The proposed remedy appears to be acceptable, but we both have concerns about the long-term implications of going forward with only the fencing and institutional controls option for the north field area. The north field area seems to have been in City plans for use as an open area to be used along with the gazebo, etc. The layout of the area seems to favor some reasonable human uses of the field, and there are reasonable solutions that would allow for human use. As we consider"current and reasonably likely future uses"we would like to discuss adding 2-3 more options for that area that could be approved at the same time, then implemented in the future if/when the interest and funding are available for future action. Reasonable solutions in addition to the fencing and institutional controls option include: 1. The City could either currently implement, or write into the Institutional Controls that they could in the future implement a bioaccessibility testing program, approved by DEQ. If such bioaccessibility testing demonstrated that the bioavailable arsenic fraction was below the site-specific RBC, we could release the site for unrestricted use. 2. The placement of a protective soil cap over the area,then revegetation with grass would also be acceptable. This would perhaps require permitting and other demands for work in the floodplain, but would be a viable path toward significant future use of the field. 3. Some combination of soil removal and capping would also be acceptable for broader future uses. We suggest discussing these options, either in a conference call or a meeting. We would like to be sure that the selected remedy has the options and flexibility to take care of the present situation, as well as options to handle future possibilities without the need to reopen the entire review process. I suggest we discuss these ideas this week or next week, before we make a formal response to the report. If you want to add options, I recommend we do that sooner in the process than later.
