Welcome and Pecha Kucha Presentations
Dave welcomed committee members in attendance. Each committee member introduced
themselves through a Pecha Kucha presentation. Some members had PowerPoint slides
while others presented verbally without slides.
Subcommittee Updates
Dave shared the vision for the subcommittees and the topics that each subcommittee would
focus on. After several clarifying questions, committee members were asked to email Nicole
with their subcommittee preferences. Committee members should also let Nicole know if
they do not have the bandwidth to serve on a subcommittee.

Police Communications Survey Results and Houselessness Engagement — Halsted
Bernard and Commander McDonald
Dave introduced Commander McDonald and Halsted Bernard to provide preliminary data
on the police communications survey and on houselessness engagement.
Commander McDonald shared that more than 300 community members completed the
police survey. The Police team is reviewing responses and will be able to provide a more
detailed analysis at a future CCE meeting. Early findings show that Cityscape and social
media are two of the most common outlets where community members learn about police
news.
Library Director Halsted Bernard presented the latest on the City Council goal to address
houselessness. Some of the highlights include:
• Using American Rescue Plan Act funding to add city staff who will focus specifically
on houselessness
• Launching the Community Homelessness Assessment and Response Team (CHART)
to examine long-term strategies for addressing houselessness
• Providing weekly updates on the city's houselessness webpage
• Participating in the recent point-in-time count
• Proposing funding for next year's budget

Minutes from January 2022 were approved unanimously.
Open Agenda
Several committee members shared their experience interacting with the city about recent
development decisions. They inquired about the current process and how it could be
adjusted to be more transparent and impactful. Some of the community feel uninformed

about the development decisions that are made near where they live. There was agreement
that this would be a good topic for a future CCE meeting.
