Call to Order and Roll Call The meeting was called to order at 7:00 PM,by Chair Wayne Gross. Approval of Minutes: November 8, 2021 The minutes from November 8,2021,were reviewed. Ellen Seminara moved to approve.Natalie Newgard seconded the motion. The motion carried with all present board members voting yes. 3. Comments from the Audience Comment: Chris Garsteck from Tigard Dog Park Committee emailed informing PRAB that meeting minutes are not available online and asked if the winners of October's dog costume contest had been posted. Action: Rick Gruen will investigate posting the meeting minutes. Kaitlyn Leaf noted that the winners of the costume contest were posted at each city dog park and on social media. 4. PRAB Member Introductions Wayne Gross and Rick Gruen welcomed the new members of PRAB and gave an overview of PRAB roles and responsibilities. Each new member gave a brief introduction. 5. Parks and Recreation System Plan Update Rick Gruen and Marissa Grass presented the Parks and Recreation Story in preparation of City Council meeting on January 25. An in-depth conversation will be held at the PRAB meeting on February 14. The purpose of the Council meeting is to present a brief overview of the System Plan and project progress, follow up from the October workshop addressing maintenance of the Parks we have, the recommendation by the project team and PRAB to adopt the System Plan, and Council consideration of a Resolution to Adopt the Parks and Recreation System Plan. Parks and Recreation Manager Update Parks, Recreation, and Green Infrastructure Manager, Rick Gruen updated PRAB on the following: a. COVID-19 policy: City meetings remain virtual through April. City continues to monitor COVID-19. b. Park tour with Mayor Snider: Parks &Rec and Mayor Snider will visit Steve Street,Bagan Park,Dirksen Nature Park, and Cook Park on January 15. c. Cook Park Inclusive Play project: 40+ community members attended the listening session and provided input. Design concepts from five playground manufacturers are due January 28. Review panel, to include a PRAB member,will recommend approved design to Parks. d. Lasich Property project: Planning is underway. There will be a feasibility study for best options regarding river access. e. Universal Plaza project: In the final stages of design. Teammates are working on a value engineering/cost balancing report to address rising costs. £ Reservoir 18 project:Design team will choose from two sites for best location.Decision scheduled for February. g. Consideration of Weston Oaks property from the developer to the Parks Department. In exchange for SDC (system development charge) credit the developer will construct a pocket park and then transfer ownership to the Parks Department. Parks will take over maintenance of the park. If the transfer is not approved,the park will remain private for HOA members use only. Discussion between board members and Rick Gruen regarding Weston Oaks property transfer. Consensus of the Board is to not support going forward with the transfer of the property if the SDC credit is awarded. 7. Recreation Update Recreation Coordinator, Kaitlyn Leaf updated PRAB on the following: a. Twality Middle School Afterschool Program begins Tuesday,January 11.The focus is on arts and crafts in nature. Interest in the program was strong and registration is at capacity. b. Kids Night Out moves back to Dirksen Education Center for the winter season.January and February programs are at capacity. c. Silly& Story Walk,in partnership with Tigard City Library,is being held at Cook Park through February. Signs posted throughout the east side of the park are designed to encourage kids to get outside. d. Rose City Futsal: Recreation has formed a new partnership with Rose City Futsal. In exchange for promoting Rose City Futsal classes,Recreation will receive access to their indoor space for its programming. Recreation will offer a Wiggles n' Giggles toddler class for two weeks this spring. e. Grab and Go Kits return with Valentine Craft Kits. Pickup will be at Fanno Creek House February 1 - 14. Recreation is delivering 400 kits to local non-profit groups: With Love, Oregon, Community Partners for Affordable House,Family Promise,and Good Neighbor. Recreation will be expanding the Grab and Go Kits to reach more vulnerable groups in the community. Recreation Specialist, Erik Miletich updated PRAB on the Snowman Scavenger Hunt at Summerlake Park. Recreation received great feedback and had over 120 participants. There is a plan to add more scavenger hunts. Wayne Gross gave additional information on successful recreation program adjustments to account for changing COVID policies. Parks Update Parks Supervisor,Martin McKnight updated PRAB on the following: a. City Hall is holding a Weekend of Service honoring Martin Luther King,Jr. at Cook Park on January 16 and 17. Volunteer opportunities include bark dust spreading,ivy removal,and tree planting. Registration is near capacity. b. Installation of bleachers at the artificial turf fields in Cook Park to begin before the season begins. c. Facility, special event, and field reservations are open. Planning for events has started. d. Tigard Festival of Balloons to be held in June at Cook Park after a two-year hiatus. The Festival, not directly affiliated with the city, provides fundraising opportunities for local non-profit organizations. e. Updates on staff members and certification. Parks Supervisor, Greg Stout updated PRAB on the following: a. River Terrace: Parks is working with the developer (Taylor Morrison) to take over maintenance of Sabrina and Emilia Parks. Landscape issues and concrete work at both parks to be addressed prior to transfer. Invoices will be sent to Taylor Morrison for the concrete work. b. The road widening contractors are off of the Lasich Property. No additional contractors will be allowed to use the property for staging. c. Currently in the bid proposal phase for the Summerlake Hardcourt Project to convert one tennis course into four pickleball courts as well as addressing issues of crack repair,resurfacing, and fencing. Parks staff to address drainage issues. d. Community garden sign-up in progress. The waitlist goes back to 2020. e. Phase I of boardwalk,parking lot, and trail construction at Dirksen Nature Park has been delayed to May 1, due to excessive soil saturation. Wayne Gross updated new PRAB members with background on the River Terrace parks.There was a discussion between Darlene Dick, Greg Stout, and Carla Staedter on Dirksen Nature Park water saturation issues, stormwater information, and the benefits of flood plains. 9.Non-Agenda Items No non-agenda items were discussed. 10.Executive Session No executive session was held. 11.Adjourn Natalie Newgard moved that the meeting adjourn. Scott Winkels seconded the motion. The motion carried and the meeting adjourned at 8:35 PM.
