THE PURPOSE OF THE PARK AND RECREATION ADVISORY BOARD IS TO ADVISE AND ADVOCATE FOR PARK AND
RECREATION OPPORTUNITIES FOR A GROWING TIGARD.
MEETING DATE: June 13, 2022, 7:00 PM

1. Call to Order and Roll Call
The meeting was called to order at 7:00 PM, by Chair Wayne Gross.

2. Approval of Minutes: May 09, 2022
The minutes from May 09, 2022, were reviewed. Ellen Seminara made a correction to the meeting
minutes, amending a typo in 4b from "throw" to "through." Ellen Seminara moved to approve the
minutes as amended. Darlene Dick seconded the motion. The motion carried, pending minutes
correction, with all present board members voting yes.
3. Comments from the Audience
Chris Garsteck from the Tigard Dog Park Committee asked for the annual Howl-O-Ween Costume
Contest to be held in-person at Potso Dog Park on the second-to-last Saturday in October.
Recreation Coordinator, Kaitlyn Leaf confirmed that Howl-o-Ween will be in-person and is on the
Recreation schedule.

4. Parks and Recreation Manager Update
Parks, Recreation, and Green Infrastructure Manager, Rick Gruen updated PRAB on the following:
A. The kickoff Community Advisory Committee meeting for the Sunrise Park Reservoir 18 Project
was held. Discussion takeaway was that most people enjoy the park as it is and would like to
keep the park as a passive recreation area.
B. Parks & Recreation Implementation Plan is now under contract with MIG. They will focus on
criteria for developing capital projects and information sheets for the public.
C. Lasich property planning Community Advisory Committee is on hold due to the resignation
of Marissa Grass, Public Works Community Engagement Coordinator.
D. Park Restroom considerations: Plumbed restrooms are typically put into community parks and
neighborhood parks generally do not have them, but may have portable restrooms.
5. Recreation Update
Recreation Coordinator, Kaitlyn Leaf updated PRAB on the following:
A. Current programming
a. Mini-Duathlon went really well.
b. Tween Game Night, in partnership with the Library and Versus Board Games, was
successful.
c. Youth Night Out, in partnership with Tigard-Tualatin Aquatic District, went really well.
d. There was little promotion for the Mini-Duathlon, Tween Game Night, and Youth Night
Out and they all reached registration capacity.
e. Adult Kickball League has had issues with game cancellation due to rain. Two make-
up games are scheduled. The league will be back next year as registration reached
capacity and had a waiting list.
B. Upcoming programming
a. Day Camps begin in two weeks. Partnerships include Tualatin Riverkeepers and Tigard-
Tualatin Aquatic District to enhance camps. Tigard Police Department will also visit
camp this summer as they did for the Spring Break Day Camp.
b. Pop-ups will be held in July and a Concert in the Park is scheduled in August.
C. New programming
a. Adult Cornhole Tournament has almost reached capacity.
b. Adult Trivia in the Park has room for two more teams.
c. Youth Track Meet will be held at Twality Middle School.
D. Fanno Creek House rentals are limited to five this summer and has almost reached capacity.
E. First round of interviews for the Program Specialist position were held. Second round is
upcoming with anticipated date of hire in late July/early August.
6. Park Updates
Parks Supervisor, Greg Stout updated PRAB on the following:
A. Festival of Balloons setup begins on June 20; festival begins on June 24.
B. Pickleball Courts' net posts have been installed. Perimeter fencing will be removed soon, and

new cyclone fencing will be installed. Surfacing will be redone depending on the weather.
C. Mowing in parks is behind schedule due to the weather. Should be caught up soon.
D. Parks Department will be fully staffed with seasonal employees within the week. Full-time park
position interviews begin soon.
E. Dog cleanup bags in parks will be supplied soon. Order placed in Februaryjust arrived; another
order has been placed.
F. Signs for Englewood Park have been ordered.
7. Non-Agenda Items
A. Drone policy is being researched.
B. PRAB Bylaw corrections will be brought in front of City Council; if adopted, the new election
for PRAB Officers will be in January.
C. Fanno Creek Trail has received additional funding for three connection projects. Construction
will begin in 2024.
8. Executive Session
No executive session was held.
9. Dirksen Nature Park Project Tour
Project Manager Carla Staedter, led PRAB members on a tour of Dirksen Nature Park to discuss the
current capital projects underway.
10. Adjourn
Meeting adjourned after Dirksen Nature Park Project Tour at 8:39 PM.
