TIGARD TRANSPORTATION ADVISORY COMMITTEE
Meeting Minutes
November 3, 2021
Members Present: Carine Arendes, George Brandt, David Burke,Alan Eckert, Carl Fisher, Ruth
Harshfield (Chair),Michael Hendrickson (alternate), Richard Keast (Vice Chair), Serge Killingsworth,
Holly Koontz, and Lindsey Wise.
Members Absent: N/A.
Staff Present: City Engineer Joe Wisniewski, Sr. Transportation Planner Dave Roth, and Sr.
Administrative Specialist Joe Patton.
Others Present: TTAC Council Liaison John Goodhouse and Tigard residents and future TTAC
members Maxine Chaney and Shawne Martinez.
1. CALL TO ORDER
Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held remotely using MS Teams
with a call-in number provided for the public.

The October 6, 2021 meeting Minutes were unanimously approved.
4. PUBLIC COMMENT / TTAC MEMBER ITEMS—N/A
George,Alan, and Ruth had items.
5. TTAC 2021 REVIEW & PREP FOR COUNCIL MTG
Dave reviewed agenda highlights from this year as potential topics for presentation to Council. Richard,
Ruth, and David volunteered to attend the joint meeting. Members suggested sharing information to
Council including metrics for attendance at the Tigard on the Move Equity Panel,TSP and Streets for
People TTAC support, and support of the bicycle rodeo.
6. STREETS FOR PEOPLE COUNCIL FEEDBACK
Dave briefly discussed the feedback from both the survey,included with the Agenda packet, and from
Council. Council expressed interest in continuing the program. Suggestions included follow up survey,
outreach to identify interested neighborhoods or representatives that would also be willing to volunteer
time to the program,look at how it can address sidewalk gaps,better infrastructure support, and better
connections to parks. The more permanent fixtures may be better suited to add to the traffic calming
measures. More discussion will take place at a meeting next year.
7. SIDEWALK INFILL—INTRO AND NEXT STEPS
Dave reviewed a presentation from 2015 and noted it needs updating to reflect the current program
costing, and updated gaps from the upcoming changes to GIS maps.There are additional data sources that
can be added including pedestrian and bicyclist counts. Current and potential future funding sources will
be updated as well.

8. DRAFT 2040 TRANSPORTATION SYSTEM PLAN
Feedback on the draft plan is due by November 15,2021 in advance of the Planning Commission public
hearing. Dave reviewed the Executive Summary presentation given to Council. The Planning Commission
will consider it on December 6, 2021 and if recommended for adoption Council will consider it on January
11, 2022. In response to a TTAC member question,Dave indicated that local funding is often leveraged as
a match for outside dollars such as grants for larger scale and cost projects identified in the TSP.
9. TTAC MEMBER ITEMS / UPDATES
A. Alan asked for an update on Frewing St. construction.Joe Wisniewski noted a design change was
found to allow the road to remain at least partially open for the remainder of the construction.
Costs exceeded estimates due to creek and stormwater modifications,but much of it was covered
by an approved CDBG grant increase.
B. George noted that he contacted the ODOT staff person in charge of closing the unmarked
crosswalk on Hall Blvd. to Metzger Park. She was newly appointed and will get back to him with
an update. Dave noted that the intersection there at Hemlock is in unincorporated Washington
County, but he has spoken to the staff person there and the county has joined in advocating for an
alternative to closing and prohibiting crossing there.
C. Ruth expressed concern about left turns from Dutch Bros. on 99 W near the Gaarde/McDonald
intersection. Dave spoke to ODOT and has not heard back.
