(CTI), is pleased to submit this report summarizing the results of our limited geotechnical investigation for the proposed Pathfinder Way ADU Structure project. The project site is located at 10540 SW Pathfinder Way in Tigard, Oregon, as shown on the attached Site Location map, Figure 1. We performed our work in general accordance with CGT Authorization to Proceed & Work Order GP8062, dated May 14, 2018.Written authorization for our services was provided on May 16, 2018. 2.0 PROJECT INFORMATION Based on review of the project plans, prepared by Hayden Engineers, dated July 14, 2017, we understand the project includes construction of an accessory dwelling unit (ADU) north of the existing residential structure. The new building will be two stories in height, wood-framed, with a slab-on-grade first floor and a footprint of approximately 25 feet square. The approximate location of the ADU is shown on the attached Site Plan, Figure 2. The plans indicate the foundations were designed based on an assumed allowable soil bearing pressure of 1,500 pounds per square foot(psf). Although no grading plans have been provided, permanent grade changes at the site are anticipated to be minimal, with cuts and fills up to about 2 feet in depth. 3.0 SCOPE OF SERVICES To the best of our knowledge, a geotechnical investigation was not performed for this project prior to design. In order to provide an opinion of the appropriateness of the assumed allowable soil bearing pressure and develop geotechnical recommendations for subgrade preparation of foundations and floor slabs, a limited geotechnical investigation of the project site was performed. This report summarizes the results of our investigation and recommendations for the project. This current assignment was limited in terms of scope and did not include an evaluation of seismic/geologic hazards at the site, or recommendation for seismic design criteria. Accordingly, this evaluation is considered "limited". If these items are required, please contact the undersigned. 4.0 SITE DESCRIPTION 4.1 Site Surface Conditions CGT representatives visited the site on May 23, 2018, to perform a limited geotechnical investigation. At the time of our field investigation, rough grading of the building pad was underway. The site was covered with soil, short grasses, and straw, and exhibited an irregular surface. A localized rectangular excavation (filled with water) was located on the northeast portion of the site and broken sections of concrete had been placed to the southwest of that area. Box 230997,Tigard, Oregon 97281 ,v • Pathfinder Way ADU Structure Tigard, Oregon CGT Project No. G1804852 May 31, 2018 4.2 Field Explorations We explored subsurface conditions within the building pad area by advancing two hand auger borings (HA-1 and HA-2) to depths of about 6 to 91/2 feet below ground surface (bgs). The approximate locations of the borings are shown on the attached Site Plan, Figure 2. The borings were advanced using a manual, 3-inch-diameter, hand auger. Soils encountered within the borings were classified in general accordance with the Visual-Manual Procedure (ASTM D2488). An explanation of the Visual-Manual Procedure is presented on the attached Soil Classification Criteria and Terminology, Figure 4. A description of symbols used on our logs is presented on Figure 5. Disturbed (grab) samples of the soils encountered from within the borings were collected, stored in sealable plastic bags, and transported to our laboratory for further examination and testing. Following completion of logging, the borings were loosely backfilled with cuttings. Logs of the borings are shown on the attached Figures 6 and 7. In conjunction with the borings, we performed dynamic cone penetrometer tests to depths of about 10 feet bgs using a Wildcat Dynamic Cone Penetrometer(WDCP). The WDCP test is described in detail on the attached Figure 5. Results of the WDCP tests are shown on the respective boring logs. 4.3 Subsurface Conditions Silt Fill (ML Fill): Undocumented silt fill was encountered at the surface of each hand auger boring and extended to depths of about 2 to 4 feet bgs. Undocumented fill refers to materials placed without (available) records of subgrade conditions or evaluation of compaction. This soil was generally very soft, brown with some orange and dark gray mottling, moist to wet, and exhibited low plasticity. Organic Soil(OL): Underlying the undocumented silt fill in HA-2 was organic soil (topsoil). This material was generally soft, brown to black, wet, exhibited low plasticity, contained rootlets, and extended to a depth of 5 feet bgs. Silt (ML): Underlying the silt fill in HA-1, and underlying the organic soil in HA-2 was native silt. This material was generally gray to brown, moist to wet, and exhibited low plasticity. In HA-2, the upper 1-inch of this material contained heavy organics. This material extended to a depth of about 8 feet bgs in HA-2, and to the full depth explored in HA-1, about 6 feet bgs. In Ha-2, In terms of consistency, the upper 2'/2 feet of this soil was very soft. Below that depth in HA- 2, and below the organic soil in HA-1, this soil was generally medium stiff in terms of consistency. Sandy Silt(ML): Underlying the silt in HA-2 was native sandy silt. This material was generally medium stiff to very stiff, gray to brown, wet, exhibited low plasticity, and contained fine-grained micaceous sand. The sandy silt extended to the full depth explored in HA-2, about 91/2 feet bgs. Groundwater. Groundwater was encountered at depths of about 1 to 31/2 feet bgs within the borings advanced at the site on May 23, 2018. We anticipate groundwater levels will fluctuate due to seasonal and annual variations in precipitation, changes in site utilization, or other factors. Additionally, the native silty soils are conducive to formation of perched groundwater. 