CALL TO ORDER: Chair Mary Bogert called the meeting to order at 6:31 p.m. 2. Reh, Confidential Executive Assistant 3. APPROVE LIBRARY BOARD MINUTES The minutes from the January 12, 2022 Tigard Public Library Board meeting were reviewed. No changes were suggested. Motion by Jim Ivler. Second by Chris Allen to approve the January 12, 2022 minutes as written. Motion was approved unanimously. The minutes will be posted on the City website. AGENDA ADDITIONS, DELETIONS,AND FOLLOW-UP ITEMS Since all members were in attendance, we took a group photo of the Teams screen grid to post on the city website along with the names of this 2021-22 Library Board. https://www.tigard-or.gov/your-government/boards-committees Elena brought up the idea of having some sort of visual in the library where a patron may find information on sensitive topics that they may find difficult to ask about. Our Reference Librarians have provided this tool. It is a two-sided card they entitled 'Tough Topics' that has a list of sensitive topics and the Dewey Number for where these resources can be located. They are in a cardholder on an endcap on the 2nd Floor of the library. A copy of this card was provided to the Board Members. ICE BREAKER The ice breaker for the evening was for each Board member to answer one of two questions—what was your firstjob? Or what was your worstjob, and why? We found out some interesting back stories about each other. 6. MEET THE TEAM: KACIE HOLT, SENIOR LIBRARY ASSISTANT-CIRCULATION Kacie Holt started working at the Tigard Public Library on July 26, 2021, but she has worked in the Washington County cooperative for many years before that. She has worked at Murray Scholls; for the Cooperative offices as a Youth Services Assistant; and she worked at Sherwood for seven years. She joined us in July as a Senior Library Assistant in Circulation. She stated she had a very warm welcome from fellow teammates, as each morning at Stand Around she was introduced to the group for the day, and everyone clapped for her daily. Kacie works on the nuts and bolts of Circulation—book returns, check-outs, pulling requests for patrons. But she also gets to dive deeper into operations by working on procedures and troubleshooting the 'mysteries' that occur regularly. Kacie is also a member of our PIC (Person-in-Charge) Team. PIC Team members walk around the building each hour to assess building issues, address behavioral concerns, and offer assistance to visitors to ensure all patrons enjoy their library experience. 7. LIBRARY PUBLIC POLICY UPDATE DISCUSSION Circulation and Borrowing Policy The Board reviewed and discussed the Circulation and Borrowing policy. This policy was last reviewed by the Library Board on March 18, 2021. Motion by Shirley Edwards. Second by Jim Ivler to approve the Circulation and Borrowing policy as written. Motion was approved unanimously. 8. AMERICAN LIBRARY ASSOCIATION (ALA) POLICY REVIEW Economic Barriers to Information Access: The ALA Economic Barriers to Information Access policy was last reviewed by the Library Board on January 8, 2020. Motion by Chris Allen. Second by Kate Ristau to endorse and reaffirm the Economic Barriers to Information Access policy. Motion was approved unanimously. 9. PREPARATIONS FOR JOINT CITY COUNCIL/LIBRARY BOARD MEETING The Board discussed options for their presentation to the City Council scheduled for Tuesday, April 19, 2022. Since there are some unknowns—will the meeting be virtual or in-person;they are planning on having the presentation live. They will prepare a slide deck of photos and will voice over as the slides come up. Some of the items they want to highlight are: Library of Things; Opportunity Caf6; TTSD Student library card program; Borrow-a-Laptop; the front landscaping project; new displays throughout the library which allow for more browsing opportunities; and the volunteer program. There are also programs that started during the pandemic that will continue post-COVID. This includes virtual story times; Book Stacks; Your Personal Librarian; Take and Make kits; Express Holds Pick-Up services; and virtual programming for the community. 10. DIRECTORS REPORT Library Director Halsted Bernard presented the Director's Report, which contained updates on library services and programs. Due to the rise in COVID cases due to the Omicron variant, hybrid meetings will not start with our March 2022 meeting. Of note: The Q3 Supplemental Budget was approved by City Council. This included funding for an upgrade to the HVAC system in the library. This will be a lengthy process mostly due to supply chain challenges we all are experiencing. The goal is to increase our ability to better serve the community as a warming shelter and cooling center. The new unit will be much more environmentally friendly. The browsing paperbacks program is back. They are in a new multi-tiered shelving unit which was purchased by funds received from the Marjorie Ann Papke Trust.This collection is located in the AV lounge. This collection allows for patrons with or without library cards to borrow books from a pre-COVID, donated books collection. Preparations for tax season is underway. AARP appointments are being scheduled directly by AARP volunteers under the new "call this phone number" procedure. Appointments are being scheduled on Tuesdays and Saturdays throughout this tax season and are taking place in the Burgess Community Room. For those working on their own taxes, forms and tax schedules are available on the counter in the A/V lounge on 2nd floor and in front of the Circulation desk on the 1 st floor. 11. OTHER BUSINESS Chris Allen asked about how the Library of Things was funded. A brief discussion ensued. It was asked if people would be able to donate items for the Library of Things. As we are not accepting any donations now, we would not be accepting donations for the Library of Things. Halsted will follow up with the managers to see if this could be an option someday. 12.
