Below is a breakdown and estimated timeline for the supplemental
investigation and risk assessment tasks that were discussed for the
Tigard Library site. GeoEngineers would be the subconsultant to
conduct the ecological and human health risk assessment task (Hahn to
markup 5% instead of 15%).

Off-Site Investigation (includes Work Plan) $5,800
Level I Ecological Risk Assessment $5,400
Level II Ecological Risk Assessment $8,000
Human Health Risk Assessment $13,000
Soil Management Plan/Remedial Action Plan $4,500
Remedial Investigation Report and DEQ Interface $5,900
Total Estimate $46,500
Estimated Timeline
Level I Ecological Risk Assessment Weeks 1 -4
Off-Site Investigation (includes Work Plan) Weeks 1 - 8
Level II Ecological Risk Assessment Weeks 5- 12
Human Health Risk Assessment Weeks 2 - 12
Soil Management Plan/Remedial Action Plan Weeks 8- 12
Remedial Investigation Report and DEQ Interface Weeks 10- 16
As previously mentioned, the Level I Ecological Risk Assessment site
reconnaissance should occur in the next few weeks, if at all
possible. Estimated cost to proceed just with the site
reconnaissance task at this time is $2,000. All other tasks can be
delayed until contracting issues are worked out. Timeline is from
authorization to proceed (i.e. full contract authorization).
Also, I should clarify my earlier email. I stated that we had
accrued an additional $1,700 preparing the draft investigation report
and may need an additional $300 to get the final report out to DEQ.
These tasks are covered under previously-authorized contracts/change
orders and we will proceed with these tasks without any additional
contracting. However, once these tasks are complete, the project
will be over-budget, primarily due to additional time and analytical
costs associated with the last field investigative event. So all
that is really needed to proceed with the Level I Ecological Risk
Assessment site reconnaissance at this time would be some type of
authorization to proceed for an additional $2,000.
