05/05/2021 - Minutes CITY OF TIGARD TIGARD TRANSPORTATION ADVISORY COMMITTEE Meeting Minutes May 5, 2021 Members Present: Carine Arendes, George Brandt, David Burke,Alan Eckert, Carl Fisher, Ruth Harshfield (Chair),Michael Hendrickson (alternate), Richard Keast (Vice Chair), and Lindsey Wise. Members Absent: Serge Killingsworth (alternate),Holly Koontz, and Lonnie Martinez. Staff Present: Sr.Transportation Planner Dave Roth, Sr. Project Engineer Tegan Enloe, Redevelopment Project Manager Sean Farrelly, and Sr. Administrative Specialist Joe Patton. Others Present: TTAC Council Liaison John Goodhouse. 1. CALL TO ORDER Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. INTRODUCTIONS 3. CONSIDER MINUTES The March 3 and April 14, 2021 meeting Minutes were unanimously approved. 4. PUBLIC COMMENT / TTAC MEMBER ITEMS Lindsey and George had items. 5. CITY CENTER URBAN RENEWAL Sean gave a brief presentation on the Urban Renewal Substantial Amendment,ballot Measure #34-305, that included the amendment amount, a map of the city center urban renewal district, the types of projects the amendment could provide funding to,how urban renewal funding (tax increment financing) works, previously completed projects that received urban renewal funding,and what happens if the Measure does not pass. 6. TSP UPDATE SPRING 2021 BRIEFING Dave gave a presentation including the Project Schedule, Foundation for TSP Update, Evaluation Framework for Future Investment,Future Investments evaluation—Outcome,Building on the 2010 TSP, Roadway Project Updates,Transit Network Strategy, Safety,Pedestrian Network Strategy, Bicycle Network Strategy, and Next Steps. 7. TIGARD ON THE MOVE EQUITY PANEL Two presenters are scheduled so far and one more is being sought. The panel will occur on June 2,2021 starting at 6:30 p.m. Each presenter will speak to their expertise regarding transportation and equity. It was suggested to limit the number of questions to allow the panelists to speak and allow enough time for questions. Page 1 of 2 TIGARD TRANSPORTATION ADVISORY COMMITTEE May 5, 2021 8. STREETS FOR PEOPLE 2021 Dave noted Streets For People started April 30. The new signs are up and postcards went out to residents on those streets. Online feedback has been positive. Dave and Hendrik will provide training for TTAC volunteers. 9. LET'S TALK TRANSPORTATION 2021 The online open house occurs May 26 with new engagement tools and breakout sessions on various topics. Dave will forward the promotional material when it is ready. 10. TTAC MEMBER ITEMS A. Lindsey discussed Summerlake Park and traffic issues such as vehicles parking in the mid-block crossings and drivers rolling through stop signs. She noted there has been traffic enforcement and no parking signs were posted. Tegan noted the area is being looked at for markings and crosswalk relocations to find better solutions. B. George noted neighbors with kids are concerned about traffic along SW 115`x'and North Dakota, which has limited sidewalks.They asked about crosswalk striping or children at play signs. Dave noted that staff are reviewing requested crosswalk improvements citywide and he will include this request. An evaluation will take place to determine need and funds available for improvements. C. Ruth asked if the red-light cameras were also enforcing speeding. Staff confirmed that the lights at Hall Blvd. and 72"d Ave. do, but the light at Durham Rd. only enforces red light violations. 11.
