Call to Order and Roll Call The meeting was called to order at 7:01 p.m. by Chair Wayne Gross. 2. Approval of Minutes: October 11, 2021 Ellen Seminara moved to approve the October 11,2021,meeting minutes. Ben Holmes seconded the motion. The minutes were approved with board members Wayne Gross,Ben Holmes, Scott Winkels, and Ellen Seminara voting yes. Board members Claudia Chiobanu and Sean Ernes were not present at the time of the vote. 3. Comments from the Audience No comments from the audience. 4. Englewood Park Concept Presentation Presentation given by Wajdi Said from Muslim Education Trust (MET), Gabe Sheoships from Friends of Tryon Creek, and Gabe Pagenstecher from City of Tigard Community Planning on a proposed concept idea involving portions of PARK& RECREATION ADVISORY BOARD MINUTES —November 8, 2021 City of Tigard 1 13125 SW Hall Blvd.,Tigard,OR 97223 1 503-639-4171 1 www.tigard-or.gov I Pagelof4 Englewood Park. Richard Woodling drew the concept. MET and team propose developing the section of Englewood Park adjacent to the MET and Scholls Ferry Road into a community healing park. The redevelopment would add a solar panel canopy over parking lot, a sport court, an elevated canopy walk over the wetlands, orchard, and a learning healing garden. The plan is to compliment Tigard Parks & Recreation and be consistent with the City of Tigard Strategic Plan. Question: Proposal relates to area north of Springwood up to Scholls Ferry? Answer: Yes Question: Number of acres? Answer: 3.5 Question: In terms of facilities proposed,MET is suggesting a basketball court,pathway through property, and possibly interpretive opportunities there? Answer: Yes Question: Would the additional parking be on park property or center's property? Answer: The Trust's property. Question: The part next to MET consists of wetlands that is under mitigation and the southside path is heavily used during the day. By putting in a basketball court, are you infringing on the wetlands? Answer: Intent is to hold the community and ecology in equal value. This is a concept level drawing which has not done a survey. Question: Will there be a full-size basketball court? Answer: Intention is to show an active use part of the park to compliment what MET does inside their building. This would increase their capacity. It can be sized appropriately. Question: Is there an existing Master Plan for this property or was it incorporated into the 10-year plan? Answer: No. This is a concept plan. Question: There aren't amenities at this point in the part? It is mostly a trail park. Answer: Correct Question: What is the hope for timing of developing the park and what are the funding sources?Who would primarily fund it?Is there a plan for lighting in order for winter recreation? Answer: The planned solar panels over the parking lot will produce light for the campus and the park. MET previously proposed to buy Englewood Park. Currently hope for a private-public partnership and utilize Metro Parks &Nature Bond Measure funds. Question: What action is MET seeking from PRAB tonight? How does this compare to already established priorities? Can it be added to the 10-year plan? Answer: Tonight's goal is to introduce the concept to PRAB. No action is needed at this time. Comment: Is not supportive of selling the property but understands safety concerns. Would support continuing the exploration of developing this parcel. The City has a lot of parks land that remains undeveloped and PRAB needs to look for partnerships to active the land. (Scott Winkels) Comment: The process in terms of Capital Improvement Projects has been discussed. If PRAB is interested, further exploration can be done at a work session. Feasibility and analysis can be done in terms of what can be permitted. (Rick Gruen) 5. City of Tigard Website Presentation Presentation given by Marissa Grass, Public Works Community Engagement Coordinator on the City's new website which launched November 1. Highlighted points relative to Parks &Recreation and discussed behind-the-scenes actions.The new website brings together Parks and Recreation. It now allows staff to make some changes to the website.Accessibility has been improved. Recognized Nancy Lof for leading the project. Parks and Recreation System Plan Update PRAB received an update from the October 19, 2021 Council System Plan presentation. City Manager Rymer will be working with Parks &Recreation on an implementation plan and has scheduled a work session with Parks & Recreation on November 10. A whiteboard session will be held in order to answer Council questions regarding funding and major maintenance projects. Potential adoption date has moved to December 14. Question: Has PRAB received the updated Master Plan? Answer: Not yet. MIG is still updating. 7. Parks and Recreation Manager Update Parks, Recreation, Green Infrastructure Manager, Rick Gruen gave the following updates: • Boards and Committee recruitment process: Invitations have been sent out for first round of interviews. Interview panel includes Rick Gruen, Councilor Lueb, and PRAB Member Seminara.There are twelve candidates. Interview dates are November 10 and November 17. • Current COVID-10 plan for a return to in-person/hybrid meetings is scheduled for January. There is new IT equipment to incorporate virtual participation. • Inclusive Play at Cook Park has an Open House Listening Session scheduled for the public on November 20. The meeting will include manufacturing representatives. Review panel will be convened in January. • Cook Park Dock Replacement contract with contractor has been signed. The project is currently in Phase 1 (permitting). Phase 2 will consist of replacement. • Reservoir 18 is a water project for a new 3-million-gallon reservoir located either at Cache or Sunset sites. Contractor has been selected and will select appropriate site. • Carla Staedler has been putting together the contract for the Lasich Property Development Plan. A consultant is on board and some modifications to the Scope of Work has been made. Feasibility study is planned to address the best path forward as issues with the lower portion water access have been discovered. Question: We need to get a PRAB member involved in Lasich property. Answer: Once the contract is signed, there will be a technical advisory committee and a citizen advisory committee formed and PRAB members will be needed. Additionally, a PRAB member is needed to serve on the design competition for the Cook Park Inclusive Play project. Question: For in-person meetings,if vaccination proof has already been given to other City groups,will it need to be provided again for PRAB meetings? Answer: Possibly only once; Rick Gruen will follow up. 8. Recreation Update Recreation Coordinator, Kaitlyn Leaf gave the following updates: • Pumpkin Scavenger Hunt ended last week and had over 300 participants. Recreation has received a lot of positive feedback. • Tween Game Night had a great turnout. Versus Board Games dropped off board games for the evening. There is a recap video on social media;PRAB members are encouraged to view. • After-School Soccer at Twality Middle School ended last week. There were 25 participants. Next season begins January 10. • Turkey Trot will be virtual this year and begins on November 13. Recreation has added an additional element including hidden turkeys to get youth involved. • DIY Wreath Kits registration opens next week. There will be some adjustments made for next year's event. 9. Parks Update Parks Supervisor,Martin McKnight gave the following updates: • Annual Leaf and Food Drive began on October 30 at Cook Park.Additional dates are November 20, December 4, and December 11. Non-perishable food items collected will be donated to St.Vincent de Paul Food Bank. • The Cook Park main gate is closed for the season.The front lot and park remain open. Soccer&Baseball at Cook Park have ended for the season. • Special Use Permits for Boy Scouts of America Tree Recycling and Menorah Lighting events have been issued. Tree Lighting application should be forthcoming. • Additional asphalt work was completed on the Scheckla Trail. • Parks worked with Tigard Police Department and River City Environmental to clean up a camp from the Brown/Fields property north of Bonita Park. 10.Non-Agenda Items Rick Gruen invited members of PRAB to the Inclusive Playground Open House at Cook Park on November 20, 10:00 a.m.— 1:00 p.m., at Shelter#2. 11.Executive Session No executive session was held. 12.Adjourn Scott Winkels moved that the meeting adjourn. Ellen Seminara seconded the motion.
