DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request,subject to certain conditions.The findings and conclusions on which this decision is based are noted in Section V of this decision. NOTICE OI;DECISION PAGE,1 OI.5 AD)2020-00(x)9(ALL FRONT SF;IBACK ADJU,'4,MENI' CONDITIONS OF APPROVAL THE FOLLOWING CONDITIONS MUST BE SATISFIED: 1. Prior to commencing any site work, the applicant must obtain a Clean Water Services (CWS) Stormwater Connection Permit Authorization. Plans must be submitted to the City of Tigard for review. The City will forward plans to CWS after preliminary review. 2. The applicant must comply with all conditions outlined in CWS file 19-003143, and the written comments submitted by CWS on May 26, 2020. SECTION III. BACKGROUND INFORMATION Site Information and Proposal Description: The subject property (12285 SW 124" Avenue;WCTM 2S1031313,Tax Lot 2000) is located on the west side of SW 124`" avenue, north of SW Walnut Street, and south of SW Katherine Street. The property currently contains an existing single detached house with an attached garage,and associated landscaping.The property also contains two (2) driveways: one(1)paved driveway at the southern end of the property,which connects to the existing attached garage, and one (1) gravel driveway at the northern end of the property. The property is zoned Low-Density Residential (R- 4.5),as are surrounding properties. The adjacent property to the north contains a locally significant wetland and stream (Kruger Creek,which is part of the Jack Park Greenway).The wetland's 50-foot vegetated corridor extends onto the northern end of the applicant's property. The applicant proposes to construct a new attached garage on the subject property, and requests an adjustment to reduce the front setback from 20 feet to 14 feet, in order to accommodate this new garage, and to keep the structure out of the vegetated corridor. SECTION IV. COMMENTS FROM PROPERTY OWNERS WITHIN 500 FEET The Community Development Code of the City of Tigard requires that all property owners of record within 500 feet of the subject site be notified of the proposal, and be given an opportunity to submit written comments prior to issuance of the decision. Staff mailed notices of this Type II application to affected parties on May 13,2020.Two (2) neighbors submitted written comments in support of this application. No other comments were received. SECTION V. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.715 Adjustments 18.715.050 Approval Criteria A. The approval authority will approve or approve with conditions an adjustment application when all of the criteria in either Subsection 18.715.050.A or B are met. 1. The proposed adjustment results in development that is generally consistent with the purpose of the development standard to be adjusted; and a. Has only minor impacts on surrounding properties or public facilities; or b. Addresses a site constraint or unusual situation; or c. Utilizes innovative design or results in sustainable development. The purpose of the front setback requirement is to allow for adequate space between structures and the public right-of-way,which includes the street, and other public facilities (such as utilities) in the right-of-way. SW 124`" Avenue is classified as a local street in the City of Tigard Transportation System Plan, and has a current right-of-way width of 50 feet. If future development were to occur on the subject property, a two-foot right-of-way dedication would be required, in addition to an eight-foot public utility easement. Therefore, any structures located within the first 10 feet of the existing right-of-way line would be in conflict with future public facilities. Because the applicant proposes to locate the garage 14 feet away from the existing right-of-way line, the structure will not be in conflict with future public facilities, and the City of Tigard Engineering Division supports the applicant's adjustment request.Accordingly, staff finds the proposed adjustment results in development that is generally consistent with the purpose of the front setback requirement. In addition, the adjacent property to the north contains a locally significant wetland, and the wetland's 50-foot vegetated corridor extends onto the applicant's property.The west side of the property also contains existing,mature trees. The applicant requests this adjustment in order to keep the proposed garage addition out of the vegetated corridor on the north side of the property,and to preserve the existing,mature trees on the west side of the property. Accordingly, staff finds the requested adjustment addresses a site constraint with the subject property, and the applicant's adjustment request is approvable. This criterion is met. 2. The proposed adjustment does not have a greater impact on city-designated sensitive lands than would otherwise occur if the adjustment was not approved; and The proposed adjustment will allow the applicant to avoid any impacts to the city-designated sensitive lands on the subject property. Additionally, Clean Water Services reviewed the applicant's proposal, and determined that this project will not significantly impact the existing sensitive areas found near the site. This criterion