Since your permit was issued on January 2, 2019, before the implementation date, our Utility Billing Department will not require a completed Water Meter Fixture Unit Worksheet for approval. I have noted this in the permit. We will go ahead and revise your existing permit without a water meter increase. However, for us to add a second washing machine, we will need you to complete the attached Plumbing Permit Application and return it to us by email so that we may revise this permit. In the Description of Work section on the application please write that you are "adding to existing permit PLM2019-00001" and enter the washing machine in the fee schedule. If you have additional questions, please let us know. I was under the impression that the water meter fixture count and worksheet was implemented in mid 2019 here in Tigard. If I am correct, my permit and the work done to install the washer pre-dated the need for a fixture count. If I am incorrect then I would ask that the charges be reduced to the year it was installed( May 2015)or at the least when the permit was pulled in January of 2019. If a meter upgrade is necessary we would be upgrading from a 5/8" to a 3/4". Thanks for taking the time to answer my questions, I know you are all busy over there! Each year our system development fees increase—with the exception being 2020 due to the pandemic. The System Development Charges document that you attached was for 7/1/2021 not 7/1/2019. Are you asking whether you can pay the 2019 SDC fees for the new washing machine? From our email dated October 7, 2020,you elected to leave the clothes washer off of the application so that the additional water meter fees did not have to be paid. Now that we are adding the fixture,we will need to go through the approval process again with Utility Billing. Please complete the water meter worksheet attached above so that we can proceed with adding the clothes washer to your Plumbing permit. Please let me know if you have questions. I have been steadily working towards completing these permits when time allows. When I was asked to fill out the water meter fixture unit worksheet it became extremely clear that even without the addition of the washing machine we would be over the threshold for a 5/8" meter which we currently have. The truth is that the washer has been there the whole time and was overlooked when applying for the permit. When my Inspector(David Young) came out he asked me to add the Washing machine to the permit since I had not added it initially. After talking to a friend who is a plumber recently he said that since the overall permit is dated before the implementation of this new water meter fixture count worksheet that I shouldn't be able to add the washer without having to adhere to the worksheet. I would like to ask you to add this Washer to my permit number PLM2019-00001. Below I have attached the permit application previously filled out and sent in. Also I have attached the first page of the updated system development charges for Tigard where it states only permit applications submitted on or after 7/1/19 are subject to these fees.