5.0 GEOTECHNICAL REVIEW &DISCUSSION As indicated above, we encountered very soft to soft, fill and native soils with varying amounts of organics extending to depth of about 5 feet bgs in our explorations. Below that approximate depth, we encountered native, generally medium stiff to better, silt to sandy silt (ML). Remediation of the soft and organic-laden soils is recommended in order to provide assurance of proper bearing support for the planned residential foundations and floor slabs. Geotechnical recommendations for remediation are presented later in this report. For footings founded as recommended in this report, an allowable soil bearing pressure of 1,500 pounds per square foot (psf) is appropriate for design. This bearing pressure is a net bearing pressure, applies to the total of dead and Carlson Geotechnical Page 2 of 6 Pathfinder Way ADU Structure Tigard, Oregon CGT Project No. G1804852 May 31, 2018 long-term live loads, and may be increased by one-third when considering seismic or wind loads. For foundations founded as recommended above, total settlement of foundations is anticipated to be less than 1 inch. Differential settlements between adjacent columns and/or bearing walls should not exceed 1/2 inch. Dewatering of temporary excavations extending below the groundwater level may be problematic due to the anticipated moderate transmissivity of the near-surface silty soils. Geotechnical recommendations for temporary excavations and dewatering are presented in Section 6.2 of this report. Recognizing relatively shallow perched groundwater was encountered at the site, we recommend perimeter footing drains be incorporated into construction of the ADU building to help provide means for diverting near-surface groundwater away from the foundations. Recommendations for perimeter foundation drains are presented in Section 6.5 of this report. 6.0 GEOTECHNICAL RECOMMENDATIONS 6.1 Building Pad Subgrade Preparation Due to the presence of relatively shallow groundwater and moisture sensitivity of the near-surface soils, placement of a geo-grid reinforced, granular mattress below the building is recommended. Construction of the geo-grid reinforced, granular mattress should include the following: • Over-excavating the existing very soft to soft, fill and native soils to a minimum depth of 5 feet below existing site grades. The over-excavation should extend a minimum of 3 feet laterally around the building pad footprint. Geotechnical recommendations for use in planning of temporary excavations are presented in Section 6.2 of this report. The geotechnical engineer or his representative should be contacted to observe (probe) the finished building pad over-excavation to confirm suitable subgrade conditions. • Placing non-woven geotextile separation fabric over the exposed subgrade and sidewalls of the over-excavation. The geotextile fabric should be in conformance with Section 02320 of the current Oregon Department of Transportation (ODOT)Standard Specification for Construction. • Installing a layer (or multiple layers) of geo-grid, such as Tensar Tri-Ax TX140 or TX160 grid or approved strength equivalent, over the geotextile fabric. The geo-grid should be installed and overlapped (where necessary) in conformance with the manufacturer's recommendations. • Placing and compacting imported granular fill to serve as engineered fill and return grades to design subgrade elevations for shallow foundations and floor slabs associated with the ADU building. The crushed rock should be in conformance with the recommendations presented in Section 6.4.2 of this report. 6.2 Temporary Excavations 6.2.1 Overview Conventional earthmoving equipment in proper working condition should be capable of making planned cuts as discussed earlier in this report. All excavations should be in accordance with applicable OSHA and state regulations. It is the contractor's responsibility to select the excavation methods, to monitor site excavations for safety, and to provide any shoring required to protect personnel and adjacent improvements. A "competent person", as defined by OR- OSHA, should be on-site during construction in accordance with regulations presented by OR-OSHA. CGT's current role on the project does not include review or oversight of excavation safety. 6.2.2 OSHA Soil Types For use in the planning and construction of temporary excavations up to 8 feet in depth, an OSHA soil type "C" should be used for the existing fill materials and native soils. We anticipate instability of the site soils will occur, particularly Carlson Geotechnical Page 3 of 6 - - Pathfinder Way ADU Structure Tigard, Oregon CGT Project No. G1804852 May 31, 2018 where excavations extend below the groundwater level. If seepage is encountered that undermines the stability of the excavation, or caving of the sidewalls is observed during excavation, the sidewalls should be flattened or shored. 6.2.3 Dewaterinq As indicated above, groundwater was encountered at depths as shallow as about 1 foot bgs in our explorations. The soils encountered near-surface generally have relatively high fines content and are anticipated to exhibit low to moderate rates of transmissivity. Pumping from sumps may be effective in removing groundwater within shallow or localized excavations at the site. Pumping from multiple well points will likely be required for larger excavations. The sumps or wells should be installed to remove water to a depth of at least 2 feet below the lowest elevation of the excavation, and should be installed and put into operation prior to commencing excavation. The project civil engineer should be consulted to review requirements for disposal of resultant discharge. In order to refine groundwater levels and estimate flow rates, piezometers or well points could be installed and drawdown tests could be performed prior to, or at the onset of, construction. 