is met. 3. If the proposed adjustment addresses a site constraint or unusual situation, utilizes innovative design, or results in sustainable development, any impacts from the proposed adjustment are mitigated to the extent practicable; and The proposed adjustment addresses a site constraint, and will allow the applicant to avoid impacts to the city- designated sensitive lands on the subject property. Additionally, the City of Tigard Engineering Division reviewed the applicant's proposal, and determined that the proposed adjustment will not negatively impact existing or future public facilities.This criterion is met. 4. If more than one adjustment is proposed, the cumulative effect of the adjustments results in development that is generally consistent with the existing development pattern of the surrounding area and the overall purpose of the base zone. The applicant does not request more than one (1) adjustment. This criterion does not apply. SECTION VI. OTHER STAFF COMMENTS The City of Tigard Engineering Division was sent a copy of the applicant's proposal, and supported the requested adjustment. The Engineering Division's full comments have been incorporated into the adjustment findings, and are attached to this decision. SECTION VII. AGENCY COMMENTS NOTICI,OF DECISION PAG F3 01�5 ADJ202O-((X)09 GILL,FRONTSFIBACK ADJUS"I'MF:NI' Clean Water Services issued a Service Provider Letter (CWS file 19-003143) for this proposal on March 31, 2020, and determined that this project will not significantly impact the existing sensitive areas found near the site. The agency also submitted written comments, dated May 26, 2020. The City of Tigard and CWS have an intergovernmental agreement stating that the City will ensure implementation of CWS Design and Construction Standards. Accordingly, city staff has included conditions of approval that require the applicant to obtain a Stormwater Connection Permit Authorization, and to comply with all conditions outlined in CWS file 19-003143. Tualatin Valley Fire and Rescue was sent a copy of the applicant's proposal, and had no objections. For Vegetated Corridors up to 50 feet wide,the applicant shall enhance the entire Vegetated Corridor to meet or exceed good corridor condition as defined in R&O 19-5,Section 3.14.2, Table 3-3,as amended by R&O 19-22. 11. Removal of invasive non-native species by hand is required.Replanting is required of any cleared areas larger than 25 square feet using low impact methods. 12. There is nothing in terms of safety or appearance that would make such an addition anything but beneficial. The man is paying taxes on his property, he should be allowed to build as he sees fit. Frankly, I wonder whether he shouldn't ask for an adjustment of the 50' setback from the wetland. I see part.of his addition is clipped in order to maintain compliance. With an adjustment there he could not only maintain his 20' front setback but build square. This line appears to meander and is probably a bit arbitrary to begin with. Just a thought.... COMMENTS FROM PROPERTY OWNERS WITHIN 500 FEET The Community Development Code of the City of Tigard requires that all property owners of record within 500 feet of the subject site be notified of the proposal, and be given an opportunity to submit written comments prior to issuance of the decision. Staff mailed notices of this Type II application to affected parties on May 13,2020.Two (2) neighbors submitted written comments in support of this application. No other comments were received. Therefore, any structures located within the first 10 feet of the existing right-of-wap line would be in conflict with future public facilities. Because the applicant proposes to locate the garage 14 feet away from the existing right-of-way line, the structure will not be in conflict with future public facilities, and the City of Tigard Engineering Division supports the applicant's adjustment request.Accordingly, staff finds the proposed adjustment results in development that is generally consistent with the purpose of the front setback requirement. In addition, the adjacent property to the north contains a locally significant wetland, and the wetland's 50-foot vegetated corridor extends onto the applicant's property.The west side of the property also contains existing,mature trees. The applicant requests this adjustment in order to keep the proposed garage addition out of the vegetated corridor on the north side of the property,and to preserve the existing,mature trees on the west side of the property. Accordingly, staff finds the requested adjustment addresses a site constraint with the subject property, and the applicant's adjustment request is approvable. This criterion is met. 2. The proposed adjustment does not have a greater impact on city-designated sensitive lands than would otherwise occur if the adjustment was not approved; and The proposed adjustment will allow the applicant to avoid any impacts to the city-designated sensitive lands on the subject property. additionally, Clean Water Services reviewed the applicant's proposal, and determined that this project will not significantly impact the existing sensitive areas found near the site. This criterion is met. 3. If the proposed adjustment addresses