SUBJECT: Meeting with City of Tigard and DEQ at Tigard Library
Project Status:
• Hall/Wall improvements completed summer 2007
• Draft remedial investigation report completed fall 2007
• DEQ comments regarding draft remedial investigation report received Fall 2007
• City of Tigard proposed follow-up activities to address DEQ comments winter 2007
• DEQ approved follow-up activities
• GeoEngineers collected one pond overflow sample in early February 2008. Second pond overflow
sample scheduled to follow major rain event. Soil sampling scheduled following this meeting.
Future Activities:
• Complete final RI report—Approximately 4 weeks after sampling completed
• Complete feasibility study — Approximately 4 weeks after receiving DEQ comments on final RI
report.
• Complete cleanup action plan—Approximately 4 weeks after receiving DEQ comments on feasibility
study.
• Implement cleanup (may consist of excavation, institutional controls, and engineering controls)
DEQ Concerns:
• Protection of human and ecological health
• Future significant site development be conducted in concert with necessary remediation
• Stormwater discharges from parking areas and Pinebrook Stream do not impact Fanno Creek
• Compliance with stormwater permits
• Erosion at pond outfall and Pinebrook Stream outfall
• Other...
Likely Future Remediation Options:
• Institutional/engineering controls in paved/fenced areas and areas with sensitive vegetation (i.e.
parking lot area and entry to library)
• Capping with clean soil and/or land use restrictions north of library
• Pond and stream discharge to Fanno Creek? Pending upcoming data. Could include sediment
removal,capping,or other remedies.
