It is in the floodplain (we are not allowed, with certain exceptions, to work in the floodplain)and removal is only necessary if we are to use that area for another purpose, such as a trail. I anticipate a trail project would have to deal with the arsenic in the area it crosses. The arsenic is not a problem unless we disturb the soil and create dust. It will be a problem if the area is to be used as a gathering area for library programs. That has to be examined and discussed in greater detail if it is to be allowed. The presence of that material may preclude use of the area unless it is cleaned up beforehand. Cleanup probably means removal of the top two feet(at most) and replacement with clean backfill.Apex Environmental can give us a work plan for that if we want to make it a project by itself later. I don't want to tie it to the library at this point. Agustin P. Duenas, P.E. It does not appear that the "hot"area affects the trail alignment but it does extend into the public gathering area. What is the plan to remove the portion in the public gathering space? It seems to me that the area should be "cleaned-up" when the building area is taken care of. Although I did not budget for the removal of arsenic from this area it seems to me that I could make funds available for the park portion of the work. Let me know what you think dan
