Thank you for your submittal of the CWS service provider letters and owner responsibility form.
Based on this information,we will list you as the OWNER performing as contractor for the structural work.
Here is a list of the of the remaining items due before we can issue permits(see original email below with required items
highlighted):
• Mechanical contractor name and license#.
• Plumbing contractor name and license#.
• Electrical permit application with contractor name and license#'s and signed by the electrical supervisor(see
electrical permit application attached).
Email the above information to TigardBuildingPermits@tigard-or.gov at your earliest convenience.
The invoices are attached for the fees due and fees can be paid online at https://aca-
prod.accela.com/TIGARD/Welcome.aspx by searching for each permit record number under the Building tab. Payment
can be made by 'card'for a 3%service fee or select the 'check' payment option and there is no service fee.
Please email the permit technicians at TigardBuildingPermits@tigard-or.gov once the fees are paid so that we can

The ADU process is relatively new and staff are still learning, so we apologize if we did not explain the
process clearly.
The primary reason for separate permits has to do with the assessment of permit and SDC fees.
In the City of Tigard, it is our practice to issue a residential building permit for each address and a
separate C of 0 for each address. This is particularly important regarding ADUs as they have a different
fee structure and exemptions that do not apply to the primary dwelling. For example,transportation
and parks system development charges are a different amount for each type of dwelling,and depending
on the size of the ADU,they may be exempt from some SDCs.
Another significant difference is the assessment of the Tigard Construction Excise Tax(effective
1/1/2020 for affordable housing)that is assessed at 1%of the project valuation. This fee applies only
towards the primary dwelling, and the ADU is exempt, however if we combined both dwellings under
one permit we would have a single project valuation that would also impact the ADU.
Please complete 2 separate residential building permits,with separate building data and project
valuation and email them to TigardBuildingPermits@tgard-or.gov so that we can move forward with
processing these permits.

It doesn't fully.These are not individual units for sale.That is not the purpose of an adu. Branden said
we needed for hvac, plumbing and electrical as they are separate systems and addresses, but it's not
clear for the building. Why was this not asked then? In addition, doesn't this imply the permit fees will
be more expensive?

information that we will need in order to complete plan review. I have attached Mechanical, Electrical,
and Plumbing Permit Applications above for you to complete and return to us. We will need (2)sets of

• Mechanical Permit Applications: All items listed in the fee schedule, contractor license
information, and Authorized Signature. If you have not selected a contractor at this time,you

contractor yet, you can enter TBD in the contractor section, and please sign the bottom of the
application.