a site constraint or unusual situation, utilizes innovative design, or results in sustainable development, any impacts from the proposed adjustment are mitigated to the extent practicable;and The proposed adjustment addresses a site constraint, and will allow the applicant to avoid impacts to the city- designated sensitive lands on the subject property. Application for CWS Permit Authorization must be in accordance with the requirements of the Design and Construction Standards, Resolution and Order No. 19-5 as amended by R&O 19-22, or prior standards as meeting the implementation policy of R&O 18-28, and is to include: a. Detailed plans prepared in accordance with Chapter 2, Section 2.04. b. Detailed grading and erosion control plan. An Erosion Control Permit will be required. Area of Disturbance must be clearly identified on submitted construction plans. c. Detailed plans showing the development having direct access by gravity to public storm and sanitary sewer. d. Provisions for water quality in accordance with the requirements of the above named design standards. Water Quality is required for all new development and redevelopment areas per R&O 19-5, Section 4.04. Access shall be provided for maintenance of facility per R&O 19-5, Section 4.07.6. e. If use of an existing offsite or regional Water Quality Facility is proposed, it must be clearly identified on plans, showing its location, condition, capacity to treat this site and, any additional improvements and/or upgrades that may be needed to utilize that facility. f. If private lot LIDA systems proposed, must comply with the current CWS Design and Construction Standards. A private maintenance agreement, for the proposed private lot LIDA systems, needs to be provided to the City for review and acceptance. g. Show all existing and proposed easements on plans. Any required storm sewer, sanitary sewer, and water quality related easements must be granted to the City. h. Applicant shall comply with the conditions as set forth in the Service Provider Letter No. 19-003143, dated March 31, 2020. i. Any proposed offsite construction activities will require an update or amendment to the current Service Provider Letter for this project. CONCLUSION This Land Use Review does not constitute CWS approval of storm or sanitary sewer compliance to the NPDES permit held by CWS. The five foot setback being requested will not interfere with the access to light, airflow or privacy of the surrounding residences as those homes are set back far enough and off-set from the area being adjusted that there is still ample separation allowing their privacy to be maintained, so this request meets the requirement of being generally consistent with the purpose of the current development standards. b. In addition,the triangular shape of the adjacent rear lots to our lot is such that the homes are positioned far to the west and south away from the point at which our lot line meets their lot lines -so there would be minimal to no disturbance to adjacent properties. 2. If more than one adjustment is proposed,the cumulative effect of the adjustments results in development that is generally consistent with the existing development pattern of the surrounding area and the overall purpose of the base zone. a. The adjustment we are requesting is only a 5'adjustment of the rear setback for 15' of the total 100'length of the rear property line - so it is a relatively minor adjustment of the total area. iv. Zoning for our development has the largest rear setback (25 ft) of residential zoning, so even with the requested adjustment, our rear setback in the affected area will still be 20 ft. v. Our lot is .47 acres in size so the impact of this adjustment is a small percentage of the total square footage of our lot and will not impact the overall feel of the development and the privacy of the neighboring lots. vi. INTRODUCTION Pacific Habitat Services,Inc. (PHS)conducted a wetland delineation for a portion of Tax Lots 6300 and 6400, located at the intersection of 120 Avenue and Ann Court in Tigard, Oregon(Township 2 South, Range 1 West, Section 3BB). This report presents the results of PHS's wetland delineation within the study area. Figures, including a map depicting the location of wetlands within the study area are located in Appendix A. Data sheets documenting on-site conditions are in Appendix B. Ground-level photos of the site are located in Appendix C. A discussion of the wetland delineation methodology,provided for the client,is in Appendix D. U. RESULTS AND DISCUSSION A. Landscape Setting and Land Use The study area is approximately 0.72 acres,north of SW Ann Court and underlying SW 124th Avenue in Tigard, Oregon. The project site topography is gently sloping with an elevation range of approximately 210 to 216 feet NAVD, according to the survey provided by Century West Engineering. Land use near the study area includes high-density residential housing, city parks, and public schools. The proposed site location is zoned Parks and Recreation(PR) according to the City of Tigard Planning Department. A channel flows northeast under SW 124 'Avenue through a 30-inch culvert and continues northeast toward a confluence with Summer Creek approximately 0.25 miles