Call to Order and Roll Call The meeting was called to order at 7:00 p.m. by Chair Wayne Gross. 2. Approval of Minutes: September 13, 2021 Scott Winkels moved to approve the September 13,2021,meeting minutes. Sean Ernes seconded the motion. The minutes were approved by a vote of the board members present with Wayne Gross, Claudia Ciobanu, Scott Winkels, and Sean Erns voting yes. Ellen Seminara and Ben Holmes were not present at the time of the vote. 3. Comments from the Audience Chris Garsteck from the Tigard Dog Park Committee discussed the annual Tigard Howl O'ween canine costume contest. She is disappointed that the contest is virtual but pleased it is being held. The winners, chosen by Mayor Snider, Claudia Ciobanu, and Rick Gruen,will receive a $25.00 gift card from Mud Bay. Chris asked that photos of the winners be posted at the dog parks. Kaitlyn will look into it. Chris also advised that past PRAB meeting minutes found online are difficult to read and cannot be printed. Rick Gruen will investigate. 4. Parks and Recreation Master Plan Update Rick Gruen introduced the final Parks and Recreation Master Plan and recognized everyone who helped with, and commented on, the Master Plan during the development process. Alex Dupey,Director of Planning Services,Northwest for MIG presented the final Parks and Recreation Master Plan (PRMP) for approval. Many of the comments received were incorporated into the final document. Basic information from the Master Plan was presented: • Introduction contains background and survey information. Ties into the City of Tigard 2025 Strategic Plan, Community Promise, and Tigard City Council Goal 4. • Park and Recreation Needs contains key performance indicators (facilities within a 10-minute walk of community members,parks quality and condition,and recreation participation). Appendices of PRMP have specific, detailed information. • PRMP Framework contains the vision, PRMP goals, and action strategies. The overarching goal is to provide high quality parks and recreation services within a 10-minute walk of everyone. • Park and Facility Recommendations. Defines specific needs including a park system concept. Defines five strategies to address current needs. • Focus Areas: Downtown Tigard,Tigard Triangle,Washington Square,River Terrace, and managing Tigard's natural areas • Action Plan shows how Tigard Parks &Rec will prioritize capital projects, enliven the park system, manage existing and new facilities, and build organizational capacity. Next steps include October 19 City Council meeting as well as scoping and completing the implementation plan. Anticipated adoption of PRMP is December 2021 5. Parks and Recreation Master Plan Discussion/Action Question: What percent of the population does not have access to a park within the 10-minute walk? Answer: 33%Action plan focuses on the gap areas. Follow-up: Please clarify if access is to a park facility or trail. Answer: Park facility. Comment: Adding an off-road bike park/facility/pump track has been discussed in the past. The PRMP presents the opportunity to add it to future projects. Answer: In the past, potential acquisition has focused on an off Tigard Street trail, off Roy Rogers, in Bull Mountain near Sunrise Park, and Menlor Lane which currently has a bandit track. Comment: The PRMP has the organization structure of Parks and Recreation changing in 3-5 years.This seems like a long time to wait. Answer: It's more about how it is reorganized rather than when. The City Manager wants to see what is feasible. The PRMP was originally going to have a specific recommendation; the City Manager recommended it move to the implementation plan. PRAB members present voted to recommend City Council adopt the Parks and Recreation Master Plan with the following changes: Adding a bike park, or facility,within the life expectancy of the plan. Rick Gruen,Marissa Grass and Alex Dupey will put together a short memo regarding the bike park/facility to send to City Council along with the PRMP. Chair Wayne Gross will approve the memo before presentation to Council. Additional comments need to be to Marissa Grass by noon on Thursday, October 14. 