Meeting Minutes
September 1, 2021
Members Present: Carine Arendes, George Brandt,Alan Eckert, Carl Fisher,Ruth Harshfield
(Chair),Michael Hendrickson (alternate), Richard Keast (Vice Chair), Serge Killingsworth, and Holly
Koontz.
Members Absent: David Burke, and Lindsey Wise.
Staff Present: City Engineer Joe Wisniewski, and Sr. Administrative Specialist Joe Patton.
Others Present: TTAC Council Liaison John Goodhouse.
1. CALL TO ORDER
Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held remotely using MS
Teams with a call-in number provided for the public.

The August 4, 2021 meeting Minutes were unanimously approved.
4. PUBLIC COMMENT / TTAC MEMBER ITEMS
No public comment submitted. Alan and Michael had items.
5. TIGARD CITY ENGINEER INTRODUCTION
Joe Wisniewski gave a brief introduction.
6. CITYWIDE TRANSPORTATION PROJECT UPDATE
Joe Wisniewski gave a brief presentation listing the budget and schedule status of transportation
related Parks and Streets projects, anticipated schedule for CIP Streets projects, and a picture of the
new Wall St. and Tech Center Dr. connection. He noted the 72"Ave. 30% design project is to
ensure new development there meets the 72nd Avenue Plan. The Greenburg Rd,Tiedeman Ave, and
North Dakota Study is to hire consultants to help guide plans for that area and will include a public
engagement program
7. UPCOMING 2021 TTAC CALENDAR ITEMS
Ruth noted the TSP update,Transportation modeling, equity mapping, and Downtown Reimagined
were previously discussed as agenda topics.
8. TTAC MEMBER ITEMS / UPDATES
A. Alan noted he received the postcard on the Hwy. 217 project and the information is
available at htt2s://www.hwy217.org/.
B. Michael noted the response to his report to the city on Omara St. included a traffic
evaluation.Joe Wisniewski noted the speed limit is currently controlled by ODOT though
there is a push for more local control.