downstream. Wetlands are adjacent to the channel and are dominated by Pacific willow(Salix lasiandra, FACW), alder(Alnus rubra, FAC),Douglas hawthorn(Crataegus douglasii, FAC), and English hawthorn(Crataegus monogyna, FAC). The upland canopy consists mainly of big leaf maple(Acer macrophyllum, FACU), Douglas hawthorn, and ornamental shrubs and saplings from adjacent residential lots. B. Site Alterations The 30-inch culvert underlying SW 124 '(mentioned above), is rusted and overlain with fill and paved roadway. The culvert is several feet below the road surface where it connects to the incised channel. Within the wetland in this area, a small circular trench, caused by ground failure,has slowly filled with water and has been fenced for safety reasons. Another 18-inch culvert is located southwest and upstream of the 30-inch culvert, where a portion of the bank has eroded. Adjacent properties bordering the study area have ornamental trees and shrubs, which have partially grown into the study area. C. Precipitation Data and Analysis A site reconnaissance was conducted on September 1, 2017, and the delineation was conducted on October 18, 2017. Recorded precipitation was a trace amount on the day of the delineation fieldwork. A total of 0.82 inches of precipitation was recorded over the two-week period prior to October 18, 2017 (NRCS Monthly Data for Tigard 0.7SSW). Precipitation for the water year to date (October 1, 2016 through September 30, 2017)totaled 61.82 inches(MRCS Monthly Data for Portland KGW TV). Pacific Habitat Services,Inc. Wetland Delineation for SW 124th and SW Ann Court Culvert Replacement,Tigard,Oregon/PHS#6311 Page 1 Table 1 shows the average monthly precipitation at a nearby WETS location(MRCS WETS Portland KGW TV)for the three months prior to the site visits, as well as the upper and lower values considered within normal ranges for the period of record. Rainfall throughout September normalized,and the below average precipitation patterns in the months preceding the wetland delineation fieldwork are not expected to have affected the location of the wetland boundaries. The wetlands displayed indicators of wetland hydrology, including drift deposits, oxidized rhizospheres,water stained leaves, a low geomorphic position,drainage patterns, and/or passed the FAC-neutral test. Upland areas displayed no indicators of wetland hydrology and lacked either hydric soils and/or hydrophytic vegetation. Precipitation averages were within a normal range for assessing the presence of soils and hydrology at a depth of 12 inches and outside of the dry-season. Where wetland hydrology indicators were present in areas of hydric soil and hydrophytic vegetation, wetland criteria were considered met. A Methods Wetlands were delineated by PHS based on the presence of wetland hydrology,hydric soils, and hydrophytic vegetation, in accordance with the Routine On-site Determination,as described in the Corps of Engineers Wetland Delineation Manual, Wetlands Research Program Technical Report Y-87-1 ("The 1987 Manual")and the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys, and Coast Region. The entire study area was investigated for the presence of wetlands or other waters on October 18, 2017. Wetland boundaries were determined by hydric soils transitioning to soils with no hydric indicators, and where wetland hydrology indicators were no longer present. The wetland boundaries were further defined by vegetation transitioning from facultative or facultative-wetland species to facultative or facultative-upland species. In some locations,the wetland boundary also corresponds to a subtle change in topography. Precipitation averages were within a normal range for assessing the presence of soils and hydrology at a depth of 12 inches. Several pits were excavated on site to assess overall wetland conditions and eight representative sample points were recorded to characterize the wetland boundaries. Some upland plots were excavated to 16 inches to investigate depleted matrix soil profiles, which require minimum thicknesses to meet hydric soil criteria. Pacific Habitat Services,Inc. The OHW line was determined through methods outlined in the Corps ofEngineers Guide to Ordinary High Water Mark(OHWIV delineation for Non-Perennial Streams in the Western Mountains, Valleys, and Coast Region of the United States. Indicators of OHW include changes in sediment characteristics and texture, breaks in slope, and changes in the abundance of vegetation growth within the channel compared to the slope. E. Description of all Wetlands and Other Non-Wetland Waters Channell As stated above, Channel 1 (1,888 sf/0.04 acres) flows northeast through the study area,passing through a 30-inch culvert under SW 124th Avenue. The Cowardin class is palustrine,unconsolidated bottom, sand(PUB2)with an HGM class of Riverine. PHS flagged OHW along each side of the channel, which was typically 2-4 feet higher than the current water flow. Channel 1 mainly receives hydrology by overland flow, groundwater, and precipitation from surrounding upland and impervious surfaces. The channel is meandering, with what appears to be a continual flow throughout the year fluctuating in depth and quantity seasonally. Some areas of bank are eroding