Bank of America will be incorporating LED technology, where possible, to provide energy and sustainability benefits to the site improvements. This letter is intended to give you a brief summary of the project and several of the key factors associated with using LED fixtures that will also provide a benefit to the City. Key topics include: 1) Bank of America is performing exterior LED retrofits. This will include removing and replacing existing lights and providing any additional fixtures that are needed to meet the security compliance parameters required for the Oregon State Statute and Bank of America Security Standards. 2) The use of LED technology offers a long service life and high energy efficiency. LED life expectancy can be 50,000— 100,000 hours or more while traditional light sources such as HID are expected to last around 10,000 hours. This aids in energy reduction costs and allows facilities to be considered more environmentally friendly. 3) LED lighting gives a more uniform display of light over the projected area and minimizes the amount of"hot spots" or"bright spots" that can occur with traditional fixtures. This gives a more aesthetically pleasing visual for those driving through the surrounding areas of the Bank facility. 4) LED lighting provides a whiter and crisper color of light which is more aesthetically pleasing to the eye. One of the main purposes of this initiative is to upgrade the Bank's site lighting so that the ATM location will follow the Oregon State Statute: 1) The ATM must have at least ten (10) candlefoot power at the face of the ATM and extending in an unobstructed direction outward five (5)feet. 2) The ATM must have at least two (2) candlefoot power within 50 feet from any unobstructed direction from the face of the ATM. 3) If the ATM is located within 10 feet of the corner of a building and is generally accessible from the adjacent side, at least two (2) candlefoot power along the first 40 unobstructed feet of the adjacent side of the building. 1629 Smirl Drive, Suite 200 • Heath,TX 75032 • T 972-771-6038 • GMR1.com ©GMR Protection Resources Inc. K.,AR Facility Analysis t Engineering 4) The ATM must have at least two (2) candlefoot power in the part of the defined parking area within 60 feet of the ATM. GMR has received your comments on the above referenced site and our response is as follows: City Comments: A photometric plan was provided with the application. As proposed, the development does not show the maximum illumination levels at the side and rear property lines. The applicant must submit a revised photometrics plan measured at the west, east, and south property lines showing how this standard is met; considering that the development abuts a commercial zone the maximum illumination may be increased to 1.0 footcandle. This standard is not met but has been included as a condition of approval. This condition must be satisfied prior to building permit submittal. GMR Response: GMR has provided footcandles for all sides of the property line. Those footcandles can be found on LU-4 of our plans. This site has been designed for the addition of a new drive-up ATM. The areas that are failing the 1.0 footcandle maximum illumination have already been installed on another project. The three new fixtures that are being added are not contributing to the throw off property. Additionally, we need those fixtures at this site to maintain compliance with the Oregon State Statute regarding financial institutions for the full site.
