SUBJECT: April 2007 Soil Assessment,Tigard Library,Tigard, Oregon l Qui INTRODUCTION On April 23 and June 21, 2007, GeoEngineers collected soil samples at the southeast portion of the Tigard Library property, located at 13500 SW Hall Boulevard, Tigard, Oregon (site). The Oregon Department of Environmental Quality (DEQ) Environmental Cleanup Site Information (ECSI) site identification number is 4063. Soil samples were collected on April 23, 2007 to refine the understanding of the extent of arsenic in soil in areas scheduled to be disturbed during planned road construction and stream/wetland restoration activities at the site. The June 21, 2007 soil samples were collected to assess subsurface soil quality in areas where stream/wetland restoration was planned. The site layout and sampling locations are shown on Figure 1. The sampling events were conducted at the request of Ms. Vannie Nguyen of the City of Tigard and in accordance with City of Tigard Work Orders No. 2 and No. 3 —Agreement No. 0560002. FIELD ACTIVITIES April 2007 GeoEngineers collected soil samples from eight locations near the south side of the site during the April 2007 sampling event. GeoEngineers also collected a three point composite sample for waste profiling purposes. Soil samples were collected from surface (0-1 foot) and subsurface (2-3 feet) intervals at the eight locations (HA-1 through HA-8) shown on Figure 1. The composite sample was collected from three locations (14A-9A, HA-9B, and HA-9C) in the interval between 1 and 2 feet below ground surface (bgs). The composite sample was collected in the vicinity of a retention pond at the southwest portion of the site, in the area where the highest concentrations of arsenic were previously detected. The soil samples were collected using a stainless steel hand auger that was decontaminated between each boring using an Alconox wash and a double rinse with tap water and distilled water. Samples were collected from the hand auger using new disposable nitrile gloves and placed directly into laboratory-provided sample containers. GeoEngineers recorded the location of each hand auger boring using a sub-meter grade global positioning system (GPS) instrument that was differentially corrected. June 2007 GeoEngineers collected subsurface soil samples from eight locations (SP-1 through SP-8) in planned stream/wetland restoration areas during the June 2007 sampling event. Soil samples were collected from target surface for the restored stream/wetland bottom and two feet below the target surface. The elevation of the target surface was determined based on stream/wetland restoration plans provided by the City of Tigard File No.4025-003-03 GEOENGINEERS Memorandum to Mr. Dennis Koellermeier Ms. Vannie Nguyen—City of Tigard July 12, 2007 Page 2 and a TopCon0 surveying instrument. The depth to the target surface varied between approximately 2 and 5- feet below the pre-construction ground surface. The June 2007 soil samples were collected from test pits that were excavated with a tracked excavator, operated by Landis and Landis, Inc., a City of Tigard contractor. Soil samples were collected from the center of the excavator bucket using new disposable nitrile gloves and immediately placed in laboratory-provided sample containers. GeoEngineers recorded the horizontal location of each test pit using a sub-meter grade global positioning system (GPS) instrument that was differentially corrected. SOIL CHEMICAL DATA The April 2007 soil samples were submitted to TestAmerica laboratory in Beaverton, Oregon for analysis of arsenic by U.S. Environmental Protection Agency (EPA) Method 6020. The waste profiling composite sample was submitted for analyses of leachable arsenic using EPA Methods 1311/601 OB. The June 2007 soil samples were submitted to Apex Labs in Tigard, Oregon for expedited analysis of arsenic by EPA Method 6020. Chemical analytical data are summarized in Table 1 and laboratory reports are included in Attachment A. April 2007 Sample Chemical Data Arsenic was detected in eight soil samples collected from five borings at concentrations (7.22 to 20.4 milligrams per kilogram [mg/kg]) above the DEQ default background concentration (7 mg/kg). The highest concentrations of arsenic were detected in soil collected from boring HA-1, at the southwest side of the site. Arsenic was not detected in samples collected at the far southeast portion of the site (HA-7 and HA-8). Leachable arsenic was not detected in the waste profiling sample. Figure I shows sample locations. GeoEngineers reviewed all data quality exceptions documented by the accredited laboratory. No significant data quality exceptions were noted by the laboratory. The April 2007 chemical analytical data indicate that arsenic is present at concentrations exceeding the DEQ default background concentration in soil between the surface and approximately 3 feet bgs in much of the planned stream/wetland restoration area. Figure 1 shows the approximate extent of soil that contains arsenic at concentrations exceeding the DEQ default background concentration. Soil that contains concentrations of arsenic above 7 mg/kg should be considered contaminated and should be managed in accordance with GeoEngineers' April 11, 2007 Contaminated Soil Management Plan, Tigard Library, Tigard, Oregon. June 2007 Sample Chemical Data Arsenic was detected in six soil samples collected from eight test pits at concentrations (7.96 to 21.1 mg/kg) above the DEQ default background concentration. The highest concentrations of arsenic were detected in soil collected from test pit SP-1, at the west side of the site, near the April 2007 hand auger sample HA-1. No significant data quality exceptions were noted by the laboratory. The June 2007 sample analytical data indicate that arsenic in soil exceeds the default background concentration at the target depths in several areas of the planned stream/wetland restoration area. Arsenic concentrations generally decrease to levels that are less than or only slightly exceed the default background concentration approximately 2 feet below the target depths. The highest concentrations of arsenic were detected near the southwest corner of the site, in the vicinity of an outfall for Pinebrook Stream. Arsenic concentrations varied between approximately 2.43 and 21.1 mg/kg. The highest concentrations of arsenic were detected in soil collected between the ground surface and approximately 3.5 feet bgs. Below 3.5 feet bgs, arsenic was no detected at a concentration exceeding 8.49 mg/kg. The data collected in April and June 2007 indicate that portions of the planned stream/wetland restoration area are located within soil that contains concentrations of arsenic that exceed the DEQ default background concentration. The data also indicate that the highest concentrations of arsenic are present in soil between the surface and approximately 3.5 feet bgs. Soil that contains arsenic at concentrations exceeding 7 mg/kg should be considered contaminated and should be managed in accordance with GeoEngineers' April 11, 2007 Contaminated Soil Management Plan, Tigard Library, Tigard, Oregon. Leachable arsenic was not detected in the composite waste profiling sample, indicating that the contaminated site soil will be accepted at a Subtitle D landfill, such as Waste Management's Hillsboro Landfill. Samples collected at target depths for the stream/wetland restoration indicate that some soil in that area contains concentrations of arsenic that exceed the default background concentration. GeoEngineers will coordinate with the City of Tigard and DEQ regarding short term management of soil during stream/wetland restoration activities and to implement a permanent remedy for the site.
