MEETING LOCATION: Virtual Teams Meeting with phone bridge for public listening.
1. CALL TO ORDER:
Chair Mary Bogert called the meeting to order at 6:31 p.m.
2. ROLL CALL

3. APPROVE LIBRARY BOARD MINUTES
The minutes from the November 10, 2021 Tigard Public Library Board meeting were
reviewed. No changes were suggested. Motion by Jim Ivler. Second by Chris Allen to
approve the November 10, 2021 minutes as written. They will be posted on the City
website.

4. AGENDA ADDITIONS, DELETIONS,AND FOLLOW-UP ITEMS
There were no changes.
5. ICE BREAKER
Library Director Bernard introduced the ice breaker for the evening. We had a short library
and City of Tigard trivia quiz.

6. MEET THE TEAM: MEAGAN GIBSON-TECHNICAL SERVICES SUPERVISOR
Our guest for the evening was library teammate Meagan Gibson. Meagan is our Technical
Services Supervisor and joined us six and half years ago. Meagan is from Kentucky and
received her MLIS from the University of Kentucky. Meagan's favorite part of her job is the
variety of things she gets to do. She handles all our acquisitions and tracks everything that
comes into the library. She is a supervisor, a PIC, she helps out at the Circulation desk and
the Reference desk, and she is the selector for our Adult Graphic Novel collection.
Meagan works with a number of volunteers and is our liaison for the Friends of the
Library.
7. LIBRARY PUBLIC POLICY UPDATE DISCUSSION
Soliciting and Petitioning Policy
The Board reviewed and discussed the Soliciting policy. This policy was last reviewed on
February 12, 2020. Petitioning was added to the policy title to better define what is
included in the policy. During discussion, Jim Ivler asked if we needed to specifically call
out not blocking access of the parking lot in addition to not impeding access to the
building. The consensus was to confer with our legal department to see if the parking lot
should also be specified in the policy. Further action of this policy was tabled until the
January 12, 2022 meeting.
8. AMERICAN LIBRARY ASSOCIATION (ALA) POLICY REVIEW
Public Library Trustee Ethics Statement
The Public Library Trustee Ethics Statement was last reviewed by the Library Board on
November 13, 2019. Motion by Jim Ivler. Second by Kate Ristau to endorse and reaffirm
the Public Library Trustee Ethics Statement. Motion was approved unanimously.
9. DIRECTORS REPORT
Director Halsted Bernard presented the Director's Report, which contained updates on
library services organized according to the strategic priorities of the 2021-2026 Library
Strategic Plan.
Of note: Youth Services is preparing for communicating and providing outreach to
schools, students, and their families to share information about the new WCCLS student
library card that every one of TTSD students will be receiving in the new year. Circulation
teammates are also supporting this project.
Adult Services is preparing for the new Borrow a Laptop service that will be rolled out in
January! Tech Services teammates are cataloging and processing the laptops and mobile

hotspots, and Circulation teammates are learning best practices for checking them out to
patrons.
Both of these big projects are tied closely with our strategic plan work: For the library to
be a link to education and career success, and for the library to bridge the gap to
technology access, tools, and support.
10. OTHER BUSINESS
No other topics of business was discussed.
11. ADJOURNMENT
Chair Bogert adjourned the meeting of the Tigard Library Board at 7:22 p.m. The next virtual
meeting is scheduled for Wednesday, January 12, 2022 at 6:30 p.m.
