04.13.2007 - GeoEngineers GEOENGINEER� April 13,2007 City of Tigard. 13125 SW Hall Blvd. Tigard,Oregon 97223 Attention: Mr. Dennis Koellermeier Subject: Revised Proposal for Environmental Services Tigard Library 13500 SW Hall Boulevard Tigard,Oregon File No. 4025-003-02 INTRODUCTION AND OBJECTIVES This letter presents our revised proposed scope of services, schedule, and estimated budget for conducting environmental services related to arsenic soil contamination at the Tigard Library property, located at 13500 SW Hall Boulevard, Tigard, Oregon (hereafter referred to as "site"). The objectives of the proposed services are to: 1) refine the understanding of the extent of contamination near the southwest and southeast corners of the site; 2)obtain chemical analytical data necessary to profile contaminated soil for disposal at an off-site landfill facility and 3) observe and document environmental components of planned construction activities at the planned Wall Street extension. The general scope of services presented in this proposal was discussed during a April 10, 2007 meeting between GeoEngineers Inc. and Ms. Vannie Nguyen and Mr.Zen Dutson. PROPOSED SERVICES GeoEngineers proposed services include: SURFACE SOIL SAMPLING 1. Complete approximately eight soil explorations using hand auger equipment in 1 day between the ground surface and anticipated depths of approximately 3 feet below ground surface (bgs). Collect one to two soil samples from each exploration for potential analysis. Approximately four explorations will be completed near the southwest corner of the site and approximately four explorations will be completed near the southeast corner of the site. 2. Record the location of each sample with a sub-meter grade global positioning system(GPS)unit. 3. Submit as many as 12 soil samples for chemical testing of arsenic by U.S. Environmental Protection Agency(EPA)Method 6020. 4. Prepare a memorandum summarizing the soil sampling activities and laboratory analytical data. Prepare an addendum to GeoEngineers' April 11,2007, "Soil Management Plan, Tigard Library", if necessary. The addendum would include revised estimates of the lateral and vertical extent of contamination in the areas where sampling is proposed. SOIL PROFILING FOR DISPOSAL 1. Collect three soil samples from areas of the site that have previously exhibited elevated levels of arsenic. Mix the three samples and submit the composite sample for analysis of arsenic by EPA toxicity characteristic leaching procedure(TCLP)method 1311/6020. CONSTRUCTION ENVIRONMENTAL OBSERVATIONS AND MEETING 1. Attend a pre-bid meeting at the site on April 24,2007. 2. Conduct approximately five site visits during planned construction at the Wall Street extension and adjacent areas (wetlands and swale). Site visits will be conducted to evaluate whether construction personnel are complying with recommendations presented in GeoEngineers' April 11, 2007, "Soil Management Plan, Tigard Library". Specific tasks that GeoEngineers will conduct during observations include: 1) assessment of the contractor's air testing protocols; 2) comparison of air data collected by the City's contractor to OSHA standards for arsenic; 3) documentation of the general locations and thicknesses of fill, demarcation layers, concrete/asphalt that are placed at the site in contaminated areas and 4) review of selected contractor's tipping receipts to confirm that contaminated soil is being disposed of at an appropriate facility. GeoEngineers will document observations in field reports that will be provided to the City of Tigard. ASSUMPTIONS For cost estimating purposes, we have made the following assumptions: • Site access is unrestricted for field personnel. • Hand tools(augers, shovels and trowels)will be suitable for collecting samples at the site. • Sample analyses will be conducted under expedited(3 day)laboratory turnaround times(TAT). • Investigation-derived waste (IDW) will not be generated during site activities. Soil cuttings will be returned to boreholes. • As many as five site visits will be conducted during construction activities. Site visits will be approximately 4 hours in length. PROJECT SCHEDULE We understand that the City of Tigard desires that the proposed sampling and analysis be completed by April 20, 2007. We anticipate that we can complete the sampling and present the sampling results by that date, using expedited laboratory services. Construction activities are planned for summer 2007. We anticipate that the proposed environmental construction observations will be completed between June and September 2007. PROJECT BUDGET We propose that the professional services listed above be provided in accordance with the Services Agreement, File No. 0615-ST06-13 (Agreement) between GeoEngineers and the City of Tigard. The File No.4025-003-02 GEOENGINEERS- City of Tigard April 13,2007 Page 3 fees for the services described above will be determined on a time-and-materials not-to-exceed basis using the rates indicated on the Exhibit 2 of the Agreement. The estimated fees for the services outlined above are summarized below: Task Estimated Total Fee Soil Sampling and Reporting $2,000 Soil Analysis for Waste Profiling $125 Environmental Construction Observations and Meeting $3,500 Total $6,625 We will keep you informed of project status and advise you if it appears appropriate to modify the scope and budget. AUTHORIZATION This proposal can be authorized by issuing a work order agreement under the terms and conditions of the services agreement between the City of Tigard and GeoEngineers dated December 22,2006.
