W and Gaarde /
McDonald intersection ranks the second highest on the Transportation Safety Action Plan for potential
safety improvements.
5. GREENBURG ROAD & MSTIP FUNDING REQUEST
Dave noted the Tigard website now includes a Complete Greenburg page outlining improvements
needed with a link to the Washington county public feedback page. Dave previously emailed the link
and asked members to promote the Greenburg Road project. Four online sessions will take place to
inform stakeholders about the importance of the project. A project walking tour is also planned. Part of
the road is under Washington county jurisdiction and Tigard would take over management once the
improvements are completed for the portion within city limits.
6. 20MPH NEIGHBORHOOD SPEED ROLLOUT
Courtney noted the rollout will start in September in the neighborhoods surrounding schools and it will
take approximately six months to complete all the sign replacements. Public communications will ramp
up in August. More information will be shared in the next couple weeks as the project is finalized, and
the web page is posted. A before and after study will be conducted.

7. HALL BLVD CORRIDOR PLAN
Tigard is working on a jurisdictional transfer from ODOT with Memorandum of Understanding under
negotiation. Funding sources would then be identified with ODOT completing work paid for with
federal funding as it is more cost efficient. There will be three segments: Locust to Pfaffle, Hwy 217 to
Burnham, and Burnham to Durham. More information will be available for the September meeting.
8. 2022/23 TRANSPORTATION CIP
Due to project cost escalations and resource capacity, there will not be a major project update this year.
The current process involves three steps: the Uber list, Qualified list, and Capital Improvement Plan
(CIP) which is a listing of projects for the next six years. The prioritization process will be updated with
TTAC input starting this year. Transportation equity needs are assessed using GIS data. Dave will invite
someone from the GIS department to speak at a future TTAC meeting.
9. UPDATES/INFO
There are a few grant requests submitted including a Safe Routes To School project, a regional flexible
fund project, and a Metro Trails bond project. Dave will share meeting links once available. Future
grant requests for federal infrastructure funding, Reconnecting Communities pilot discretionary grant
program, and the Safe Streets and Roads For All grant. Updates are needed to the Transportation
Safety Action Plan so funding can be awarded for high priority projects contained in it. A consultant is
helping Tigard develop a Community Resiliency Plan which will reduce carbon emissions. Without
action, state mandates will reduce emissions by 75% and a list of additional actions Tigard can take will
be presented to Council. ODOT will be implementing road pricing (tolling) starting with I-205
followed by I-5 and potentially Hwy 217. Revenue is expected to exceed costs of planned
improvements and ODOT is exploring other projects to be funded. Dave will look at potential
speakers to invite to discuss the issue. Tigard is a funding partner in the Washington County Transit
Plan Project that kicked off last week. Dave will bring more information when available.
10. NON-AGENDA ITEMS
A. The Bonita and Sequoia signal project will start soon with hiring a consultant and project
design.
B. A question arose about the closure of the Fanno Creek trail near the water treatment facility
next to Cook Park. The project manager will be asked to provide a timeline of completion.
Councilor Goodhouse requested TTAC receive a copy of the quarterly CIP project update
provided to Council by Engineering.

h Audit Committee – Responsible for managing the audit contract with the city’s outside audit firm and overseeing the city’s
internal control management.
h Budget Committee – Reviews the proposed budget from the City Manager with community members.
h Committee for Community Engagement – Charged with oversight, accountability and policy direction on program design for
citywide community engagement activities.
h Library Board – Responsible for communicating with the City Manager and City Council about library policies, budget, facilities
and other needs of the community to provide quality library service.
h Park and Recreation Advisory Board – Advises and advocates for park and recreation opportunities for a growing Tigard.
h Planning Commission – Responsible for assisting the City Council to develop, maintain, update and implement the city
Comprehensive Plan, formulate the city Capital Improvements Program, and review and take action on development projects and
development code provisions.
h Public Safety Advisory Board – Reviews public safety practices and develops recommendations to City Council.
h Tigard Transportation Advisory Committee – Provides a venue for community involvement opportunities in transportation
matters and provides recommendations to City Council and City team members.
h Town Center Advisory Commission – Recommends Tax Increment Financing (TIF) District policy, budget, and implementation to
improve Tigard’s TIF districts.
h Water Advisory Board – Advises Tigard City Council and City team members to work together with the City of Durham and
Tigard Water District as good stewards of a fully integrated water supply system within the Tigard Water Service Area.
h Tigard Youth Advisory Council – A student volunteer group whose mission is to empower, improve, and connect the lives of
Tigard youth. Students participating in this group will be involved in the community, helping the youth in Tigard.

Reviews and makes recommendations on the City
Manager’s proposed budget. Consists of City

group whose mission is to empower, improve,
and connect the lives of Tigard youth.
Committee for Community Engagement Water Advisory Board
Provides oversight, accountability and policy direction
on community engagement activities. Fosters broad
participation and community relationships.
Advises City Council and staff to operate a fully
integrated water system for current and future
users within the Tigard Water Service Area.
Planning Commission Transportation Advisory Committee
Assists City Council to develop, maintain, update and
implement the Tigard Comprehensive Plan and
reviews and acts on community development projects
and code provisions delegated to the Commission.
Advises City Council and staff in implementing
Tigard’s Complete Streets Policy. Provides
community feedback, advice and awareness of
transportation issues affecting Tigard.
Library Board
Responsible for advising the City Manager and City
Council about library policies, budget, facilities and
other needs of the community to provide responsive
library services.
Advises and advocates for parks and recreation
in a growing Tigard.
