2.1 Appeal of TIGARD SENIOR AFFORDABLE HOUSING
DDR2021-00002, ADJ2021-00014 thru ADJ2021-00021
PROPOSAL: The applicant requests Downtown Development Review for the Tigard Senior Affordable Housing
apartments proposed at 8815 SW Omara Street adjacent to the existing Senior Center. The proposed design is a four-
story wood construction building with 58 one-bedroom units for seniors who are 62 years old and over. The building
will sit on a sloped site and a portion of the building will step down towards Fanno Creek to the north. The main
entry, located at the south portion of the ground floor, will align with the entry of th e Senior Center. The building will
be comprised of community rooms and other amenities whil e more units are provided in the north wing of the
building. Requested Adjustments include: 1. Front maximum setback, 2. Minimum 50% frontage, 3. Parking
Location, 4. Parking Screening, 5. Minimum Parking Requirement, 6. Roof Forms, 7. Open Space, 8. Minim um
Access Requirements.
LOCATION: 8815 SW Omara Street, South of Fanno Creek; WCTM 2S102DB TLs 00500
ZONE: MU -CBD: Mixed Use – Central Business District. The MU-CBD zoning district is designed to provide a
pedestrian friendly urban village in Downtown Tigard. A wide variety of commercial, civic, employment, mixed -use,
multi-family and attached single family residences are permitted. New development and re -development is required to
conform to the standards of Chapter 18.650.
SUB-AREA: Fanno - Burnham Street. The purpose of this sub-area is to provide an opportunity for medium-scale
residential or mixed-use development. Compatible mixed uses (live-work, convenience retail, office, and civic uses) are
encouraged on the frontage of Burnham Street. The area in proximity to Fanno Creek Park will be an opportunity to
create a high-quality residential environment with views and access to the natural amenity of Fanno Creek Park.
