Samarinda, East Kalimantan-Tigard, Oregon Samarinda, East Kalimantan — Tigard, Oregon
Activities:
1. The fifth exchange took place this quarter on September 12 — September 22, 2003 in Tigard,
Oregon.
Samarinda were representated by Mr. Muhammad Saili, the secretary of the mayor of Samarinda,
Mr. Faturrahman Alhinduan, a director of Water Supply Departement, and Mr. M. Fauzi,
Commision head of legislative body.
This exchange was a colaborative exchange between ICMA and TNC (The Nature Conservancy)
of Eat Kalimantan as the same project under USAID. While ICMA has this exchange, TNC did a
collaboration with ICMA to provide the delegation to learned about the best practices of the zoo
in Seatle especially about orangutan management since Samarinda has been establishing
Samarinda zoo (Kebun Raya Samarinda that has orangutan as one species in their zoo).
In Tigard, Mr.M. Saili did the presentation about the recent condition and the policies of
Samarinda city to give a brief understanding to city hall staff about Samarinda, on September 15,
at city hall conference room.
On the same day, Faturrahman Alhinduan gave the presentation about water system in
Samarinda to give more understanding about the condition and the problems of Samarinda city.
In this exchange, Samarinda delegation gains so much understanding about best practices in
water system and how or where they should involve the community in the process of decision
making. The organisations that really helped to this exchange were beside city hall staffs, but
also Murray Smith Company (consultan of planning in water system for Oregon),Watershed
Management Division of Tualatin Wate Supply Company, Joint Water Commission of Oregon,
Shaun Piggott Association, representing of utility and infrastructure finance, Winsville water
Treatment Plant, and Waste Water Treatmen Plant in Oregon.
Results:
The delegation learned about the water system and the community involvement and how it can
work with the local government and local community in order to apply a best practice for water
system management.
When the Samarinda delegation come back to Samarinda city, Mr. Saili conduct the stakeholder
meeting on September. The meeting was attended by stakeholders in related to water system in
Samarinda, included the contractor and consultan of water system in Samarinda, also attended by
the legislative body. The purpose of the meeting was to give the overview to the stakeholders
about what the delegations learned in Oregon and try to get the a better system in Samarinda,
especially related to community involvement (eg. How to make a better understanding from the
community about why the water rate increase)

2. The sixth exchange took place this quarter on October 16 — October 24, 2003 in Samarinda,
East Kalimantan.
Tigard City was representated by William Monahan, the city Manager of Tigard, Ed Wagner, the
director of Water Supply Departement of Tigard, and Phil Smith, the expert from Murray Smith
Company. They delivered their expertice in water system of Tigard to the key staffs of Water
Supply Departement in Samarnda.
During the exchange, Tigard and Samarinda also held their local Innovative Practices
Symposium on October 20, at the city hall conference room Samarinda. The symposium was
opened and facilitated by M. Saili, the secretary of the mayor and Mochdar Hasan, the head of
Planning Board Institution of Samarinda. Presentation for Samarinda were made by Mr. Rusman
Yaqub and Prof. Suyitno on Community Involvement and Dispute Resolution, the member of
legislative body and the lecturer of Mulawarman University, Mr. Mochdar Hasan on Community
Awareness, head of The Planning Board Institution, Mr. Ali Fitry on Budget Performance of
Samarinda, Head of Budget and Finance of Samarinda, Mr. Faturrahman on water system,
director of Water Supply Departement of Samarinda. Each presenter gave an overview of what
had been achived in their departements over the past two years and ended with questions and
answers.
The tigard delegation also give a presentation about what have been done by this partnership, and
what they have been provided for Samarinda city.
The symposium was attended about 90 participants. In addition to the city staff and city council
member, it was also attended by representative of local community, local universities and local
NGO's.
Results:
The focus on this trip is more about water system in Samarinda. The delegation of Tigard
observed the condition of water supply and system in Samarinda. The intensive meetings also
held with the intensive discussion to improve the water system in Samarinda, by giving the
examples in Tigard or Oregon State cases.
On the last day of visit, wrap-up meeting focusses on the extention focus area that need to be
learned by Samarinda city and provided by Tigard city if they can get extention from USAID for
this extention of the partnership. The mayor of Samarinda stated that the partnership has strongly
influence to Samarinda development and improvements, and assigned the meeting room A in
city hall was a room named "Tigard Room"to remind them about the supports that already
given by Tigard city. In this meeting was attended by the mayor of Samarinda, and the meeting
was facilitated by Muhammad Saili, secretary of the mayor and Mochdar Hasan, head of
Planning Board Institution.
Inputs has gained from the participants for the focus area of the extention partnership between
Samarinda and Tigard.
Next steps:

