11 001 January 17, 2003 Honorable Drs. H. Achmad Amins M.M. Walikota Kota Samarinda RE: INVITATION TO VISIT THE CITY OF TIGARD, OREGON, USA Dear Honorable Walikota: Greetings! I hope that you are enjoying good health and that the new year looks prosperous for you and the City of Samarinda. I and my fellow officials of the City of Tigard and Washington County are very enthusiastic that the exchange that we have been engaged in over the past year has been so productive. Those of us who have had the pleasure of visiting with you in Samarinda, and those who hosted your delegates last June, have truly been enriched by the experience. We look forward to the next phase of the exchange scheduled for February 2003. On behalf of the Tigard City Council, it is again my privilege to extend an invitation to the City of Samarinda to visit Tigard to continue our dialogue and carry out the programs outlined in the Memorandum of Understanding signed in Samarinda last February. The visit will allow us to continue the progress already made toward completing these tasks through the International City-County Management Association (ICMA) City of Tigard— Kota Samarinda Resource Cities Program. I would like to invite the following individuals to visit Tigard in February 2003: 1) Mr. Syaharie Jaang, Vice Mayor 2) Mr. Fathurrachman Alhinduan, Director of the Samarinda Water Company 3) Mr. Muchransyah, Assistant to the Mayor on city development affairs In addition, we look forward to a future visit of delegates in March 2003. I understand those delegates are likely to be Mr. Fauzi Jailani of the Samarinda City Council and/or Mr. Saiili, City Secretary, and/or Rusman Yakub of the City Council. Honorable Drs. H. We plan to continue discussions and training on citizen involvement techniques, share information on financing water facility improvements,provide public official communication skill training, and discuss the possibility of a"Sister City/County"relationship to extend beyond the conclusion of our Resource Cities Program. Finally,please consider this invitation to also include in the delegation ICMA program staff Kemal Taruc and Sopialena, our valued friends who have been very instrumental in making the exchange a success. I look forward to the next phases of our exchange and the benefits that both Tigard and Samarinda derive from our cooperative efforts. Best wishes, William A.
