After assessing the needs of the city,
Tigard agreed to provide assistance to
Samarinda to:
•Train in citizen participation techniques A Memorandum of Understanding
was signed to carry out the program
•Train staff in double-entry accounting over 18 months.
-Develop and catalog revenue sources
•Create a solid waste recycling program

In June 2002 Tigard and Washington
County will host ten visitors who will
be here for a week of training.
The program will run until the fall of
Tigard will likely send a contingent to 2003.
Samarinda in the fall.
