Re: Tigard Library—Fence Installation near the Gazebo
Dear Dennis:
The Department of Environmental Quality (DEQ) has reviewed and approved your August 28,
2008 proposal to install a split rail fence near the gazebo on the north side of the library to isolate
the arsenic contaminated surface soils from the planned public events at the library.
The fence,proposed signage, and appropriate oversight by city staff during the events should
prevent public contact with these soils. It would also be acceptable to have the south end of the
fence extend straight from the proposed corner of the building toward the gazebo (to the east of
sample points 002 and SS-34), as the soils in this area are consistently below risk-based
standards.
This will serve as an interim measure, and the contaminated area must continue to be addressed
in the focused feasibility study and remedy implementation activities currently planned for this
facility.
