11/08/2021 - Minutes e r—77-1 7TIGARD Public Safety Advisory Board Meeting #22 November 8, 2021 — 5:00 pm-7:00 pm Agenda 5:00-5:05 Welcome, Centering Exercise, Roll Call Meeting called to order at 5 p.m. Reminder to the PSAB members to sign up for laser shot training. Other members have found the training extremely helpful. Welcome by new Chair Shaun Stuhldryer and Vice Chair Danny Rauda. Facilitator called on to do Roll. Absent: Commander McDonald Justin Low Valerie Sasaki Centering exercise led by Chair Stuhldryer. 5:05-5:20 Public Comment Written public comment by Margaret Ryan.Jeff Mott and Patty Lofgren volunteered to respond to Ms. Ryan's letter. They recognized the letter as a "powerful" statement. No requests to speak. Future comments can be emailed to Eduardo Ramos, eduardor@tigard-or.Rov 5:20-5:30 Chief's Update with Chief McAlpine Chief requested help connecting with the community. Identify places and groups to connect with. Officers and/or PSAB board members can do a panel style. Help new officers connect. Two deceased bodies along Fanno Creek Trail at different times. One by City Hall another by Hwy 99. Both unhoused residents. Passed away due to natural causes. No security issues to the public. Our unhoused residents are in great need. 5:30-6:00 Continue Conversation about Use of Force Recommendations Four use of force recommendations discussion. Breakout rooms. Group 1: Recommendations need clarification. The information that would go to the media would be different than the one going out to the public. Crisis communication strategy for various scenarios. Group 2: Didn't talk specifics.Talked more about the crisis communication strategy.Group talked about existing infrastructure and building off it. A two-way relationship with community members to get the message out. An online presence is also necessary. Transparency is the most important. Prepare for the next incident. Group 3: Discussion about tools already available.Would like to see further inventory of tools/team to find deficiencies. Has anything changed since the Officer Involved Shooting? Summary: Transparency. More info on existing systems. Role it played in the Officer Involved Shooting. The lack of identified community partners continues to be an issue. At the City of Tacoma, they had assigned liaisons to communicate a significant event if it affected their community. TTSD could be a partner in communicating significant events to the community. Online presence is increasingly important. It needs to be evaluated as well. 6:00-6:20 Use of Force Recommendations Vote Recommendation 1: Identify providers of or internally develop cross-cultural communication. VOTE Unanimous approval. Board member Low: Overall goal is to reduce incidents against persons of color. Recommendation 2: Release, anonymized, updated use-of-force data quarterly, instead of annually. Recommendation 3: Investigate adding 4 hours of practical, hands-on force on force training per year.This could raise the required training hours to 12. The text needs to be edited. New version reads: We recommend the Tigard Police Dept. release one-year of use-of-force data quarterly. Chief: Needs time to evaluate if she can reasonably implement this recommendation. Newton: City Council will have questions around feasibility. Stuhldryer: Concern about implementation lift. The Board can revisit the second recommendation at a later date. The recommendation needs to be changed before coming back.A failed recommendation cannot return in an unaltered state. Second by Stuhldryer. Board Member Brown will lead the effort to review and rewrite. Newton: Budget considerations should be accounted for these recommendations. Chief: Budget prep is underway.Will take recommendations and evaluate them. If accepted, will analyze fiscal impacts. If not adopted, PSAB could escalate it to City Council. Budget impacts are critical and need to be considered. The second recommendation is tabled. 6:20-6:45 Prioritizing Topics for the New Year The PSAB is reaching its deadline of June 2022. The Board needs to prioritize the topics it wants to cover and how much time to allocate. Newton: Do we actually have a hard stop? If we need more time, can we add a few months? I wouldn't want the Board to feel rushed. I also understand the time commitment people have made. Lofgren: Does Chief McAlpine have recommendations on what to prioritize? Chief: WA County Mental Health Response Team should come to present.Tigard is now a member and they have relevant information to earlier conversations. O'Brien: We need to cover traffic stops. Breakout rooms. Groups will prioritize and report in large group. Group 1: Social justice is a priority.Within social justice, mental health and homelessness stand out. Increase in crime with decriminalization of drugs.Traffic stops. Group 2: Mental health and homelessness. Youth in Tigard. Traffic stops. Officer appearance. Group 3: Mental health and homelessness. Youth in Tigard. Student Resource Officer.All points are important, and we feel like extending the timeline may be needed. 6:45-6:55 Opportunity to Discuss Current Events and How They Affect Tigard Chair Stuhldryer invited members to an open conversation of events or relevant issues. The experience was useful, and all members should participate. Shaun Stuhldryer—Witnessed someone experiencing a crisis. They were using slurs against the LGBTQIA+community. Seems to be a growing issue. John Trinh—Just Compassion offers seasonal shelters for people who need it. Spread the word about winter shelters and laundry. Jimmy Brown—Just compassion is locally oriented.