Tigard and Samarinda will work together in making a proposal to ICMA/USAID to propose of
getting extention of the partnership. They really want to achieve more from this partnership.
Pasir, East Kalimantan — Coquille, Oregon
Activities: The sixth exchange took place this quarter on September 26 - October 4, 2003 in
Troutsdale, Oregon.
Pasir was representated by Mr. Muhammad Hijrafie, a planning staff of the Bappeda. This
exchange included attending the 6`h Extension Working Party Symposium in Troutdale, Oregon,
from September 28 — October 3, 2003. The symposium was held under the auspices of the
International Union of Forestry Research Organizations (IUFRO) and organized by the Oregon
State University Forestry Department's Extension Service. The symposium was attended by 53
participants including extensionists and foresters from FAO (Italy), Canada, Germany,
Norwegia, Slovania, Chile, Philippines, Ireland, Kenya, Australia, as well as from other States in
the U.S. such as Hawaii, Virginia, Mississippi, Tennessee, Kansas, Utah, Connecticut, and
Oregon.
A second Pasir delegate, Mr. Sisman, was also scheduled to attend the Symposium but
unfortunately there was a delay in the issuance of his visa. He finally received it in early October
and will travel to Oregon with the Kutai Kartanegara delegates to continue work on the plan to
establish an extension service model in Pasir. The exhange will take place October 18-31, 2003.
Mr. Hijrafie gave a presentation on Pasir's current activities in community-based sustainable
forestry management and exchanged ideas with the participants from other countries. He also
took a tour with the other delegates to Oregon State University's research forest, to a demo and
teaching forest, to a family-owned Tree Farm and award winning forest/ranch, and took a tour to
the Forestry Department of OSU at Corvallis.
Results: Mr. Hijrafie learned about the role of extension service and how it can work with the
local government and local community in order to apply a best practice for forest management.
The symposium presented how such a productive relationship can be built, the challenges and
the common issues that are experienced by extensionists across countries. A new perspective
was offered and Mr. Hijrafie will begin work on a new idea to further work on Pasir's forestry
management program. As new contacts and network have been established, Pasir is in a better
position now to find external expertise to issist in its forestry management program.
Next steps: Preparation is under way for the final exhange to Pasir in November, 2003 to work
with the U.S. partners to hold the innovative practice symposium. A forest expert from the OSU
extension service, who has been to East Kalimantan before, will be making the trip to Pasir.
Kutai, East Kalimantan — Washington County, Oregon

Activities: The sixth exchange took place this quarter on September 11-20, 2003 in Tenggarong,
Kutai Kartanegara.
Washington County was represented by Dennis Mulvihill, a senior staff member of Washington
County, Government Affairs Officer, and two other experts, Professor Marcus Ingle of PSU
Hatfield School of Government, and Paul Wild, co-Director of the Workforce Training at PCC.
They delivered an intensive training to Kutai's senior and mid-level officials on Leadership and
High Performance Organization.
The local Innovative Symposium was held on Thursday, September 18, 2003. Mr. Sayukani, the
Regency Governor, officially opened the Symposium and delivered the key-note speech.
Presentations were given by Mr. Bachruddinm, Head of the Bappeda and Vice-Chairman of the
Task Force of Partnership, followed by Mr. Mulvihill. The presentations were followed by
questions and answers and discussion.
The Symposium was attended by about 100 participants. In addition to the city staff and city
council members, it was also attended by .
Results: Twenty local officials have been given their first exposure to "high performance
organization" through interactive training sessions. At the same time, using the real case of
Kutai's agenda to develop a communituy college and public service management training,
participants, with the facilitation of the team of Oregon, developed the first draft of the workplan
following the "Logical Framework" technique used in the training session which is a hands-on,
learning-by-doing approach to training with live results.
Next steps: Preparations are underway for the final exhange to take place next month in
Washington County. The agenda will include using the first draft of the workplan developed
during this exchange and expanding on it.
Bandung, West Java—Santa Clarita, California
Activities: The sixth exchange took place on October 3-11, 2003 in Bandung. Delegates from
Santa Clarita included:
• Ken Pulskamp—Assistant to the City Manager
• Ken Striplin—Assistant to the City Manager
• Phil Sumagaysay—IT Associate.
The exchange focused on two topics: 1) preparations for the Stakeholders Meeting for the
development of the new town Telleguar to be held during the week of the exchange; and, 2)
reviewal of the Kabupaten's current IT capabilities.
During the exchange program, Bandung and Santa Clarita also held their local Innovative
Practices Symposium on October 9, 2003, at the Hotel in Bandung. This Best Practices
Symposium was unique because the Kabupaten combined it with the Stakeholders Meeting for
the new town. The governor, Mr. Obar Sobarno, opened the symposium. Presentations for

