12/18/2021 - UPDATE: Homicide Victims Identified • Tigard Police Department f� NEWS RELEASE 13125 SW Hail Boulevard, Tigard, Oregon 97223 • www.tigard-or.gov/police FOR IMMEDIATE RELEASE December 18, 2021 Contact: Kelsey Anderson, Public Information Officer Tigard Police Department Phone: 971-708-2921 Email: Kelsey.Anderson@tigard-or.gov UPDATE: Homicide Victims Identified 12/18/21 Update at 3 PM: The victims in this case have been identified as Lacy Kitchens, age 26, and Frank Falcon-Delgado, age 45, who both lived at the apartment where they were found. 12/16/21 Update at 9 PM: At roughly 7:30 PM the suspect in this case was taken into custody by U.S. Marshals in the city of Sandy, Oregon. He has been identified as Ronald Terry Stephens (DOB: 12/24/1980). He is being charged with two counts of first-degree murder and will be transported to the Washington County Jail. Investigators believe he was known to the victims and this was not a random act. No additional information is being released at this time. 12/16/21 Original Release: Tigard Police officers and the Washington County Major Crimes Team are investigating a double homicide. At 11:59 AM, officers responded to reports of a shooting at The Birches, an apartment complex at 11485 SW Greenburg Road. Responding officers found a man and woman who died at the scene. An immediate search was conducted in the neighborhood for any potential suspect(s) but nothing was found. Based on the K9 track and witness statements, it's likely the suspect(s) left the area in a car. Investigators do not believe there is any ongoing safety threat in the immediate area. One lane of SW Greenburg Road is open in each direction to allow transit, school buses and other neighborhood traffic to get through the area while investigators remain on the scene, which may take several hours.
