1. CALL TO ORDER:
Chairperson Mary Bogert called the meeting to order at 6:32 p.m.
2. ROLL CALL

3. APPROVE LIBRARY BOARD MINUTES
The minutes from the December 8, 2021 Tigard Public Library Board meeting were
reviewed. No changes were suggested. Motion by Candice Coleman. Second by Chris
Allen to approve the December 8, 2021 minutes as written. Motion was approved
unanimously. They will be posted on the City website.

4. AGENDA ADDITIONS, DELETIONS,AND FOLLOW-UP ITEMS
During our December discussion on the Soliciting and Petitioning policy, it was asked if we
needed to specifically call out not blocking access of the parking lot in addition to impeding
access to the building. After consulting with our legal department, it was decided that anyone
blocking the Library parking lot would be covered by City Code TMC 7.58.080.E and we don't need
to specifically call it out in the Library policy.

TMC 7.58.080.F says it is a violation of City Code to:
F. Engage in conduct that disrupts or interferes with the normal operations of the city government
or engage in conduct that disturbs customers or employees of the city government, including but not
limited to, conduct that creates unreasonable noise, or conduct that consists of loud or boisterous
physical behavior.
5. ICE BREAKER
Library Director Bernard introduced the ice breaker for the evening. We played a YES or
No game and revealed a great bit of information about each other.
6. MEET THE TEAM: KART KUNST-YOUTH SERVICES SUPERVISOR
Our guest for the evening was library teammate Kari Kunst. Kari previously worked here as a
Youth Librarian. She left for a year and was re-hired as our Youth Services Supervisor on
December 1, 2019 when Amber Bell was promoted to the Readers Services Manager position.
Kari stated that the best part of herjob is that her days are rarely ever the same. Her position
is full of variety. She enjoys being a supervisor because she is able to help her team grow and
develop. Kari informed the Board of many of the projects and programs Youth Services is
involved with. The team created a video to promote the TTSD Student Library Card program.

7. LIBRARY PUBLIC POLICY UPDATE DISCUSSION
A. Soliciting and Petitioning Policy
The Board reviewed and discussed the Soliciting and Petitioning policy at the December 8,
2021 meeting. Approval of this policy was tabled to allow time to check with our legal
department if we should add specific language regarding not blocking access of the
parking lot in addition to not impeding access to the building. As recorded above in
Agenda Item #4 Follow-Up Items, the policy did not require a revision. Motion was made
by Jim Ivler to approve the Soliciting and Petitioning policy as it is written. Motion was
seconded by Shirley Edwards. Motion was approved unanimously.
B. Interlibrary Loan
The Board reviewed and discussed the Interlibrary Loan policy. This policy was last
reviewed on October 9, 2019. Clarification was made regarding borrowing privileges
being suspended on accounts with $20.00 or more outstanding in fees and charges. This
also applies to the use of the Interlibrary loan program. Motion by Chris Allen. Second by
Kate Ristau to approve the Interlibrary Loan policy as written. Motion was approved
unanimously.

H. AMERICAN LIBRARY ASSOCIATION (ALA) POLICY REVIEW
Access to Resources Regardless of Sex, Gender Identity, Gender Expression or Sexual
Orientation
The Access to Resources Regardless of Sex, Gender Identity, Gender Expression or Sexual
Orientation policy was last reviewed by the Library Board on December 9, 2019. Motion
by Candice Coleman. Second by Jim Ivler to endorse and reaffirm the Access to Resources
regardless of Sex, Gender Identity, Gender Expression or Sexual Orientation. Motion was
approved unanimously.
9. DISCUSSION AND PREPARATION FOR JOINT CITY COUNCIL/LIBRARY BOARD MEETING
The Library Board meets annually with the City Council to provide a summary of key
activities and offer specific suggestions or recommendations which they believe would be
noteworthy to the Council. Discussion and preparations for this joint meeting begin months
in advance. The Board engaged in brainstorming ideas of what to bring this year and the
venue to present these ideas. The tentative date for the joint meeting with the Council is
Tuesday, April 19, 2022.
10.DIRECTORS REPORT
Director Halsted Bernard presented the Director's Report, which contained updates on
library services and programs.
Of note:
Borrow Laptop Program
After a concerted and coordinated effort across all Library Divisions, the Borrow A Laptop
program has been launched. Community members can now borrow a laptop with their
library card at Tigard Public Library. Laptops have a two-week check-out loan period, and
each laptop is paired with a Wi-Fi hotspot. The ability to check out a laptop and hotspot
will help members of the community overcome the digital divide to find jobs, connect with
resources, and develop skills.
Student Library Card
Another collaborative effort across the Library divisions, WCCLS, and TTSD was the
launching of the Student Library Card project. New Student Library Card accounts were
created for 8,224 Tigard Tualatin School District students. This project provides a baseline
of library services to all students in the Tigard Tualatin School District.

11. OTHER BUSINESS
Elena Knepprath suggested looking into an option of having some sort of visual in the
library, either as a subtle bookmark or as a poster that indicates the call numbers, where
one may find information about sensitive topics they may feel too shy to ask about. The

One of our librarians has developed an Adult Collection Guide recently that has the Dewey
guide on it. In addition, it includes a comprehensive list of all our adult collections. It
explains how things are arranged and where they are located. It also includes an index of
the Dewey Decimal Classification System and a Quick Reference guide of many popular
categories.
The Board agreed to review the article and the Adult Collection Guide to see if the two
could be combined. This will be revisited as a future agenda item of the Board's choice,
after they have had an opportunity to review the documents.
12. ADJOURNMENT
Chairperson Bogert adjourned the meeting of the Tigard Library Board at 7:33 p.m. The next
virtual meeting is scheduled for Wednesday, February 9, 2022 at 6:30 p.m.