into the channel,which has created a sandy unconsolidated bottom. The channel banks have areas of thick horsetail (Equisetum arvense,FAC)that appear to grow in quickly as the bank erodes. The limits of the channel are clearly defined by topography and appeared to have a free and open connection to offsite waters and wetlands. An 18-inch culvert is located southwest and upstream of the 30-inch culvert,where a portion of the bank has eroded. The channel itself continues north and south outside of the study area. Wetland Wetland A (6,097 sf/0.14 acres) is a mixed palustrine forested/emergent, seasonally flooded wetland(PFO/EMC), with a hydrogeomorphic(HGM) class of Slope. The wetland is located above the OHW of Channel 1 and extends along the banks and a low terrace along the channel; Wetland A continues northeast outside of the study area. Vegetation in the wetland (Sample Points 2 and 3) is patchy with some bare ground in the herb stratum,but most areas have at least a 30%canopy present. Dominant vegetation includes Pacific willow,Douglas spiraea(Spiraea douglasii, FACW),beaked hazelnut(Corylus cornuta, FACU),Douglas hawthorn, Oregon ash(Fraxinus latifolia,FACW), horsetail, and neckweed (Veronica peregrine, FACW). Vegetation in the upland (Sample Points 1 and 4) consists of big-leaf maple, Douglas hawthorn, western red cedar(Thuja plicata, FAC), Oregon ash, morning glory (Ipomoea purpurea, UPL), horsetail, annual rye-grass (Lolium multiflorum, UPL), and an unidentified grass(assumed FAC). Hydric soils characterized by sample points 2 and 3 meet criteria for redox dark surface. Hydrology indicators include saturation, oxidized rhizospheres along living roots,water stained leaves, drainage patterns, geomorphic position, FAC-neutral test,and, in some lower areas, drift deposits. Despite the presence of active flow within Channel 1, however, a water table was not present in wetland sample point 3, due to the channel being deeply incised. Pacific Habitat Services,Inc. The wetland is located above the OHW of Channel 1 and extends along the banks and a low terrace along the channel; Wetland B continues southwest outside the study area. Vegetation in the wetland(Sample Points 6 and 8) is patchy with some bare ground in the herb stratum and at both sample point locations a 50%tree canopy present. Dominant vegetation includes willow(Salix sp.), English hawthorn, Oregon ash, horsetail, fringed willowherb(Epilobium ciliatum, FACW), and reed canarygrass(Phalaris arundinacea,FACW).Vegetation in the upland(Sample Points 5 and 7) consists of English hawthorn. Some areas have become dominated with a type of mint(Mentha sp.), that appears to have spread from neighboring lots. An ornamental bamboo(Phyllostachys sp., UPL) that has also spread from neighboring yards is present in both the wetland and upland sample points. Hydric soils meet indicators for depleted below dark surface and depleted matrix. Hydrology indicators include drift deposits,water stained leaves, geomorphic position and FAC-neutral test. F. Deviation from Local Wetland Inventory or National Wetland Inventory The wetlands and stream feature displayed in the City of Tigard Local Wetland Inventory (Fishman Environmental Services 1997)are very similar to the areas flagged by PHS. G. Mapping Method PHS flagged the limits of the wetlands and channel within the study area with blue flagging. Century West Engineering then performed a professional land survey of the delineated boundaries. The accuracy of the survey and sample points is sub-centimeter. H. Additional Information Channel 1 mapped by PHS drains to Summer Creek 0.25 miles northeast of the study area. Summer Creek is an adult return spawning habitat for fathead minnow(Pimephales promelas), reticulate sculpin(Cottus perplexus),yellow perch(Perca flavescens), largemouth bass(Micropterus salmoides), and several other species according to Streamnet(2017). I. Results and Conclusions PHS delineated two potentially jurisdictional wetlands and one potentially jurisdictional Water of the State/US within the study area. The total acreage of wetlands is 11,002 square feet(0.25 acres) and waters total 1,888 square feet(0.04 acres), detailed below in Table 2. Table 2. The primary source documents for wetland delineations within Oregon is the Corps of Engineers Wetlands Delineation Manual, Technical Report Y-87-1 (Environmental Laboratory 1987) and the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys, and Coast Region (Version 2.0) (U.S. Army Corps of Engineers, 2010), which are required by both DSL and COE. Waters of This State and Wetland Definition Waters of This State are defined as "all natural waterways,tidal and non-tidal bays, intermittent streams,constantly flowing streams, lakes, wetlands,that portion of the Pacific Ocean that is in the boundaries of this state, all other navigable and non-navigable bodies of water in this state and those portions of the ocean shore ..." (DSL, 2009). Wetlands are defined as "those areas that are inundated or saturated by surface or ground water at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions" (DSL 2009). Wetland Criteria Based on the above definition,three major factors characterize a wetland: hydrology, substrate, and