I have completed preliminary intake review of the application and plans submitted for this project to convert a 5- bedroom dwelling and garage to a 9-bedroom dwelling, with 5 bedrooms or less to be used as an adult foster care home for building review under the residential code. Here is a list of items that are required and/or for informational purposes: • CWS Service Provider Letter: Please obtain a service provider letter from Clean Water Services: https://www.cleanwaterservices.org/documents-forms/pre-screen-form/. When you receive the letter, please send it to tigardbuildingpermits@tigard-or.gov.This won't delay processing of your permit, but is required prior to permit issuance. • Water Meter Worksheet: Please complete the attached water meter worksheet and email to our Utility Billing Division (UB) UBOnlinepav@tigard-or.gov for review if the current water meter can accommodate added plumbing fixtures. The current water meter is 5/8", and according to the attached file it is estimated that you will need to upsize to a 1" meter, without including the hose bibs. Per the development code,a 2"d kitchen with a range in a residential dwelling requires land use approval and an accessory dwelling permit. Per the City of Tigard building records,we do not find any permits for this 2"d kitchen dating back to 1983 when the property is shown as annexed into the city. It may be necessary for you to check with Washington County records to locate building permit information from 1965 (year built) through 1983 to see if there are permit records for this 2"d kitchen. If you have any questions about this development code requirement, please contact the planner on duty at TigardPlannerOnDuty@tigard-or.gov. The permit application is being routed to the planning division for completeness review. First off,this is our first time remodeling a home into an adult foster home, so this is a learning curve for us. We revised the building plans because we remembered most residents prefer private bathrooms. Sorry for the inconvenience that caused, but we want to get this right the first time. We bought the home in May of this year and the previous owner did not disclose about the excessive reimbursement fee. Our original plan was to have a resident manager manage the house, but she will not be getting the COVID vaccine because of personal reasons. There is a mandate from the governor's office that started today that all caregivers in adult foster homes must be fully vaccinated. So that is why we have made the decision to move into the home until we find a qualified resident manager who's fully vaccinated. We do indeed have two other foster homes, one in Portland and one in Tigard. We opened our Portland home fours ago and are experienced caregivers. In the Oregon adult foster care system there are three levels of adult foster homes; one, two and three. We are licensed at our other two homes to care for residents in level three and below.The seniors we serve have pre-existing medical conditions ranging from high blood pressure to dementia. Some of our residents are level one or two and freely move around the home and even help with cooking if they would like. We work to promote their independence and assist them with the activities of daily living. We are licensed by DHS and the maximum number of residents is 5. DHS will also allow you to have one to two room and board residents if the home allows for it.The key difference between a larger assisted living facility and an adult foster home is that it's a home-like 1 environment in a residential neighborhood. Many residents and their families prefer that because it's more homey and • personal. Some of our residents who are independent leave the home for a few hours at a time to go visit family or friends or to run errands.This is not a facility,this is a residential, home-like environment. Regarding the sewer connection and reimbursement district loan request, according to email from Jared Isaksen on 9/7/2021 you do not qualify for the city loan as there are several conditions that cannot be met(owner occupied, current owner did not hold title to property at time of reimbursement district establishment). Throughout multiple communications about this project, there have been several changes regarding the scope of work. At first, it was described as converting an existing residential dwelling and garage into a 9-bedroom adult foster care facility under the residential building code for 5 or less patients, plus 'room and board' patients allowed as defined by Washington County Health, and that there may, or may not be, any care givers staying overnight onsite as it is not required for the type of patient care to be provided. I was also informed that you had two other adult foster care facilities in the area and that you live in another home in Tigard. The original plans submitted were revised to an 8-bedroom dwelling, with the 2 bedrooms/2 bathrooms in the garage, and revised a bedroom/storage area in the basement to a large suite with it's own bathroom for patients who wanted to have a spouse/guest stay overnight. Per your email below, now you have indicated that you will live onsite in the basement and all 5 patient rooms will be on the main upper floor. Due to recent code changes, fire sprinklers are required for new adult foster care facilities. Plans examiner Allyson Armstrong will respond to confirm requirements, regardless if the dwelling is occupied by the property owner or not. Here is some history about this project. Beth and her husband Ron submitted plans to convert this 5-bedroom/3- bathroom home into an 8-bedroom/6-bathroom home for an adult foster care home that will house no more than 5 patients. They originally submitted plans for a 9-bedroom/4-bathroom home, but submitted revised plans for 8- bedrooms/6-bathrooms today and the plans have been routed for building review. The property is on a septic system and in a reimbursement district so I contacted Ron Price at Washington County Health to see if it was possible for them to continue using the septic system given their plans for the property. Ron Price said it was unlikely because of the additional use for laundering bedding, clothing, etc. plus the sanitization products and possible medications that would be introduced to the septic system that could prevent it from working properly. He also said that he would have to reach out to DEQ or CWS for further review and that since there is public sewer within 300' they would likely be required to connect. In the meantime, Beth and Ron have spoken with 'Larry' at Washington County Health and they told him that their patients would be wearing adult diapers that would minimize the waste, and Larry said they may be able to approve upgrades to the current septic system if the City of Tigard approves. For now, Beth and Ron would like to avoid the cost of the sewer connection and reimbursement fees, and they plan to connect after 2026 when the reimbursement district fee expires. Below is a list of estimated fees if they are required to connect to public sewer. My question is,does this scope of work constitute 'development' as described in the city development code that would require the reimbursement district fees to be paid in full? In our permit system, it shows the fees are still outstanding which is odd since this home sold a few months ago and the title company usually requires the reimbursement district fees to be paid. Can you please check to see if, 1)the fees were actually paid,and 2) if not,will they be required to be paid for the development as an adult foster home?
