10/13/2011- Minutes TIGARD PUBLIC LIBRARY BOARD MINUTES Thursday, October 13, 2011 Call to Order: 7:00 p.m. Roll Call Present at the meeting: Board members Laura Cadiz, Scott Hancock, Linda Monahan, Cecilia Nguyen, Dan Snyder, John Storhm; Alternates Katie Harris and Stephanie Carter; Library Director Margaret Barnes and Executive Assistant Alison Grimes. David Burke was excused; Vice Chair John Storhm chaired the meeting. Minutes The September 8, 2011 Board meeting minutes were reviewed and, there being no additions or corrections, were approved as read. Call to the Public Mark Gottschalk, Adult Services Reference Assistant, was tonight's staff guest. Gottschalk joined the Library staff in June, his second public library position. Graduating with his MLS in December, Gottschalk enjoys sports and dealing with patrons. The bulk of his day is working with patrons at the Adult Reference Desk, dealing with anywhere from 30 to 100 people a day, but he also updates the weekly events sign and the Library's social media sites. Responding to a question from the Board, Gottschalk noted that patrons' violation of the cell phone policy is annoying because of the impact on other patrons. Library Operations September's monthly statistics were handed out by Barnes. A variety of programs were offered in September: Tigard Reads theme this year was space and the adult read was The Right Stuff by Tom Wolf. Teen and children's books carried through with the same theme. International day drew a nice crowd who came to hear and watch Brothers of the Baladi and Painted Sky. The Friends of the Tigard Library book sale netted over $6,500. A new City Manager was hired. Martha (Marty) Wine is scheduled to begin December 1. TIGARD PUBLIC LIBRARY BOARD MINUTES Thursday, October 13, 2011 Library Policies Review Three policies were on the agenda for review: Borrowing Materials, Cell Phone and Exhibit and Display. It was noted that, under Renewals in the Borrowing Materials policy, the renewal period was incorrect; the current policy states items can be renewed up to two times instead of the recently-changed four time renewals. Motion to approve Borrowing Materials Policy with the noted change from two to four week renewal periods. It was discussed and agreed to change the last sentence in Section II, B to read: "The decision of the Library Board will be final". Section ll, C will be divided into two sections. Instead of: C. Displays and exhibits will be accepted as long as they do not interfere with the daily conduct of library business and as long as it is made clear that the library does not necessarily endorse their contents or points of view. Displays and exhibits will be approved and scheduled as space permits. The sponsoring group or individual is responsible for creating the display, setting it up according to schedule, and removing it before the next scheduled display or exhibit. it will become: C. The fact that an organization or person is permitted the use of a library exhibit area does not in any way constitute an endorsement by the library of their policies or beliefs and no claim to that effect may be used in advertising. Under I, B the Board wished to add "individuals or" to B. When not being used to promote library-related or City of Tigard activities or services, display and exhibit spaces are available to individuals or community groups engaged in educational, cultural, intellectual or charitable activities and will be provided on an equitable basis to any such group which goes through the application process. The library reserves the right to designate and limit space, size, and location of displays or exhibits. These requested changes require approval by the City Attorney. The Board will suggest any final changes during the November meeting and the policy will be forwarded to the City Attorney for review and approval. Along with the Exhibit and Display Policy, the next three policies for review will be: Library Use Interlibrary Loans Posting and Display of Materials Other Business • Library Trends — Discussion on the updated Kindle which now offers three new models. Barnes also spoke briefly about the Libraries of Oregon website: www.librariesoforegon.org.
