CALL TO ORDER: Chair Pro Tem Kate Ristau called the meeting to order at 6:32 p.m. 2. Reh, Confidential Executive Assistant 3. APPROVE LIBRARY BOARD MINUTES The minutes from the August 11, 2021 Tigard Public Library Board meeting were reviewed. No changes were suggested. MEET THE TEAM: SANDY MACKE-CATALOGING LIBRARIAN Our guest at this meeting was Sandy Macke. Sandy hired on with us as a Senior Library Assistant on August 27, 2019. She was recently promoted to Cataloging Librarian on June 21, 2021. She catalogs books and physical materials that are added to our collection. She is also responsible for processing all the Interlibrary Loan (ILLS) materials that are requested by our patrons. AGENDA ADDITIONS AND DELETIONS No adjustments were suggested. 6. LIBRARY OPERATIONS An update on statistics, programs, activities, personnel, and decisions made since the August meeting were presented. We have entered a service level that has been deemed 4.5. We have returned to our full pre-COVID service hours but will not be able to re-introduce all our in-person programming yet. The surge in the Delta strain cases of COVID has caused us to postpone indoor programming. Teammates have been able to provide some outdoor programming opportunities like story time and crafts that will continue until weather conditions turn cold and rainy. We now have 53 volunteers providing active service both inside and outside the building. The equipment for hybrid meetings has been installed. Hybrid meetings will allow some members of the Board to attend in person, while others connect remotely. Again, due to the surge in COVID cases, the City will not hold hybrid meetings until at least January of 2022. Chris Allen inquired about the impact of materials being returned on time now that we are fine-free. Director Bernard stated it is too soon to gather significant statistics, but it is in the works. Being fine-free has had a significant effect on improving the financial barrier that caused an inequity of services for some patrons. Director Bernard shared a brief update on City projects including: 1.) Anti-Racism Action Plan https://www.tiaard-or.aov/racial-equity/ 2.) City Facilities Consolidation https://www.tigard-or.gov/facilities/index.php 3.) Council Goal 1: Tigard Homelessness Response-Encampment Project 4.) Library Backyard: https://www.engage.tigard-or.gov/backyard 5.) Library front landscaping project: Facilities has hired some temp help who will be able to finish the work on our drip system. 6.) Opportunity Cafe: Israel has acquired the espresso machine and is learning the ins and outs of being a barista. The cafe space will be 'lucha libre' themed. The name of the cafe will be EI Cuadrilatero. LIBRARY PUBLIC POLICY UPDATE DISCUSSION A. Unattended/Vulnerable Child Policy The Board reviewed and discussed the Unattended/Vulnerable Child policy. This policy was last reviewed on January 8, 2020. Motion by Shirley Edwards. Second by Elena Knepprath to approve and readopt the Unattended/Vulnerable Child policy. Motion was approved unanimously. 8. ALA POLICY REVIEW A. American Library Association (ALA) Freedom to Read Statement The ALA Freedom to Read Statement was last reviewed by the Library Board on August 14, 2019. Motion by Chris Allen. Second by Candice Coleman to endorse and reaffirm the ALA Freedom to View statement. Motion was approved unanimously. 9. OTHER BUSINESS No other topics of business was discussed. 10.
