Meeting Minutes
March 9, 2022

1. CALL TO ORDER
Chair Murphy called the meeting to order at 6:30 pm. The meeting was held remotely using MS
Teams.
2. CONSIDER MINUTES
The February 9, 2021 TCAC Minutes were unanimously approved.

Sean noted there are nine vacancies on Main Street.
6. EQUITABLE BUSINESS DEVELOPMENT WORK GROUP
Adrian gave a brief presentation including current programs, City Council meeting with Lloyd
Purdy,how the TCAC can bridge the gap, and next steps. Commissioners discussed recruiting
targeting business types and specific businesses to empty locations along Main St. Sean suggested
focusing on downtown property owners with vacant space to encourage them to lease to specific
business types to help build the downtown vision. Tigard has printed material that can be used to
market the downtown area and other items can be printed as necessary.
7. KEY PERFORMANCE INDICATORS (KPI)WORK GROUP FORMATION
Carolyn gave a short presentation including a description of what a key performance indicator (KPI)
is, best practices of a KPI, anatomy of a KPI, anatomy of a KPI,using KPIs, and for our awareness
noting that the TIF District has specific Metrics and that the citywide report card is KPIs presented
in a different format. Carolyn,Adrian, and Kate will work on the KPIs for the Equitable Business
Development goal.

8. HOUSELESSNESS IN TIGARD ISSUE
Just Compassion will be invited to attend a future meeting to speak about this topic. They have an
existing shelter located in the Downtown TIF District. Elise, Kate,Justin, Scott, and Tom will form
a workgroup to discuss the issue.
9. PROJECT UPDATES
Sean briefly discussed the project updates included with the Agenda.
10. TCDA BUDGET UPDATE
The updated proposed budget update was included with the Agenda. It will go before the TCDA
Budget Committee and they will ultimately recommend approval,with any changes,to the TCDA
Board.
11. LIAISON DISCUSSION
Tom will monitor the TCDA, PRAB, and TTAC Agendas to see if any discussion items will involve
the TIF Districts. If a committee is formed to discuss houseles s/homeless issues then TCAC would
Eke to be involved. The topic of liaisons for TTAC and PRAB will be discussed in April.
12. NON-AGENDA ITEMS
A. Sean noted that we are applying for a Congressional earmark for the funding of the second
phase of construction of the Universal Plaza. It's a very competitive process. Commissioners
agreed to authorize the Chair to write a letter of support.

TCAC 2022 Goals 1st Quarter Update
Aspirational Goal for 2022
Continue to facilitate and promote opportunities for the development of
affordable housing,provide support for equitable business development,and
advance efforts toward improved walkability,equity,and connectivity within
and between both TIF districts.
Affordable Housing and Houselessness

Formation of Work Groups
The TCAC will form subcommittees for each of these three Areas of Emphasis Work groups formed in two ACE
(ACE).Each subcommittee will:
-Research and review prior work pertaining to each ACE and summarize it for Ongoing
the whole TCAC.Integrate and make use of work that has been done by others.
-Amplify current and previously marginalized voices.
-Serve as the TCACs content experts for the ACE,bringing in outside presenters, Houselessness work group invited Just Compassion to future meeting

throughout the year related to TCAC work for each ACE.
Downtown Tigard TIF District
.Participate in the implementation of the Tigard Development Strategy Updated Ongoing

I appreciate the efforts to explore how the TCAC can contribute to the City's efforts to address houselessness starting
with the development of a clear understanding of the terms homeless, houseless, unhoused. I agree it would be
beneficial to define so we are all on the same page and will ask City Staff to assist.
As for TCAC's excellent questions, let's work together to get those answered as I don't believe they have been. Again, I
will ask the City Staff to assist us here.
I look forward to our coordination and cooperation to work on this complex issue together.TCAC has a unique
perspective and expertise re:TIFs and business that would be welcomed at the "table". Perhaps TCAC could also be
represented on CHART if it is not already?

Subject: Tigard Town Center Advisory Commission - Work Group on Houselessness
Dear Councilor Shaw:
This correspondence follows up on one aspect of the joint meeting of the Town Center Development
Agency and the Town Center Advisory Commission on February 1, 2022. After the TCAC had
presented proposed goals for 2022, you asked how we would coordinate our efforts on the issue of
houselessness with those already undertaken by the City. Recent developments in Portland, notably
Mayor Wheeler's executive order requiring that multiple agencies of that City's government begin to
align their efforts in addressing homelessness, demonstrate the salience of your question.
At its monthly meeting on March 9th, the TCAC formed a five-member work group to begin the
process of operationalizing our goal related to houselessness. The work group met for the first time
on Monday, March 14th. Almost immediately, we ran up against the question you had posed for
us. The purpose of this communication is to seek your help in exploring how the TCAC can
contribute to the City's efforts to address houselessness.
Our work group started with the preliminary matter of definition. The TCAC's goal uses the term
"houselessness." City Council's 2021-2023 goals call for implementation of "an actionable, person-
centric + regional response to homelessness." Strategic Priority 3 of the City's Strategic Plan for
2020-2025 refers to "unhoused Tigard residents." The starting point of any plan of action must be a
clear understanding of what we're acting upon. Do "homeless," "houseless" and "unhoused" mean

the same thing? If so, what is their common definition? If they aren't the same, what are the
substantive differences among them?
The rest of the work group's conversation followed a similar pattern: we have plenty of questions, and
nothing resembling actionable answers. Below is a sample from our list of questions (pared down for
brevity):
• What demographic data is available about unhoused Tigard residents, such as age, gender,
race or ethnicity, and family status?
• What is the impact of houselessness on the TIF districts? What data reflect those impacts? For
instance, what proportion of calls for police or other emergency services within the TIF districts
relate to persons experiencing houselessness?
• Does the City have KPI's for its goal pertaining to houselessness or for its strategic priority
related to unhoused Tigard residents? If so, the TCAC must align its performance indicators
with them.
It is likely that some of our questions have been answered already; for others, perhaps the necessary
analysis is underway or pending.
It doesn't serve anyone's interest for the TCAC to try to reinvent the wheel, and we aren't going to do
so. The only sensible approach to a complex issue like houselessness is through coordination and
cooperation by all actors. The TCAC can offer a perspective that is informed by our involvement with
and focus upon the two TIF districts; for instance, our membership includes three downtown business
owners who see effects of houselessness firsthand. How do we find our place at the table, so that
the TCAC can participate appropriately in the City's already-ongoing efforts to alleviate the negative
impacts of houselessness on both our unhoused residents and our community at large?

City Center TIF District
1. Universal Plaza
• Guaranteed Maximum Price came back higher than estimated, reflecting cost
escalations for materials and labor, and competing construction projects. Cost
reduction items have been decided
• Final contracts to be considered by LCRB (Council) on April 12
• Construction on target for June- November 2022
2. Main Street Green Street Phase 2
• Supply chain delays, but April start date likely
• Planning an Open for Business campaign, before and during construction
3. Senior Center Affordable Housing
• Construction to start in early May(14 months duration expected)
• Senior Center/Meals on Wheels activities will temporarily relocate to NW Christian

• Met DDA amendment milestone by submitting new permit application for re-