biota. Wetland Hydrology Wetland hydrology is related to duration of saturation, frequency of saturation, and critical depth of saturation. The 1987 manual defines wetland hydrology as inundation or saturation within a major portion of the root zone(usually above 12 inches), typically for at least 12.5%of the growing season. The wetland hydrology criterion can be met,however, if saturation within the major portion of the root zone is present for only 5%of the growing season, depending on other evidence. The growing season is defined as the portion of the year when soil temperatures at 12.0 inches below the soil surface are higher than biological zero (41 degrees Fahrenheit, 5 degrees Celsius), but also allows approximation from frost-free days,based on air temperature. The growing season for any given site or location is determined from US Natural Resources Conservation Service, (formerly Soil Conservation Service) data and information. Page 1 Wetland hydrologic indicators include the following: visual observation of inundation or saturation, watermarks, drift lines, sediment deposits, and/or oxidized rhizospheres with living roots. Oxidized rhizospheres are defined as yellowish-red zones around the roots and rhizomes of some plants that grow in frequently saturated soils. Other indicators of hydrology, including algal mats or crust, iron deposits, surface soil cracks, sparsely vegetated concave surface, salt crust, aquatic invertebrates,hydrogen sulfide odor,reduced iron, iron reduction in tilled soils, and stunted or stressed plants can also be used to determine the presence of wetland hydrology. Wetland Substrate(Soils) Most wetlands are characterized by hydric soils. Hydric soils are those that are ponded, flooded, or saturated for long enough during the growing season to develop anaerobic conditions. Periodic saturation of soils causes alternation of reduced and oxidized conditions, which leads to the formation of redoximorphic features (gleying and mottling). Mineral hydric soils will be either gleyed or will have bright mottles and/or low matrix chroma. The redoximorphic feature known as gley is a result of greatly reduced soil conditions,which result in a characteristic grayish, bluish or greenish soil color. The term mottling is used to describe areas of contrasting color within a soil matrix. The soil matrix is the portion of the soil layer that has the predominant color. Soils that have brightly colored mottles and a low matrix chroma are indicative of a fluctuating water table. Hydric soil indicators include: organic content of greater than 50%by volume, and/or presence of redoximorphic features and dark soil matrix,as determined by the use of a Munsell Soil Color Chart. This chart establishes the chroma, value and hue of soils based on comparison with color chips. Mineral hydric soil must meet one of the 16 definitions for hydric soil indicators, or be classified as a"problem soil" in the Regional Supplement. Wetland Biota(Vegetation) Wetland biota is defined as hydrophytic vegetation. A hydrophyte is a plant species that is capable of growing in substrates that are periodically deficient in oxygen as a result of saturated soil conditions. The U.S. Fish and Wildlife Service, in the National List of Plant Species that Occur in Wetlands,has established five basic groups of vegetation based on their frequency of occurrence in wetlands. These categories,referred to as the "wetland indicator status", are as follows: obligate wetland plants(OBL), facultative wetland(FACW), facultative(FAC), facultative upland(FACU), and obligate upland(UPL). Table 1 gives a definition of the plant indicator codes. Table 1. Page 2 Observations of hydrology, soils, and vegetation, were made using the "Routine On-site" delineation method as defined in the 1987 manual and the Interim Regional Supplement for areas that were not currently in agricultural production. One-foot diameter soil pits were excavated up to 24 inches and soil profiles were examined for hydric soil and wetland hydrology indicators. In addition, a visual absolute-cover estimate of the dominant species of the plant community was performed using soil pit locations as a center of reference. Dominant plant species are based on estimates of absolute cover for herbaceous, and shrub species within a 5-foot radius of the sample point, and basal area cover for tree and woody vine species within a 30-foot radius of the sample point. Plant species in each vegetative layer, which are estimated at less than 20%of the total cover, are not considered to be dominant. The wetland indicator status is then used to determine if there is an overall dominance(greater than 50%) of wetland or upland plant species. If less than 50% of the dominant species are hydrophytic,then the prevalence index may be used to determine if the subdominant species are hydrophytic. If the prevalence index is less than or equal to 3,hydrophytic vegetation criterion is met. During data collection, the soil profiles were examined for hydric soil and wetland hydrology indicators. Plant species and cover were recorded. Data was recorded on standard data sheets, which contain the information specified in the 1987 Corps Manual and the Interim Regional Supplement.
