TIGARD TRANSPORTATION ADVISORY COMMITTEE
Meeting Minutes
April 14, 2021
Members Present: George Brandt,Alan Eckert, Carl Fisher, Ruth Harshfield (Chair),Michael
Hendrickson (alternate),Richard Keast (Vice Chair), Serge Killingsworth (alternate), and Lindsey Wise.
Members Absent: Carine Arendes,David Burke, Holly Koontz, and Lonnie Martinez.
Staff Present: Sr.Transportation Planner Dave Roth, Sr. Planner Susan Shanks, and SRTS Coordinator
Hendrik Broekelschen.
Others Present: TTAC Council Liaison John Goodhouse.
1. CALL TO ORDER
Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held remotely using MS Teams
with a call-in number provided for the public. Washington County Principal Planner Erin Wardell and

TTAC was unable to approve the March 3, 2021 minutes for lack of a quorum at the beginning of the
meeting.

5. WASHINGTON SQUARE REGIONAL CENTER PLAN UPDATE
Susan gave a presentation including the Project Overview, Community Engagement,Draft Proposal,
Future Development, Potential Future Redevelopment, and the Next Steps. There is an online open house
through April 30, 2021 located here:www.engage.tigard-or.gov/thesquare. She noted that the original Plan
included many funding strategies that were never implemented.
6. TIGARD ON THE MOVE EQUITY PANEL
Ruth noted the series is currently scheduled for June and she shared the description. Presenters will be
asked to share their experiences in three specific areas: health and climate, active transportation and safety,
equality and gentrification. The idea is a moderated panel with three speakers. The series would be open to
the public and hosted by TTAC.
7. SAFE ROUTES TO SCHOOL PROGRAM UPDATE
Hendrik introduced himself to TTAC and gave a brief presentation including an overview,Major Tasks,
Current Initiatives, Fall 2021 Goals, and goals for the future.

8. STREETS FOR PEOPLE 2021
Hendrik gave a brief presentation including Goals, Guiding Principles,The Open Street Model in Tigard,
Transportation Equity Needs Analysis, Safe Routes To School (SRTS),the three locations
(Grant/Johnson/106`x, 95th Ave Corridor,Fern St.), a map of the Transportation Equity Analysis: Major
Trails &Aggregate Index, site specific maps, Preparing for the Streets for People, and Community
Engagement.An RTO sponsorship grant was awarded to provide funding for materials. Volunteers are
needed to monitor the three sites to make sure items are in place and notify staff of missing or broken
items. Alan, Serge,Lindsey, and Michael volunteered. Dave and Hendrik will provide more info to the
volunteers.
9. TTAC MEMBER ITEMS
A. Alan noted that with the new affordable senior housing project,the intersection of O'Mara and
Hall needs improvement. Dave will talk to Public Works regarding a pedestrian improvement on
O'Mara. Hall is under ODOT jurisdiction which could be a barrier as they must approve any
changes. Michael noted the lack of sidewalks along much of O'Mara creates a hazardous situation
for any seniors that might want to walk along it.
B. Michael noted the train crossings at Hall, on Main and on Bonita at times block the roads for long
periods of time especially around noon. Dave noted that Tigard has no authority to ask for
modifications.
C. Serge deferred his item as he would like feedback from Teagan. He will email her and Dave.
D. Dave noted Tigard was tracking a $4 million of the $20 million Federal funding request for Hall
Blvd. If awarded,it will fund the Fanno Creek Trail crossing on Hall and build two pedestrian and
bicyclist bridges over the Fanno Creek Trail on two different sides of Hall Blvd.
