MEETING DATE/TIME: Thursday, July 15, 2021 6:30 p.m.
MEETING LOCATION: Virtual Teams Meeting with phone bridge for public listening.
1. CALL TO ORDER:
Chair Pro Tem Mary Bogert called the meeting to order at 6:30 p.m.
2. ROLL CALL

3. INTRODUCTION
Introductions went around the group. Three new members had been appointed the
Board: Candice Coleman, Elena Knepprath, and Alan Smith. Mary Bogert has been
reappointed to her second term.
4. ELECTION OF 2021-22 OFFICERS
The floor was opened for nominations for the position of the Library Board Chairperson.
Jim Ivler nominated Mary Bogert for the position. No other nominations were
submitted. The floor was closed for nominations. Motion by Shirley Edwards. Second by
Kate Ristau to elect Mary Bogert as the Library Board Chairperson. The motion was
approved unanimously.
The floor was opened for nominations for the position of the Library Board Chairperson
Pro Tem. Mary Bogert nominated Kate Ristau for the position. No other nominations
were submitted. The floor was closed for nominations. Motion by Shirley Edwards.
Second by Elena Knepprath to elect Kate Ristau as the Library Board Chairperson Pro
Tem. The motion was approved unanimously.

5. APPROVE MINUTES
The minutes from the June 17, 2021 Tigard Public Library Board meeting were reviewed.
No changes were suggested. Motion by Shirley Edwards. Second by Mary Bogert to
approve the June 17, 2021 minutes as written.

6. AGENDA ADDITIONS AND DELETIONS
No adjustments were suggested.
7. LIBRARY OPERATIONS
Library Director Halsted Bernard welcomed the new membersjoining us and Mary Bogert
to her second term. Director Bernard encouraged all members to use this time to ask
questions and bring up topics that are important to them and that will enhance the library
community. We will be reviewing policies and procedures and Director Bernard exhorted
the members to question and provide personal input during discussions.
An update on programs, activities, personnel, and decisions made since the June meeting
was presented. Director Bernard gave a brief explanation of service levels to the new
members.
We entered Service Level 4 on Monday, July 5, 2021 with a total of 52 service hours each
week, seven days a week. This is about 78% of our pre-pandemic total of 66 service hours
per week. This will allow more people in the building and more services being offered
face-to-face. We have unlocked the drinking fountains and have increased the amount of
seating in the building. The study rooms are open for use again.
We plan to enter Service Level 5 on Tuesday, September 7. In this final service level, we
will return to our full 66 service hours a week and will slowly reintroduce in-building, in-
person programs, as safety allows. We will continue to provide express holds pick-up
service to one parking space with one library teammate attending the post. Both in-
building services and this curbside service will run concurrently.
Our 25 virtual programs were attended by 584 patrons. There were 196 reference
questions answered by phone and 67 answered by email. Teammates at the Reference
Service Desk answered 1,834 reference questions! Tech Services added 3,005 new items
to the collection last month and processed new materials in an average of 22.34 days.

Director Bernard asked for the Board's preference of the monthly meeting date and time.
We started meeting on the third Thursday of the month for our virtual meetings due to a
conflict with the availability of the phone bridge. Access to the phone bridge enables the
members of the community to join this public meeting. Since that time, a second phone
bridge has been added which would allow us to go back to meeting on the second
Wednesday of the month. Discussion ensued. The consensus of the group was to move
the meeting day back to the second Wednesday of the month. This will begin on August
11, 2021. The start time will remain at 6:30 p.m.
There is a possibility of hybrid meetings becoming available. This would allow some
members to attend in person, while some members could continue to attend virtually. It
would be a personal preference. We are waiting for the technology piece of this to come
together before we can use this option.
H. OTHER BUSINESS
Director Bernard was asked about the front landscaping project. She gave an update on
the status and explained that we have had many setbacks with the most recent one due
to our Facilities team being extremely short staffed for various reasons.
In August we will be returning to having a team member of the library staff as a guest at
the Library Board meeting.
9. ADJOURNMENT
Chair Mary Bogert adjourned the meeting of the Tigard Library Board at 7:00 p.m.The next
virtual meeting is scheduled for a new date of Wednesday, August 11, 2021 at 6:30 p.m.