6. Parks and Recreation Manager Update Parks, Recreation, Green Infrastructure Manager, Rick Gruen gave the following updates: • PRAB Recruitment: Fourteen applications have been received and twelve will be interviewed. There are four open seats.Term for these seats will run January—December. • COVID: New City policy states unvaccinated employees, or employees without a valid exemption,will receive non-disciplinary separation. Contractors working with the City must also be vaccinated. • Cook Park Inclusive Playground Project: Approved by leadership to hold public,in-person,meetings to discuss potential design and receive input. • Cook Park Dock Replacement Project might need to search for a new contractor in order to complete. • Equity in Access: Partnership with Tigard-Tualatin School District and City of Tualatin to come up with a new model for field use that allows non-traditional users equal access is still in progress. Will present to PRAB at the November meeting. Phase two will include pilot projects to activate additional fields. Question: Are vaccine cards required when in-person PRAB meetings resume? Answer: Decision is forthcoming. Question: Is the process to address the Lasich property starting? Answer: The project charter is currently being put together and, once approved, the project will begin. Possibly by the end of 2021. Follow-up: Is funding in place? Answer: Planning to incorporate Oregon State Marine Board funding for the river access portion of the project. Funding for the plan is available. Recreation Update Recreation Coordinator, Kaitlyn Leaf gave the following updates: • Afterschool Program: Twality Middle School soccer program has twenty-three students. First game is on 10/14 against Fowler Middle School. Second game will be the week of October 18 against Hazelbrook Middle School. • Pumpkin Scavenger Hunt is ongoing through the end of October. Over 100 participants so far. • Tween Game Night is on Friday, October 15. The evening will consist of board games,trivia, and snacks at Fanno Creek House (outside). • Registration is currently open and filling up fast for November Activity Boxes which combine fall- themed crafts and games. • The Virtual Turkey Trot will be at Cook Park starting the second week of November. There will be hidden toy turkeys for children to find. Recreation Specialist,Erik Miletich gave the following updates: • Park Passport has had, to date, 50 people complete the passport. Event will end at the end of October. Participants have provided great feedback. • The season's first Kids'Night Out was held on September 24. It was moved to Fanno Creek House (outside) in order to comply with current COVID guidelines.The next two events are full and has repeat customers from summer programs. Question: Is it plausible for Parks &Recreation to have its own social media presence separate from City of Tigard? Answer: It is currently being discussed as a possibility within the next year. Recreation needs to make sure there is enough staff to run the pages. 8. Parks Update Parks Supervisor,Martin McKnight gave the following updates: • About half of the asphalt repairs on 108`h trail at Cook Park have been completed. Other trails are being addressed. • Seasonal workers will be leaving by the end of November. • Receiving new bleachers to be installed at the artificial turf fields in Cook Park. Also looking into replacing additional equipment and fleet. • ORPA Conference is virtual the week of October 18. Several staff are participating. Parks Supervisor, Greg Stout gave the following updates: • Summerlake Park hardcourt resurfacing,repair, and maintenance is on hold until spring due to the weather. Will be replacing the fencing around the hardcourt. • Fencing off parts of the dog parks for the winter to preserve the grass. • River Terrace: Emilia and Sabrina Parks:working on transferring ownership to the City. It should be completed mid-November after punch list completion. • The contractor that has been working on Roy Rogers road improvement will be assisting in Lasich PARK & RECREATION ADVISORY BOARD MINUTES — October 11, 2021 City of Tigard 1 13125 SW Hall Blvd.,Tigard,OR 97223 1 503-639-4171 1 www.tigard-or.gov I Page4of5 City of Tigard Park & Recreation Advisory Board Minutes TIGARD Property clean-up as a thank you for being allowed to stage equipment on the property. • Tree concern from a neighbor on the southwest corner of the Sunrise property. Parks had a survey done to determine the property line and address the tree issue. Additional surveys of property will be done to confirm correct property lines. • City of Tigard has water rights on Lasich property. Working with a consultant to retain and preserve water rights in order to use for irrigation purposes. Question: When will contractor be off of the Lasich property? Answer: End of October; first of November. There is no firm date. 9.Non-Agenda Items Marissa Grass reminded members that the new City of Tigard website launches on November 1. She thanked the parks and rec team for their assistance. Question: Can there be a presentation at a future PRAB meeting to show the website improvements? Answer: Yes. 10.Executive Session No executive session was held. 11.Adjourn Scott Winkels moved that the meeting adjourn. Claudia Ciobanu seconded the motion.
