October 13, 1994
MINUTES
Call to Order: 7:05 p.m., by Jeri Cundiff, acting Chairperson.
FRoll Call: Jeri Cundiff, Nancy Irwin, Chris Lewis, Carl Kostol, and Lorin Hoklin. Staff: Kathy
Davis. Guest: Liz Newton
Announcement: Director informed Board that if they are not going to make a meeting,
they should contact Director, Connie Martin, or library and leave a message.
Minutes: Lewis moved to approve the minutes as written, seconded by Irwin.
Reports: Board receives monthly reports in mail along with agenda as a new procedure.
There will be discussion on items of question or interest.
September Monthly Report- Lewis questioned scope of local history collection that
is kept at the John Tigard House. The John Tigard House will be relocating all
print media to the library. Tigard House will be opening as a museum and any
items from beginning of time to present day relating to Tiigard's history will be
needed. Director mentioned there are 65 million year old real Triceratops fossils
now located in the library through November. This display has been offered by the
Northwest Museum of Natural History. If response to the display is favorable, the
library may receive more displays in the future. There was a complaint regarding
rap music collection in the Young Adult Area. No action was taken by
complainant. Sue Plaisance, Young Adult Librarian, is putting out an informational
notebook to help parents understand aspects of rap music.
Friends of the Library: No representation at meeting this month.
C.L.A.B.: Agreed to change meeting date to the first Wednesday of the month to
accommodate representation by Administration/Council from Tigard. Meeting
dates have conflicted for years. CLAB will start levy planning in January 1995 for
January 1996 levy.
Equal Access to Materials County-Wide:
Concern has been raised regarding WILI dial-up access to patrons. Dial-up
patrons continually get put at the bottom of the hold list because WILI doesn't
recognize dial-up as having a "home" library. Question is, should WILI distribute
materials on hold on a first come, first served basis, or should original rule apply
that Tigard materials go to Tigard residents first? Director asked for direction from
Board on this concept. Hoklin moved to accept the idea of equal access to
materials county-wide, seconded by Cundiff.
Review of Library Fees:
Director informed Board that Tigard is the only city with a $10 fee for library card
users outside of the tri-county area. All other libraries charge annual $25 fee.
Irwin moved to raise the annual library card fee to$25 for outside tri-county users,
seconded by Lewis.
Director asked Board if the library should charge copy fees for the UMI tower
journals. Discussion continued regarding costs of running the system,
maintenance, and supply costs. Hoklin moved to approve a charge to make
copies and directed Director to pursue a charge back fee for Circulation use of CD
Rom Umi tower journals to WCCLS, seconded by Cundiff.
WCCLS Levy Planning:
WCCLS is revisiting the reimbursement formula libraries use for charge backs on
circulation. As patrons use CD Rom and other databases not requiring a check-
out, circulation may drop. However, this does not mean libraries are not busy.
The Evaluation Committee will be reviewing.
urvey Update:
The library survey will be sent out to each jurisdiction in Tigard along with water
and sewer bills. These will be color coded to determine which jurisdictions are
being surveyed and at what time of year. First round of surveys will be sent
October 28.
Statewide Information Super Highway Committee:
WCCLS is exploring the possibility of using a vendor to access Internet databases
through Dynix. This Internet access will be available on WILT terminals and will
most likely be presented as a menu item.
TPL has access to Internet through a system called Compass, which are dial-up
connections via modem.
Director is planning a visit to Bellingham, Washington to observe their use of the
Internet to connect city,county, school district, and community information through
their library which makes all of this information readily available to the public.
The GIS system will also be made accessible to the public through the library for
citizens to request maps and statistical information. This may not come to pass
until we identify space for this service.
Telnet:
The library has agreed to start-up Telnet classes through PCC again. These
classes are sent through satellite for live broadcast of classes. These classes are
set up in the library's Quiet Room with two-way audio and one-way video. The
classes offered are Meteorology and Organic Gardening. The library has the
option of becoming a part of Ednet which will run satellite classes from other
colleges. There is a cost to this option and more information is required before we
would consider taking this step.
