Three Arrested in Interstate Organized Retail Theft Case
Tigard Police Detectives with the Commercial Crimes Unit (CCU) arrested three people in
connection with an interstate Organized Retail Theft investigation, who have now been
indicted on several charges.
On November 30, 2021, CCU detectives learned three men stole
thousands of dollars in electrical wire and tools from the Home
Depot Store in Tigard (14800 SW Sequoia Parkway). Detectives
learned the suspects were part of an Organized Retail Theft group
from California, who would travel from one store to the next
committing fraud up and down the West Coast.
Later that day (11/30), CCU detectives found the same suspects who
hit the Tigard store at a Home Depot in Beaverton. With the
assistance of Beaverton Police, all three suspects were taken into
custody and have been identified as Toni Rivera (DOB 2/10/93),
Property recovered at the scene. Fredi Rivera (DOB 1/17/96) and Efrain Martin, Jr. (DOB 6/22/93).
Three guns, suspected narcotics and at least $40,000 in property
were recovered at the scene (photo of property attached). All three have been indicted in
Washington County on charges of aggravated theft and felon in possession of a weapon.
The same suspects are believed to be responsible for roughly $100,000 in losses at Home
Depot locations in California, and additional thefts from stores in Washington. CCU
Detectives are working with interstate partners on this investigation and additional charges
may be pending.
