Meeting Minutes
October 6, 2021
Members Present: Carine Arendes, George Brandt, David Burke,Alan Eckert, Carl Fisher, Ruth
Harshfield (Chair),Michael Hendrickson (alternate), Richard Keast (Vice Chair), Serge Killingsworth,
Holly Koontz, and Lindsey Wise.

Staff Present: City Engineer Joe Wisniewski, Sr. Transportation Planner Dave Roth, Safe Routes To
School Coordinator Hendrik Broekelschen, and Sr.Administrative Specialist Joe Patton.
Others Present: TTAC Council Liaison John Goodhouse.
1. CALL TO ORDER
Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held remotely using MS Teams
with a call-in number provided for the public.

The September 1, 2021 meeting Minutes were unanimously approved.
4. PUBLIC COMMENT / TTAC MEMBER ITEMS
Serge and George had topics.
5. BOARD AND COMMISSION RECRUITMENT
Dave discussed the new recruitment process which was designed to align with the Strategic Plan goals
around accessibility and equity values as well as creating a more consistent process for all boards,
committees, and commissions. The application deadline was extended to October 3, 2021.
6. SAFE ROUTES TO SCHOOL AND PARENT TRAFFIC
Hendrik gave a brief Safe Routes To School (SRTS) update including programs schools chose and TTSD
Traffic Congestion issues. A meeting is scheduled with the TTSD Operations Administrator Jarvis Gomes
to discuss SRTS messaging to help alleviate some of them.
7. STREETS FOR PEOPLE END-OF-SEASON REPORT
Dave discussed the report including the Program Objectives. Implementation, 2021 Location Selection,
TTAC Support, Engagement, and Challenges. Broader notification will take place in future years. The
surveys were anonymous. It was possible for the same person to submit responses more than once.
Continued vandalism and theft of signs was a big challenge on Fern St. Dave will share all the comments
with TTAC. Dave will be presenting the report to Council on October 26 and TTAC comments are
welcome. Dave will send details on joining the meeting via email.

8. TRANSPORTATION SYSTEM PLAN UPDATE
Dave noted he will give Council a briefing on October 26. A Planning Commission public hearing is
scheduled for December 6 and if approved a Council public hearing will occur January 11, 2022. He
shared a few of the slides from the briefing including the Public Involvement Summary, how the TSP
advances Tigard's Strategic Vision, 2040 Constrained Project List by Mode and maps of the current
Pedestrian Network sidewalks,Active Transportation Demand Analysis, proposed future Pedestrian
Network, the current Bike Network,Bicycle Level of Traffic Stress along Designated Bike Routes,
proposed Bike Network,proposed Bike Network in the Triangle area, Existing Transit,proposed Transit
Network,Tigard Functional Classifications,Tigard Designated Truck Routes, Stronger Streets Projects,
Active Transportation&Connectivity Projects, and the future Transit,TSMO, and Study Area Projects.
Dave will send details on joining the Planning Commission and Council meetings via email.
9. UPCOMING 2021 TTAC CALENDAR ITEMS
The November meeting will include topics for the joint meeting with Council in December,which will
take the place of the regularly scheduled December TTAC meeting.
10. TTAC MEMBER ITEMS / UPDATES
A. Serge asked about a way to report potholes and bicycle and pedestrian issues.Joe Wisniewski noted
there is a way to report issues on the current Tigard website and improvements are planned.
B. George shared a series of YouTube channels (https://www.youtube.com/c/NotjustBikes) that
has a lot of information.
C. Dave noted ODOT is seeking feedback on proposed Hall Blvd. improvements. He will invite
Washington County staff to a TTAC meeting next year to discuss MSTIP projects which will have
a stronger equity component. The Department of Land Conservation Development (DLCD) is
conducting a rule making process to better address climate issues. Dave will share some links via
email.

"My husband and 1 decided to change up our daily walking routine. We
decided to walk the Fanno Creek Trail system. Our reluctance in the past has
been walking on the street. However, we have been very impressed with the
signs cautioning walkers and drivers. Overall, 1 see people slowing down and
we feel safe. Love the fact that the city of Tigard is focusing on making our
area so walkable."
"The signs are too for into the street on an already too narrow road making it
unsafe for everyone. That road has minimal lighting and no sidewalk. Itis
beautiful but without further safety measure it should not be used for both

traffic calming amenities placed on Fern St. I know the
traffic dept surveys appear to show a reasonable amount
of traffic at reasonable speeds,but that is NOT the
experience of people who live on this street.Thank you