Bandung were made by . Presentations were also made by Jakarta government
officials who were invited to join this meeting.
The Symposium was well attended with around participants. In addition to the city staff
and city council members, it was also attended by .
Results: With the help of Santa Clarita, Bandung developed the presentation for the
Stakeholders Meeting. The skills transfer included the psychological aspects of giving a
presentation and approaching it in such a way that the Stakeholders are excited to join the project
rather than the Kabupaten begging for their support. On the IT side, an inventory of the system
and schematic was developed and plans were drawn up prioritizing the equipment and functions
that should be developed given the budget constraints. The computer consulting firm hired by
the Kabupaten also attended these meetings and will work together with the Kabupaten in
implementing the system.
Next Steps: Preparations are being undertaken for Bandung's visit to Santa Clarita at the end fo
October 2003.
Balikpapan, East Kalimantan —Houston Area Governments, Texas
Activities: The sixth exchange will take place the next quarter. Visa has been processed and
issued.
Results: Dates have been set in October 3 — 11, 2003, and the agenda has been made to focus on
the development of a more elaborate workplan for the establishment of Balikpapan Community
College. Samsulistyo, a retiree of Unocal and would-be Director of the College, together with
Sulstiadi, the Academic Director of Balikpapan Polytechnic will make their trip to College of the
Mainland, the main partner in Texas City. Bill Raley, Vice President of Workforce Education of
COM will be the main facilitator for this trip.
Next steps: Exchange to be made in October as planned.
Yogyakarta—Savannah, Georgia
Activities: The partners undertook their sixth exchange from September 26 to Oct 4, 2003 in
Yogyakarta.
The delegates from Savannah were:
• John Hutton—Building Services
• Sean Brandon—Management Services Coordinator
• Carol Paulk—Department Head, Savannah Technical College
This exchange focused on three topics: 1) the plans for a workforce development program in
order to generate historical preservation based-tourism and revenue improvement, 2) information
gathering on the current financial system so that Savannah can assist Yogyakarta in

implementing a double-entry accounting system during the next exchange, and 3) development
of tourism.
During the exchange program, Savannah and Yogyakarta also held their local Innovative
Practices Symposium on October 2, 2003, at the Melia Purosani Hotel in Yogyakarta. The
symposium was opened by Mayor Hery Zudianto. Presentions for Yogyakarta were made by
Mr. Harundono, City Planning Department, Mr. Sugito, Educational Department, Mr. Felix
Kaswanto, Tourism Department, and Ms. Titi Handayani, Director of the Jogja Heritage Society
(JHS), and Mr. Tri Djoko Susanto, Finance Department. Presentations for Savannah were made
by Mr. Hutton, Mr. Brandon and Ms. Paulk. Ngayadi Sukmana, APEKSI. Each presenter gave
an overview of what had been achieved in their departments over the past two years and ended
with questions and answers.
The Symposium was well attended with around 80 participants. In addition to the city staff and
city council members, it was also attended by local community organizations, the Yogya
Hertiage Society volunteers, TVRI, Bernas Newspaper, Kedaulatan Rakyat (local news paper),
Media Indonesia News Paper, Radio Arma II, and Radio Tri Jaya FM.
Finally, Mayor Herry Zudianto and John Hutton were interviewed on a live televised program
celebrating Yogyakarta's 247th Anniversary.
Results:
The focus of the Savannah team's work with Yogyakarta was on education, finance, and the
development of Yogyakarta's heritage. The topic for education was on the soon-to-be-developed
community college which will be named the Community College of Art and Tourism of
Yogyakarta. Mr. Sugito presented the initial development plan that was approved by the Mayor.
The plan is for the community college to establish with the support, both in terms of space and
resources, of 3 vocational schools: SMK 4, SMK 5 and SMK 6.
Meanwhile, Tourist department together with JHS (The Yogyakarta Heritage Society) continued
collaborating on the development of a program on how to establish and develop culture and
heritage or historical area at Yogyakarta such as Njeron Beteng, Keraton and Tamansari.
TheYogyakarta tourism department is proposing to market a "golden tourist triangle" which
would include the Kraton area, Borobudur Temple and Prambanan Temple as the main tourist
destinations for foreign and local tourists. The tourism department wishes to do a joint project
together with the tourist association in rder to create publications, leaflets andbrosures and to
sponsor events, performance, etc. Savannah also assisted Yogyakarta with the submission of an
application to the World Monument Fund to request funding for conservation of the 18th century
Tamansari Water Castle as an important architectural asset in the history of the region and of the
nation.
Addition, discussions were held between Savannah and the cities Building Department on how to
develop zoning plans and issuance of building permits around the Njeron Beteng area in order to
ensure that buildings are kept in a natural/traditional style.

Preparations for the last exchange to Savannah from October 24 to 31, 2003 are on schedule.
The Yogya delegatation will include Mr. Sugito Partotaruno, Head of Education Department,
Mr. Tri Djoko Susanto, Head of Finance Department, and Ms. Anggriana Minarni from the
Yogyakarta Heritage Society. For this trip, they will focus on educations systems, double entry
accounting and historical preservation, respectively. Furthermore, the cities of Yogyakarta and
Savannah expressed their willingness to continue their partnership, and look forward to receiving
an extention on this Partnership Program.