6.2.4 Utility Trenches Due to the soft near-surface soil conditions, caving is anticipated in excavations extending more than a few feet below the ground surface, particularly those extending below groundwater. If seepage undermines the stability of the trench, or if caving of the sidewalls is observed during excavation, the sidewalls should be flattened or shored. Trench dewatering will likely be required in order to maintain dry working conditions, particularly if the invert elevations of the proposed utilities are below the groundwater level. A discussion of dewatering of temporary excavations is presented in Section 6.2.3 above. 6.2.5 Excavations near Foundations Excavations near footings should not extend within a 1 H:1 V (horizontal:vertical) plane projected out and down from the outside, bottom edge of the footings. In the event that excavation needs to extend below the referenced plane, temporary shoring of the excavation and/or underpinning of the subject footing may be required. The geotechnical engineer should be consulted to review proposed excavation plans for this design case to provide specific recommendations. 6.3 Wet Weather Considerations The native silty soils (ML) are susceptible to disturbance during wet weather and when subjected to undue wetting. Trafficability of these soils may be difficult, and significant damage to subgrade soils could occur, if earthwork is undertaken without proper precautions at times when the exposed soils are more than a few percentage points above optimum moisture content. Given the presence of nearby pavements, we do not anticipate the site soils will be subjected to significant, wheeled construction traffic. We anticipate excavation and grading will be performed using track-mounted excavators, and any materials hauled off site will be loaded into trucks that will remain on the adjacent paved driveway. If finalized project plans include constructing staging areas for equipment or materials, the geotechnical engineer should be consulted to provide additional recommendations. 6.4 Structural Fill 6.4.1 On-Site Soils Recognizing their soil moisture sensitivity, relatively limited working space at this site, and other special considerations; we do not recommend the on-site materials be re-used as structural fill. We recommend using imported granular material for structural fill as described below. Carlson Geotechnical Page 4 of 6 Pathfinder Way ADU Structure Tigard, Oregon CGT Project No. G1804852 May 31, 2018 6.4.2 Imported Granular Structural Fill Imported granular structural fill should consist of angular pit or quarry run rock, crushed rock, or crushed gravel that is fairly well graded between coarse and fine particle sizes. The granular fill should contain no organic matter, debris, or particles larger than 11/2 inches, and have less than 5 percent material passing the U.S. Standard No. 200 Sieve. The percentage of fines can be increased to 12 percent of the material passing the U.S. Standard No. 200 Sieve if placed during dry weather, and provided the fill material is moisture-conditioned, as necessary, for proper compaction. Granular fill material should be placed in lifts with a maximum thickness of about 12 inches, and compacted to not less than 90 percent of the material's maximum dry density, as determined in general accordance with ASTM D1557 (Modified Proctor). 6.5 Shallow Foundation Perimeter Footing Drains Recognizing the fine-grained nature of the native soils and presence of relatively shallow groundwater in our explorations, we recommend placing perimeter foundation drains at the exterior, base elevations of continuous wall footings. Foundation drains should consist of a minimum 4-inch-diameter, perforated, HDPE (High Density Polyethylene) drainpipe wrapped with a non-woven geotextile filter fabric. The drains should be backfilled with a minimum of 2 cubic feet of open graded drain rock per lineal foot of pipe. The drain rock should be encased in a geotextile filter fabric in order to provide separation from the surrounding soils. Foundation drains should be positively sloped and should outlet to a suitable discharge point. The geotechnical engineer or his representative should be contacted to observe the drains prior to backfilling. Roof drains should not be tied into foundation drains. 7.0 LIMITATIONS&CLOSURE At our client's request, the scope of our evaluation was limited to the scope of services described in this report. Other geotechnical considerations described in the 2017 Oregon Residential Structural Code (ORSC) have not been addressed. Accordingly, this evaluation must be considered "limited". A more comprehensive evaluation may be completed if requested by our client, for an additional fee. Such evaluation would include, but not be limited to: assessment of seismic/geologic hazards at the site, recommendations for seismic design criteria, and other geotechnical considerations. The responsibility for determining the sufficiency of our evaluation to meet the project needs rests solely with the owner and not with CGT. Please contact us if additional evaluation is desired. The observations of existing conditions at the time of our site visit were based solely on visual methods. Our report pertains to the locations observed at the time of our visits only. Accordingly, the limitations of this limited geotechnical investigation must be recognized. An investigation using power boring equipment to explore subsurface conditions at greater depth could be conducted if it is desired to further define the risk of unforeseen geotechnical issues or seismic hazards at this site. This report has been prepared for use by the owner/developer and other members of the design and construction team for the proposed development. The opinions and recommendations contained within this report are not intended to be, nor should they be construed as, a warranty of subsurface conditions, but are forwarded to assist in the planning and design process.
