TIGARD TRANSPORTATION ADVISORY COMMITTEE
Meeting Minutes
January 5, 2022
Members Present: David Burke, Maxine Chaney,Alan Eckert, Carl Fisher,Ruth Harshfield
(Chair),Michael Hendrickson,Richard Keast (Vice Chair), Serge Killingsworth, Holly Koontz,
Shawne Martinez, and Lindsey Wise.
Members Absent: N/A.
Staff Present: City Engineer Joe Wisniewski, Sr. Transportation Planner Dave Roth, and Sr.
Administrative Specialist Joe Patton.
Others Present: TTAC Council Liaison John Goodhouse.
1. CALL TO ORDER
Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held remotely using MS
Teams.
2. CONSIDER MINUTES
The November 3, 2021 meeting Minutes were unanimously approved.
3. PUBLIC COMMENT / TTAC MEMBER ITEMS
Michael and Alan had items.
4. NEW MEMBER INTRODUCTION
Brief introductions were shared by all attendees.
5. TTAC OVERVIEW AND 2022 LOOK FORWARD
Dave noted that additional Teams functionality was added allowing the public to attend all TTAC
meetings remotely. He briefly reviewed the Annual Report to City Council presentation from
December 14, 2021,including the topics during 2021 and u[coming topics for 2022. ODOT will
receive $1.2 billion in funding for statewide projects through the recently passed Infrastructure Bill.
Tigard will submit a letter to the Oregon Transportation Commission (OTC) on its priorities which
align with the regional priorities including investment in urban owned arterials,vehicle electrification
infrastructure, safety improvements, transit investments, and climate mitigation and resiliency. Dave
is part of the technical advisory committee for the county Major Streets Transportation
Improvement Program (MSTIP). They are working on an engagement and outreach strategy. The
highest priority Tigard project that will be submitted for funding is Greenburg Rd. from Hall Blvd.
to Hwy 217,potentially to Tiedeman Road.Tigard is a funding partner on the new Washington
County Transit Planning effort starting this year to discuss county wide transit needs and advocating
for them with Tri-Met. Other topics will include Hall Blvd jurisdictional transfer and safety
improvements, ongoing Safe Routes to School projects,Tigard on the Move speaker series, e-bike
event(s), and 2040 TSP implementation activities.
6. TTAC CHAIR / CO-CHAIR VOLUNTEERS
Ruth was unanimously reelected as Chair and Richard as Vice Chair.

7. TIGARD 2040 TSP ADOPTION
Dave gave a presentation on the purpose of the TSP,its vision and goals, Key Themes,Public
Involvement,Modal Plans &Projects, Implementation Activities, Proposed Amendments, and Next
Steps. A cost benefit analysis can be applied to any of the projects. When other agencies such as
ODOT are involved in the funding the costs go up substantially. The TSP was recommended for
adoption by Council by the Planning Commission. Council will consider it at their January 11, 2022
meeting.
8. NON-AGENDA ITEMS
A. Michael asked about Connect Oregon funding and Tigard does receive funding from them.
Upcoming grant applications are still being decided. He asked about the Hall Blvd crossing
near City Hall and Dave noted a ODOT funding request was unsuccessful and the request
to All Roads Transportation Safety (ARTS) program was also unsuccessful as the crash
history from 2014 through 2017 did not meet their requirements. Michael noted that there is
often a school bus parked near the crosswalk obstructing drivers view and many drivers
ignoring the signal. Dave will invite a Police representative to the February meeting to
discuss traffic safety issues.
B. Alan asked if there were any issues with the Hwy. 217 improvements. Dave has not heard of
any and the project is preparing to kick off and will require coordination with Tigard staff. A
temporary closure of the Hall bridge will take place,but a temporary pedestrian and bicyclist
bridge will be in place. Dave will see if an ODOT project manager can attend a TTAC
meeting to discuss the project.
